• Develop and implement purchasing and contract management instructions, policies and procedures.
• Analyze market and delivery system in order to assess present and future material availability.

• Confers with and assists officials of all departments to determine purchasing needs and specifications.
• Maintains records on purchase price information on both open market and contract purchases and revises these as conditions changes; obtains quotations on open market purchases.
• Assists in the supervision and training of less experienced buying personnel and generally is responsible for the supervision of one procurement assistant.
• Analyzes purchasing trends to determine if an agency contract would benefit the company.
• Determines method of purchase such as direct purchase or bid. Prepares purchase orders or bid requests for payment.
• Develop, evaluate and manage qualified contractors/vendors that are able to support the organization strategy and business objectives.

• Compares costs and evaluates the quality and suitability of supplies, materials and equipment.
