• Review and approve the contractor’s HSE plans, method statements and risk assessments to ensure compliance with HSE requirements and procedures.
• Leads the overall implementation of health and safety management system in order to meet HSE target in parallel with the on-time project delivery.
• Devising OHSE topics: safety flash, awareness programs and promoting best practices to support the contractor’s HSE enhancement.
• Leads the weekly HSE committee meeting and periodic site inspections.
• Analyzing hazard trends and discuss with the contractor the salient points for improvement.
• Carry out regular inspection to track and monitor the contractor’s compliance with HSE procedures and contractual agreement.
• Audit and review contractor’s HSE performance.
•Field follow up of corporate Health, Safety and Environment Programs.
•Implement/monitor the correct PPE usage, maintenance, storage PPE defect analysis and reporting.
•Supervise Health and Safety critical activities like confined spaces, working at heights, works on live operations and equipment, hot works in hazardous area, critical lifting, etc.
•Monitor the Permit to Work implementation.
•Verify the correct application of isolation procedures.
•Monitor the Health and Safety compliance of contractors.
•Advise the line coordinator on Health, Safety and Environmental issues.
•Field monitoring of Health and Safety legislations, regulations, policies and procedures to ensure implementation the company’s field operations.
•Responds to operational and site emergencies.
•Perform Loss Prevention inspections and monitor equipment functionalities.
•Represent Health and Safety on the daily field operations.
•Other Emirates Steel costumer needs.
•Review EHS performance of contractor on site & discuss the necessary measures for improvement.
•Conducts daily EHS inspections with the contractor & attends inspections conducted by local authorities.
Prepare monthly safety report for the project & submit to the EHS Manager for review.
•Review contractor’s method statements, submittals & safety programs to ensure compliance with contract & EHS plans.
•Monitor construction activities to ensure adherence to EHS regulations & standards as well as to the approved & applicable safe work practices.
•Records & prepare EHS minutes of meetings.
•Compile, review & maintain on site all current federal, statutory & welfare regulations applicable to the project.
•Track & follow contractor’s EHS & welfare submittal items listed in the employer’s requirements.
Monitors EHS compliance towards HSE standards & regulations
•Undertakes daily inspection tours in the areas of responsibility to ensure implementation of, and adherence to the procedures set out in the HSE site plan, group HSE manual and any additional project specific requirements.
•Takes necessary action to rectify breaches of procedures or newly identified hazards, to ensure safe working conditions, refers more complex issues to a more senior HSE authority.
•Completes daily activity reports, brings to attention actions taken on identified matters of concern and issues requiring resolution by higher authority.
Acts as a liaison officer and advises construction representatives of all disciplines to ensure full understanding of and adherence to HSE standards.
•Provides on job training to junior and assistant HSE Officers, assigns and supervises activities and assesses performance to ensure complete understanding of HSE standards.
•Participates in rotation of programs and attends formal training to further develop HSE areas of activity.
•Maintains records of non- compliance reports.
• Advises prevention of injuries to personnel and damages to plant and equipments.
•Advises further improvements in existing working methods.
• Advises about the site/work area safety organization and precautions required.
• Identifies potential hazards on new contracts before work commences and takes action to have it rectified.
•Advise suitability from a safety view point of new and hired plant and equipments and validity of all appropriate test certificates.
•Supervises and reports the recording and analysis of information on injuries, damages and production loss, accesses accident trends and reviews overall safety performances.
•Assists the training of all levels of employees to promote awareness of injury prevention and damage control.
•Conducts safety supervision on all activities of all workers and personnel and ensures that the company has at all times the capability and resources to operate safely.
•Coordinates activities relating to safety at all working locations and construction group.
•Monitors safety standards and audits activities and facilities.
•Promotes safety campaign and devises safety training and education for the staff and employees.
•Supervises and appraises accident investigation.
•Plans and directs regular program of safety inspection.
•Reviews work/ job methods to identify hazards and recommends safe procedures.
•Carries out site survey to ensure that only safe work methods are used in operations, Health and Safety requirements are being observed and that facilities are adequately and properly maintained.
•Issues regular reports showing safety performance and accident trends.
•Regularly reviews procedures for compliance with applicable laws and safety codes.
•Determines causes of incidents and recommends means to prevent recurrence.
