I am entrusted for Tendering, Procurement, and Cost Management of numerous constructions contracts related to Roads, Bridges, Marine works, deep & shallow utility services, Golf course, Landscape Works, District Cooling Plant, Chilled water network, 132/11 KV Substations etc for seven Mega Master Development (combined construction cost over AED 25 Billion under my portfolio).
Roles and Responsibilities:
• Procurement:
o Managing vendors pre-qualification process and responsible for Supply chain management
o Setup Procurement strategy for each development in coordination with Project delivery team and Finance department.
o Participate in the risk review process with Project delivery team, Planning, Legal and FM team for all major packages before floating the Tender invitation.
o Managing tendering process, negotiation of prices and contractual terms & conditions.
o Prepare Tender report for management approval to award the Contract, and handing over Contract documents to the delivery team / project consultant.
• Cost Management:
o Prepare preliminary cost plan during project feasibility study
o Preparing and updating cost plan on every design phases in coordination with design team to identify construction cost of various options, conducting Value Engineering workshop, setting up project budget, compare budget with feasibility budget to report variance.
o Review and Approval of post contract Variations, Claims, Prolongation cost, and Final account.
o Setup and update Benchmark elemental rates for Budget preparation and Price analysis of upcoming packages/projects.
Highlights:
• Conducted several Value Engineering Workshop and achieved circa AED 500 Million cost savings in 2019, without compromising the expected quality or serviceability.
• Recognized for implementing robust Cost Control & Cost Reporting Process; appreciated for the same
• Managing an in-house team of Procurement Managers & Quantity Surveyors, and several team of external QS/cost consultant.
My responsibility was to manage the Project commercial operation and Contract Administration of multiple packages for two large Master Development that includes Infrastructure development, 132/11 KV Sub-station, Golf Course, Buildings and Landscape works (combined construction cost over AED 4 Billion under my portfolio).
Roles and Responsibilities:
• Pre-contract:
o Preparing and updating cost plan, attend VE workshop, validate project budget before Tender floating, analysis and reporting to management for any variance.
o Finalizing procurement strategy, compilation of tender documents, review of tender submission and recommendation for further action
o Participating in the pre-bid / PTC discussion on the commercial matters with the bidders
o Participate in the risk review process with the Technical, Project Management, Planning, Legal and FM team
o Vetting commercial terms & conditions in the Tender documents
• Post-Contract:
o Identification of both commercial & project specific risk and implementation of plans and solutions to minimize risk
o Validation and evaluation of variations and claims
o Drafting Contractual correspondence, issuing Contract amendments, managing expenditure of provisional sums and sub-contractors nomination, Settlement of Final Account, administering release of retention and guarantees
o Preparation of monthly Cost Report, Cost Trend analysis, analyzing the cost variance reports with Technical Team and Project Managers for remedial action and conducting project cost performance reviews periodically
o Ensuring Contractors & Consultants compliance with contractual requirement such as submission & renewal of Insurances, Bonds and Guarantees
Highlights:
• Efficiently handled termination of few contractor's employment due to contractor's breach of Contract and appointed competent replacement Contractor within a short period to complete the works on time
• Implemented Change Control Process and enhanced the speed & transparency in variation approval process, that resulted benefits for the company
• Promoted to Commercial Manager from Sr. Quantity Surveyor in 1 year for my ability to demonstrate independent handling of Project Commercial operations and Contract administration
• Managing an in-house team of 5 Quantity Surveyors and numerous external QS/cost consultant.

• Headed a team of 5 Quantity Surveyor / Cost control Engineer
• Manage project QS activities including review of Interim Payment Application, material reconciliation, escalation, development of accurate quantity matrix, preparation of claims for delay & extension of time, change management, value engineering, drafting contractual correspondence, formulation of sub-contract procurement strategy, awarding of sub-contract package and Final Account Settlement.
