Assigned to provide Robust Project Management and Contracts Administration to support the Environmental Agency (EA) to ensure efficient service delivery programme of Water Engineering / Management Assets, to include application of best value approaches to reduce flood and coastal erosion risks through implementing protective measures that help to preserve, restore, and emulate the natural functions of catchments, rivers, floodplains, waterways and coastal regions to balance the need for up front works, and lower capital spends.
Associate PM, assigned to manage Greater Manchester Contracting Authorities (GMCA) as delegated Client’s NEC4 project manager and contract administration as TfGM districts delivery manager. Accountable as project manager for implementation of robust plans, governance, stakeholders’ engagement, execution of TfGM Digital IT Networks controlled through various ITS third-party service providers. Provided robust contract administration and successful management of people utilisation, validation of designs, engineering, and road operations under NRSWA91, CDM/HSE, full NEC supervision and execution of civils, ducting, digital cable installation, TTRO’s, and fault finding works on 1600 sites with Local full fibre network and telecoms connections to BT Exchanges for all GMCA local council authorities via Road Service Networks, taking forward next generation of mobile connectivity in Manchester Districts. This was a full hands-on Project management position for delivery of all operations to handover via PMO applications, managing contractors, and service operators, providing supervision, reporting of progress, quality control and HSE compliance, ensuring all NEC obligations, training, changes, actions, and agreements are maintained.
Seconded to HS2 and EKFB to support multi-disciplinary design teams for implementation of Highways, Civil Engineering, and Construction designs, and embed cultural change for the delivery of collaborative civil infrastructure programs on the C23- MWCC - North/South Chiltern Portals, Wood Green Rail Tunnels to Brackley Sections. Responsible for managing/validating Highways/Rail/Bridge detailed designs, resource performance, utilisation, monitoring, and tracking progress for reporting delivery of Highway projects through PMO reporting systems of technical designs for construction, to include hands on operation of geotechnical proportion for earthworks (bulk cut & fill), infrastructure of roads, bridges, Rail embankments, service utilities (ICT/IT connectivity, digital security, water services, fire, hydrants, access, emergency), mass drainage, road renewals, TTRO, Technical Affairs, AIP Reporting, ITP - HSE supervision of piling, bulk retaining walls, bridge rehabilitation, bank stabilisation, utilities, slip-forming; ensuring NEC4 administration and all quality control/assurance standards (ISO-9000), monthly progress reports via PMO system portals; programs, risks, and changes are adhere to, and the delivery plans, processes, and action plans are in place and followed.
Joined ARCADIS Civils and Design Engineering division as Senior Project Manager from Highway England assigned to DfT as Project Manager and deputised project sponsor support NEC3 administrator to the local authorities as on-site operations lead, and nominated NEC3 supervisor, later elected contract administrator for this £300mil new Highways Project. Responsible for all PMO reporting and the delivery of Construction Operations in keeping with commercial costing, agreed budgets, program, quality control and handover plan to include risks, changes, defects, and quality assurance. Construction works involve 12 new bridges (three over/two under), 2 large new steel Network Rail bridges (crossing of Network Rail lines including West Coast mainline and access to Manchester Airport). Major environmental and ecological mitigation works, bulk cut and fill operations, extensive widening of existing roads and resurfacing, gyratory works, box/pipe culverts, large diaphragm and retaining walls, delivery of full UU water utility networks, service programs, to include New 66KV power facilities and telecoms connectivity, gantries, streetlights, and speed cameras.
Principal Project Manager and operations lead for delivery of critical New Highway Projects (MM-ALR) as part of the £1.5Bil HA-Asset Portfolio Scenario Planning Schemes in the SR10 Major Projects Programme. Responsibility for initiation, planning, delivery of the MAC-PM control framework, Stage Gate Appraisals, SGAR3 review of detailed risks, designs, and phased review for construction delivery. NEC contracts administrator for the £300m M6 J16-19 scheme as nominated PM with delegated duties under ECC Conditions of Contract for design, programme, construction, costs, allocations of risk controls, quality assurance, Health/Safety compliance in accord with CDM. Andrew also provided project management leadership, buildability, and construability advice for the ALR Managed Motorway Product Framework, tactical advice on technical affairs, stakeholder engagement, tender award process, overseeing business cases, statutory undertakers NRSWA and permit application process, Development Consent Order, Public Inquiry, and consultation process for A556 Knutsford to Bowdon Improvement Scheme.
Projects Engineering Manager Westbury Homes, responsible for the construction of a large portfolio of residential housing association projects including preparation of business cases, procurement, contracts, housing units, fit-outs, civil infrastructures, earthmoving operations, excavations and mobilisation of multiple housing schemes, residential construction sites, road developments (S278), and new apartment building blocks. The construction works comprised bulk earthmoving operations, deep excavations, earthworks (cut & fill) operations, bank stabilization, reinforced retaining structures, piling and diaphragm walls, installation of water pipelines, drainage, service utilities (water treatment works, water systems, electric plants, gas, BT, lighting, telecoms, signals), multiple telecommunication systems, and road development/ civil infrastructure under NRSWA, S278 & S38 works. Residents’ projects agent and on-sites team leader managing cross-functional high-performing site infrastructure teams ranging from 10 - 20 engineers, quality supervisors, specialist suppliers, overseeing designs, programs, budgets, variations/changes, and risks to infrastructure projects, ensuring delivery of objectives and requirements of each scheme, operations of excavation and water systems, monitoring forecast and effectiveness of H&S plan, CDM, performance and quality management systems. Chaired weekly and monthly project progress meetings with contractors and service utility teams, review progress against program, and financial progress of projects.

Senior Project Manager and Team Leader, responsible as Client’s contract administrator for the successful delivery of a high-rise luxury residential and multiple apartments development with multi-commercial shopping complex, including facades to property units, restaurants, fast food outlets and shops with full fit outs, and basement car parks, multi-access roads, and installation of services/utilities for Maidenhead and Windsor Housing Associate (MHAWHA). Managed a multidisciplinary team of planners, designers, contractors, MEP engineers, service providers, specialist suppliers, commercial, construction, façade, and fit out teams for this complex (Design & Build) project from cradle to grave.
