Local (Filipino) counterpart for foreign consultant as Structural Engineer in the Consultancy Services for the Construction Supervision of the Flood Risk Management Project for Cagayan, Tagoloan and Imus Rivers (FRIMP-CTI) under JICA Loan No. PH-P253. Assist the Co-Team Leader pertaining to the said project’s implementation and management/ supervision as well as in discharge of other duties and related activities for the success of the undertakings.
Overall management and supervision of the ADB/AusG/NZ Aid-Assisted Rehabilitation and Reconstruction of Wharves and Jetties in Solomon Islands, PMU-DMSP Civil Works, Phase 2 through the Ministry of Infrastructure and Development, the implementing arm of the Solomon Island Government with the assistance of Snowy Mountaing Engineering Corporation, a consulting firm from Brisbane, Australia. Transfer of knowledge through capacity building/development (i.e. contract management, project management, preparation of CEMP and QA/QC plans, etc.) and the conduct/monitoring of awareness programs (i.e. health and safety, gender, HIV/AIDS, etc.).
1. Conduct and Determine the Preliminary Detailed Engineering of projects to be included in the Annual Infrastructure Program.
2. Assist in the evaluation/consolidation of the proposed tourism projects including site inspection/ validation in coordination with the Department of Tourism in line with the DOT-DPWH Tourism Convergence Program.
3. Conduct of site inspections/investigations and see to it that all of the contractor’s work were undertaken and delivered in accordance with the approved plans and technical specifications, consistent with sound engineering practices and standards.
4. Validation/Assessment of the contractor’s statement of work accomplishment (SWA) and see to it that they are based on the actual construction schedule of the projects.
5. Monitor implementation of the project construction management plan and recommend necessary actions/measures to expedite construction based on actual field conditions and resources and ensure timely completion within acceptable construction costs and in accordance with contract conditions.
6. Check/Review Plans, Program of Works (POW), Approved Budget Contract (ABC) and Detailed Unit Price Analysis (DUPA) submitted by the DEOs within the Region.
7. Assessment, validation and evaluation of Infrastructure Right-of-Way (IROW)-affected properties and Environmental Impact Assessment (EIA)-related activities.
8. Assist in the preparation, documentation and processing of IROW claims.
9. Perform such other functions as maybe assigned from time to time.

7. Prepare construction methodology and schedule with S-curve, organizational chart, manpower and equipment utilization schedule, construction safety, estimates and other pertinent documents needed for bidding purposes
8. Review final plans and drawings.
9. Sign all structural plans/drawings, estimate of quantities, technical specifications and other related documents.
Extends assistance to the Section Chief or acts in his/her absence to the following:
1. Supervision, coordination and planning of all activities of the Section.
2. Developing basic policies, guidelines, standards, criteria and methodologies in the formulation of various programs for various infra and related projects including prioritization of projects, allocation of funds, scheduling of implementation and other resources.
3. Evaluation and determination of the priorities of various infra and related projects considering their relative feasibility and impact on national development and taking into account resource constraint.
4. Conduct of budget consultation with the Regional/Project Management Offices concerned in the preparation of infra programs.
5. Providing technical assistance and support to other agencies and other offices of the Department on matters related to public works and highway planning and programming procedures.
6. Conduct of necessary periodic inspections of actual field projects/activities and see to it that they were implemented in schedule and in accordance with the approved plans and technical specifications.
7. Initiation, preparation, review and integration of infra programs indicating among other things, the schedule of implementation, allocation of funds and other resources.
8. Analysis of the distribution of funding requirements per category/region covering the Priority Sector Activities in the Medium Term Public investment Program in different schemes.
9. Analysis/Preparation/Updating of the parameters to be included in the formulation of the “Block Allocation Formula”/other formula used by the Department in the allocation of funds per category/ region/province/district/municipality in different schemes.
10. Preparation of the procedures in the regional/provincial/district allocation of funds based on different schemes as mentioned.
11. Analysis/Preparation/Updating of the economic indicators used in the formulation of infra programs.
Extends assistance to the Section Chief or acts in his/her absence to the following:

1. Prepare feasibility studies for various proposed sewerage and waterworks projects.
2. Design and prepare plans for the civil structures of sewerage and waterworks projects.
3. Conduct/inspect water leakage test of vitrified clay pipes, aggregate bedding compaction test and soli & base coarse compaction test.
4. Actual field inspection of on-going sewerage and waterworks projects and see to it that they were undertaken/installed in accordance with the approved plans and technical specifications.
5. Review and check field appropriations, expenditures, programs, estimates, specifications and technical reports of all engineering aspects.
6. Check actual field conditions and implementation, if necessary and make decision for necessary remedial measures based on the actual field condition.
