• Assisting the Project HSE Manager in the management of HSE risks to As Low As Reasonably Practicable (ALARP)
• Attending management projects appraisal and reviewing meeting with clients and subcontractors
• Responsible for supervision and management of a combined HSE team of over 100 personnel in-charge of a workforce in excess of 10, 000 at the peak of construction.
• Identify and control Health and Safety risks in engineering, designs and execution of projects.
• Review & approve issued Risk Assessments for critical activities, processes and tasks to eliminate or reduce associated hazards or risks.
• Ensure the commitment to compliance to process safety management (PSM) requirements in the plant operations during commissioning through handover period.
• Reviewing the implementation of proactive and reactive monitoring systems for Health, Safety & Environment.
• Coordinate meetings and functions with clients and subcontracting HSE teams
• Prepare required presentation slides for project consortium meetings
• Conduct periodic Site inspection, tours and audit with the project top management.
• Collate and review site HSE reports and updates from contractor teams.
• Developing internal coordination of the PB HSE Plan and Environmental Management Plan reviews process
• Evaluating and closing-out of client and project consultants HSE audit findings reports
• Periodic review of the health, safety & environment procedures and manuals.
• Issuance of Non-Compliance Request notices for observed non-conformances.
• Ensuring site HSE activities and programs to conforms to ALARP levels of risk and environmental impacts.
• Coordinate liaison with other project management teams on HSE related compliances.
• Ensuring project management team compliance with changes in the HSE regulations as regards the project & local legislation.
• Developing internal coordination of the HSE Plan and Environmental Management Plan reviews process
• Perform Risk Assessments (issue based & continuous based) on main activities and tasks to proffer control measures to associated hazards or risks.
• Attending projects appraisal and reviewing meeting with clients
• Evaluating and closing-out of client and project consultants HSE audit findings reports
• Periodic review of the health, safety & environment procedures and manuals.
• Ensuring the closure of all HSE non-compliance notice registered
• Monitoring of site HSE activities and programs to ALARP levels of risk and environmental impacts.
• Liaising with other HSE members and project teams on safety & environmental issues
• Recommend to the site management on the compliance and changes in the HSE regulations as regards the project
• Providing support in monitoring of general compliance with health and safety regulations as contained in the project HSE documents (assuring compliance with site regulations as regards air quality monitoring, solid waste management duly complied with)
• Reporting site HSE statistics as stated in the project Key Performance Indicators (KPI)
• Participating in internal audits of the project HSE activities and programs
• Internal coordination of the CEMP reviews process.
• Attend project appraisal and review meeting with clients as at when due.
• Review of the HSE Audit Reports (monthly, quarterly and bi-annually)
• Organize drills and developing various drill scenarios as staged in the KPI.
• Coordinating all HSE activities and HSE officers in my team.
• Advise site management on HSE safety issues.
• Review and ensure the closure of all HSE non-compliance notice registered.
• Planning and monitoring of HSE training s and programs.
• Coordination of Environmental monitoring activities (Air quality, erosion and sedimentation, waste, water resources & quality, noise, marine ecology and ground conditions).
• Liaising with other HSE members and project teams on HSE issues.
• Advise site management on the compliance and changes in the HSE regulations as regards the project.
• Assist in the monitoring of general compliance with health and safety regulations as contained in the project HSE Plan.
• Ensure and site regulations as regards solid waste management, waste water treatment and discharge are duly complied with.
• Managing and reporting site waste inventory as stated in the KPI.
• Overseeing the site hazardous and non-hazardous waste management treatment and disposal with the HSE Service Provider.
• Coordination of site recycling program for construction waste and grey water system.
• Ensure that site regulations as regards solid waste management, waste water treatment and discharge duly comply with the CEMP and government regulations.
• Ensuring water discharge is in line with the regulatory and CEMP standards.
• Participating in internal audits of the waste storage and handling facilities.

Project: EPIC for the Replacement of Halon System in QP Refinery, Messaieed Industrial City (Contract commencement: July 2011)
• Liaising with the projects team on the HSE aspects of every activity.
• Ensure high standard is maintained onsite in accordance with the company’s HSE Policy.
• Advice site management on HSE measures to be taken such as equipment and process isolation (lock-out-tag-out systems) and implementing such with the Project Manager’s approval.
• Advice the site management on legal and contractual requirements affecting HSE and worker’s welfare.
• Advice the site management on potential hazards in new contracts before work commences on the site.
• Ensure maximum compliance attainable for best practices and safety awareness for the protection of both workers and clients on-site.
• Assist the client in carrying out safety audit and inspection of site with a view to implement, monitor and continually improve on all preventive measure so introduced.

Responsible as part of the design team for:
• Conceptual designs-to-commissioning of all waterworks projects for both major and mini waterworks (2MGD).
• Review of projects designs for the compliance with environmental regulations on waste water management (recovery and recycling) and health & safety standards in all new facilities in line with WHO standards.
• Review of process technologies in existing waterworks for process suitability and upgrading.
• Design of efficient waste water recovery and recycling facility for all existing waterworks based on government laws on waste water discharge.
• Flow pattern designs for pipeline reticulations and networks.
• Review of production and process data reports for determination of process efficiency levels over time.
• Determination and recommendation of facilities maintenance and overhaul periods and duration based on process data analysis.
• Review and recommendations on the technical aspect of maintenance and overhaul bids and tenders.
• Process supervision of projects execution in all waterworks maintenance and rehabilitation projects
PROJECTS:
1. PET recycle plant, Olusosun Landfill site, Ojota, Lagos, Nigeria
2. Generation of clarified waste production data for waste-to-wealth program of the government.
Responsible as part of the R&D team for:
• Process R&D on waste-to-wealth (W-2-W) program as launched by the state government.
• R&D on the reduction of leachate generation on landfill sites and the effects on ground water.
• Engineering design and review of all drawings for the PET recycle plant.
• Supervision of the construction of the waste PET and paper recycle plants at Olusosun Landfill site in Ojota, Lagos, Nigeria.
• Monitoring the HSE aspect of the recycle plant contract.
• Report writing on project plan, status and minutes of project committee meetings.
• Development and maintenance of HSE cases, objective, program and target.
• Monitoring and supervision of various work sections to ensure adequate compliance with the HSE rules and regulations.
• Process design review and modifications on the waste transfer loading sections (TLS) of the authority on the introduction of waste sorting at transfer loading sections (TLS).
• Research and developments on the occupational health & safety hazards in a landfill and the effects on landfill site workers.
• Ensure ANSI/API 2016 and API 2027 regulations on all permit required confined space (PRCS) and blasting operations are followed for tank entry and cleaning.
• Participate to HSE design activities during FEED to ensure compliance with project requirements.
• Prepare a Safety Concept document that defines the owner’s requirements during the design and engineering phase.
• Manage and develop HSE activities and personnel to achieve high productivity and quality work products safely and effectively.
• Manages, develop and implement strategies, activities and audit protocols for complying with project requirements.
• Establish and maintain relationships with SPDC and Sub-Contractors employees at all levels to encourage HSE commitment.
• Plan, implement and coordinate programs to reduce and eliminate injuries, illnesses, deaths, environmental damage, and financial losses.
• Ensures steps are taken so that design is in compliance with regulations and SPDC HSE requirements in a manner that meets the intent of the regulation and is reasonable to implement.
• Ensure that appropriate regulatory authorizations are obtained in a timely manner.
