Inspection Engineer for 140, 000 BPSD Condensate Oil Refinery and also assigned as Project QA/QC Head of 70, 000 BPSD NHTU and 36, 000 BPSD CCR Expansion Project (USD 850MM by Foster Wheeler, UK as EPC Contractor). Involved during EPCL Refinery construction in 1998 till 1999 commissioning as QA/QC Construction Head.

2. Corrosion Monitoring Survey in CDU’s, NHTU, & Amine Units (take corrosion probe readings in 17 locations, download into computer program & evaluate results-by ROHRBACK COSASCO’s Corrdata Plus Program).
3. Issues Corrosion Monitoring Report based on item 2 quarterly.
4. Schedule ultrasonic thickness of refinery equipt.due for inspection per Inspection Program & download/upload UT readings to PCMS program using DMS 2 Data Logger. PCMS is Plant Condition Management Program by PCMS (Mistras Holding), USA.
5. Prepares, updates & issues Quarterly Inspection Program Quarterly of all refinery equipment (including Lines)
6. Inspection of Investment Projects (visual/punchlisting, leak testing, RT films review, witness hydrotests, painting inspection, sign certificates, etc.)
7. Material inspection at Stores (investment project materials, signs/approves documents, etc.).
8. Walkabout inspection of all equipment per On- Stream Inspection (OSI) schedule - PSV’s, vessels & lines based on criticality.
9. Coordinates On-Stream Inspection of Vessels & Lines - for on-the-run Maintenance schedule of non-T&I S/D equipment, Lines w/ low remaining Lives confirmation, etc.
10. Inspection Lookahead & Lookahead Status issuance.Attends to
shutdown for inspection - scheduled or unscheduled (issues WO, follow-up repair, test & approval, etc.)
11. Attends to On-call situations when witness inspection as required (hydrotests, inspection related items, etc.)

SENIOR INSPECTOR at Chevron-Texaco Refinery (Ex-Caltex Batangas Refinery)

Assigns, coordinates and supervises all work assignments of inspectors allocated to his area. Includes personal inspection of equipment, specifying methods of cleaning and repair, follow-up inspection in field and office work in progress to ensure inspection is accurate and complete.
Reviews and recommends repair or replacement of equipment based on inspection results and thru discussions/recommendations by subordinate inspectors.
Works during Plant Turnarounds (T&I Shutdowns) either as Head Inspector or equipment Inspector or a combination thereof as assigned. This involves inspection of pressure vessels, heat exchangers, air coolers, heaters, boilers, lines/fittings, pressure relief valves, etc. . Sees to it that every equipment at the units runs continuously up to the next turnaround. Prepares plant and equipment shutdown schedules and worklists based on corrosion history and in accordance with local government regulations. This involves evaluation of maximum efficient run periods based on inspection and knowledge of materials and equipment. Plans, predicts repairs/replacements required.
Prepares Tank Repair Inspection Program for all atmospheric storage tanks in the refinery. Carries out on-site inspection & issues worklists for repair recommendations.
Assists in developing/encoding in the computerization of equipment records (thru VIP - Vessel Inspection Program, PCMS - Plant Condition Management System, etc.) and cost gathering system to ensure it is kept up to date, complete and accurate.
Provides first line consultative services to other departments such as specifying materials for special services, special methods of fabrication and repair, metal identification and testing acceptance of locally fabricated lines and equipment, code interpretation, failure analysis, materials review, checking and reviewing design drawings for conformance with code and adequate consideration of safety features especially with regards to corrosion deterioration and failure.
Implements on-the-job training program of subordinate inspectors. This includes the preparation of training plans, training checklists and updating of such plans and checklists to ensure a sytematic development of subordinates.
Agressively improves “State of the Art” knowledge by attending training courses, symposia, by professional contacts, by visiting other refineries to compare and discuss latest experiences and modern trends and reading technical magazines and journals for information on new procedures in the solution of inspection problems to ensure technical growth.
Assists government inspectors with regards to scheduling, preparing and approving operating permits for all refinery process equipment to ensure continuous safe operation.
Performs certain duties of Inspection Superintendent/Manager-Total Plant Reliability (TPR) during their absence as signing of fire permits particularly during on-call situations to ensure continuous flow of refinery activities.
Assigns, reviews, approves or prepares personally cost estimates, justifications, requisitions, contractor service invitations and other correspondence which may be required for the Inspection originated expense budget items to develop service contracts.
Recommends projects for inclusion in the Refinery Expense and Investment Budget and prepares budget plans and expenditure forecasts for such to achieve a realistic funding of inspection services.
Visits facilities and laboratories of local and foreign contractors and assess the capabilities of these contractors on jobs that may be required by the refinery to ensure that only qualified contractors are doing the fabrication jobs for the refinery.
Does inspection work such as walkabout inspection of refinery equipment on-stream, out-of-service inspection, and other related inspection jobs per ISO 9002 as TPR (Total Plant Reliability) Department is ISO Certified.
