Key Responsibilities (Pre-Contract):
• Preparation of cost estimates and cost plans at different design stages
• Undertake market review and research in order to compile and update unit rates for estimation.
• Participate with the design service team in the development of the cost estimates.
• Preparing detailed cost estimate including material prices, direct and in-direct man-hours, equipment charges and ancillary in-direct costs together with basis of the estimate.
• Review contract documents to identify any contract risk and exposure to estimated cost and assign contingency elements.
• Conduct Benchmark estimates to compare and analyze scope, quantities and other cost data between previous projects.
• Ensuring that client objectives are met providing an efficient cost management service from pre contract to construction completion.
• Consult with the team to define an appropriate Work Breakdown Structure in accordance with the clients’ requirement.
Key Responsibilities (Post Contract):
• Process the contractor’s Interim payment certificates, Final payment certificate and recommendation for client approval.
• Review and respond to contractor's requests for Commercial clarification/ information.
• Reviewing, reconciling and arranging settlement of claims and resolution of disputes
• Maintain and manage the cost report and provide regular updates on financial position
• Monitoring the change control register for contractual implications and take appropriate action in reviewing and commenting on proposed variations
• Support the coordination of the Change Management process for the project prices.
• Follow up on the submission by contractor of all required bank guarantees, bond and insurances in accordance with Conditions of Contract.
• Commenting and responding to contractor’s correspondences.
• Ensuring that post-contract cost variances and change control processes are managed effectively.
• Carrying out the production of monthly cost reports for presentation to the client.
Projects: Residential Compounds & Ancillary Buildings
Key Responsibilities (Post Contract):
• Responsible for all the works relating to Valuation submission, Approval and Payment
• Negotiating and finalizing Additional works with the Client
• Assessing the subcontractors variations for the Projects
• Finalizing the sub-contractors for the Project, monitoring their Progress of works and release payment accordingly
• Detailed study of the specifications and drawings of the projects, to identify the scope of work, materials etc.
• Assist in the provision of commercial and contractual advice based on the contract documents and industry standards documents such as methods of measurement.
• Attend and contribute to regular commercial meetings with the client and contractor
• Prepare and maintain commercial logs of subcontractor’s agreements, variations, guarantees, bonds, insurances and payments.
Projects: Airport and Commercial Buildings
Key Responsibilities (Post Contract):
• Prepare monthly payment application and follow up the Engineer’s approval and timely on account payment in line with the contractual clauses.
• Identify the additional contractual works, estimation of variations, negotiation and finalizing with the Engineer.
• Manage a compilation of the subcontract agreements including the payments, variations, final account and other contractual obligations.
• Control project scope and meticulous tracking of project progress to enhance project deliverables.
• Update subcontractors/suppliers payments certificates, invoices, drawing details and preserve the tracking.
• Attending commercial meetings with the client, negotiating and agreeing on claims and variations.
Projects: Government Buildings & Apartments
Key Responsibilities (Post Contract):
• Review the Contractor invoices by verifying the quantities from the project site, to confirm that work has been done by the contractor
• Determination of variation along with necessary supporting documents
• Participate in Cost Planning, Cost Analyzing and Cost Reporting for monitoring of project’s budget
• Management of bonds, Insurances and Guarantee logs.
• Onsite and off-site quantity verifications and confirmation with regard to payments and variation works
• Facilitating value engineering workshops with project stakeholders
• Tender administration including compilation, tender analysis, negotiations, and recommendations
