Managing HSE and Loss Prevention of NEOM Island Project (Shushah Island), KSA Primary Responsibilities:
Plans, directs, monitors and reviews the implementation of HSE programs and policies under regional management direction.
Plans, organizes and controls implementation of work towards the achievement of goals and objectives.
Analyse HSE targets at project level, defines, develops and ensures conformance to HSE objectives, policies and procedures.
Provide leadership at project level and acts as a technical expert and maintains expert knowledge of specific requirements imposed by NEOM and policies and procedures as well as employers specific requirements.
Evaluates compliance with respective local laws and regulations.
Actively supports establishing and maintaining positive customer relationships ensuring customer expectations are met.
Ensures people are being developed and prevents work-related conflicts if they emerge.
Ensures compliance with respective corporate policies and procedures and local laws and regulations.
Complies with corporate governance rules, company's systems, policies and procedures.
Ensures the acquisition and sharing of knowledge within the project site.
Primary Responsibilities:
Develop HSE policies, procedures and conduct risk assessment and audits to enable compliance and eliminate client workplace safety hazards and risks.
Develop and executed HSE strategy, methodologies and establish management system such as ISO 9001, ISO 14001 and ISO 45001 as well as processes and work instructions for Fire Safety, Emergency Preparedness, and HSE Construction compliance within HSE functions.
In advisory capacity, act as expert for major incidents and near-misses during the investigation, assist clients analyse injury data and produce meaningful reports, provide accurate and relevant reporting on HSE matters to drive compliance standards.
Coordinate clients activities, training & development and audits
Conduct gap analysis between processes and management system implementation and recommend most appropriate actions to address them
Develop Operational Excellence (OE) Management system to achieve an incident free workplace
Promote a healthy workforce and mitigate significant workplace health, environmental and process safety risks
Establishment of HSE guideline to meet the requirements of Operational excellence management.
Resource speaker to various training courses and programs related to HSE and QMS for various businesses (both private and public sector)
Assist and support clients on guidance/advisory on various HSE programs
Managed HSE, Loss Prevention, and Continuous Improvement Program in more than 40 simultaneous Project Sites in the KSA Primary Responsibilities:
Develop overall strategy of continuous improvement for HSE and loss prevention initiatives.
Develop, maintain and communicate OSHA standards, policies and procedures across the projects sites including contractors.
Communicate site-specific HSE plan to all project staf to include performance and statistics
Report monthly HSE performance and statistics to top management
Monitor manpower requirement for HSE on each project site and identify training needs
Conduct regular project site HSE audit and inspection and ensure close-out of non-conformances.
Organize HSE program on project sites in liaison with project manager
Provide advice and keeping staf abreast of local and international HSE best practice initiatives as well at the latest federal government regulations and Approve Code of Practice.
Attend to customer requirements through projects as required
Assign KPIs and Targets to all project sites and ensure achievement.
Assist in the recruitment of occupational HSE personnel to provide a comprehensive and cost-efective support to project sit.
Review of contractors HSE management system including contractor compliance and implementation HSE program through regular on-site monitoring and liaison with project manager and contractor HSE representatives.
Instruct suspension of contractor activity that constitutes unacceptable OSH risk. Contractor Safety
Review and follow-up of corrective actions and closing of non-conformance reports Accountabilities:
Preparation of HSE documents and reports including but not limited to Project HSE Plan, HSE procedures, master list of projects, HSE objectives, Training needs, monthly reports, HSE promotional events, HSE meetings, planning and mobilization, data bank of good practices and updated legal register.
Hazard Identification, Risk Assessment and Accident Prevention including conducting JSA for new jobs, modified jobs, non-routine jobs and new projects.
Investigation of all reportable incidents that includes conducting follow-up investigations including near-misses and conducting root cause analysis significant incidents, identify trends, vulnerabilities and liabilities that may be avoided.
HSE Documentation for Prequalification Tender including requirements review and HSE documentation to incorporate in project HSE tender.
HSE Staf monitoring including detailed list of HSE staf and training of all HSE personnel to suit project site requirements
Project support and monitoring on HSE matters for guidance and implementation, including internal audit plan covering all projects and follow-up corrective and preventive action.
Projects: Construction of Butane Storage Facility, Firewater System Upgrade, Expansion Project of MTBE - $50M, Installation of DUSUP 20" Line, Demolition of C5 Tank, Methanol Line from Tank to Battery Limit and Gas Plant Mothballing Project Primary Responsibilities:
Understand health, safety and environment problems / opportunities and clearly communicate solutions, convince people to change their methods and beliefs through educating them, and continue motivating individuals to continue their changed behaviour.
Work with staf and others to protect the health and safety of work force by ensuring that risks in the workplace are properly controlled and that impact on the environment are minimised.
Provide independent professional advice and technical information where appropriate to managers and all line managers to enable them to discharge its statutory, common and moral obligations, keeping staf and Managers abreast of changes in HSE Legislation and Codes of Practice
Plan, direct and manage the HSE activities within projects / day-to-day operations / hygiene / policy and procedures and ensure smooth operations within HSE Department.
Review, develop and update the current HSE policies, standards and procedures for all activities.
Review and approved safe emergency procedures, method statement, first-aid facilities, safety signs, relevant protective clothing and equipment, and incident reporting to the relevant authorities.
Ensures that the workplace satisfies health, safety and welfare requirements for ventilation, temperature, lighting, sanitary, washing and rest facilities
Assign KPIs and Targets to the department personnel and ensure achievement of the departmental KPI's and targets. Accountabilities
HSE and Safety Program Planning including budget and monitor financial performance. Reviews and realign annual HSE program including HSE targets, objectives and performance versus plan
Hazard Identification, Risk Assessment and Accident Prevention including conducting JSA for new jobs, modified jobs, non-routine jobs and new projects.
Investigation, Recording and Reporting HSE Incidents including follow-up investigations of all HSE incidents including near-misses and conducting root cause analysis on significant incidents.
Regular safety meetings, trainings, safety audits and inspections
Emergency Responses - as a member of the HSE department, contributes to emergency planning, participates in emergency responses and regular fire emergency mock-up drills and acts as part of emergency call-out system.
Implements approved departmental policies, processes, procedures and instructions to subordinates and monitor their adherence to all relevant regulatory requirements in areas of HSE activity
Monitors contractors' compliance with company HSE management system to include assessment and review of their HSE statistics, checks and reviews qualification and experience of contractor safety engineers/stafs, their equipment, certificates and related HSE documents.
Assists in promoting high standards of company-wide environmental (ISO 14001) and energy management (ISO 50001) awareness to include prevention of pollution, ground contamination, reporting environmental incidents and actively supports the commitments of HSE Policy.

Carry out risk assessment and implementation of HSEMS, PTWS according to international standards
Conducts HSE presentation to review progress, follow-up on topics of concern and current issues.
Coordinate all HSE activities to ensure loss prevention standards are fully implemented and followed.
Implements effective procedures for reducing the risk of injury, ill health and property damage
Monitors stack air emissions thru CEMS and makes recommendation for pollution control and prevention
Reviews environmental aspect and impact and corresponding practical control
Work with Operational Excellence group to implement Six Sigma and Lean Manufacturing
Elevated status of 5S to qualifying level in the factory
Internal Quality Auditor of Integrated Management System (ISO 9001, ISO 14001 & OHSAS 18001)
Facilitate development of recognition & incentive program related to HSE throughout facility.
