Responsibilities

Procurement
Procurement Planning, coordinate with project managers and planning department, highlight the priority of activities and devise plans to ensure procurement tasks have sufficient and timely response.
Ensuring transparency in procurement process through implementation of computer management system, involve relevant department into the procedure to make joint decision.
Supervise establishing data bank for Main Contractor/ Consultant/ Subcontractor/ Suppliers.
Pre-qualification assessment and shortlist the bidder list.
Review and comment on Tender Documents prepared by consultant, analyzing the Bill of Quantities against the scope of works, specification, drawings, etc.
Evaluate the proposals, prepare commercial and technical analysis and recommend competitive bidders for further negotiation.
Negotiate with the vendors or consultant about the price, commercial and technical terms. Follow up with the revised offers.
Prepare RFAs (request for approval) with detailed documents and submit to the system for joint approval by the relevant departments (e.g. ID, Project, Finance, Chairman, etc)
Prepare and issuing Agreement, LON/LOA and Work Order, etc. Recommend the required action to the top management

Cost Control and Value Management
Cost control during project development stages, e.g. design stage, tender and procurement, post contract including payment, variations and claims, etc. ensure project delivery within CAPEX.
Preparing cost plan (conceptual and elemental estimate) for deferent concept designs assist management decision.
Assist project team to instruct Consultant prepare cost plan for each stage of the project and review.
Attend work shop for value management and risk management during design stage, ensure project achieve maximum VFM.
Value engineering during procurement stage, selection alternative materials and design to reduce the cost.
Prepare cost report at regular intervals. Highlight the items over budget and advice actions to be taken by the high management.
Keep cost record in the system and provide reference for future project cost planning and budget.

Contract Administration
Provide advice related to the contract during project construction and delivery phase. Tracking budget and prepare cost report against project cash flow, advice required action to project manager.
Audit payment, variation and claims submitted by Project QS. Prepare cost control report and monitor the status. Established the risk management and value management system.
Provide cost reports at regular intervals, forecast final cost.
Prepare final account document. Negotiate claims and disputes together with claim department, agree settlements cost with all vendors/contractors.
Distribute works to staff, supervise, advice and coaching staff with the pre-contract, post-contract and cost control works.
Maintain all records in the project development process; develop database and using computer system to organize the data.

Review payment for vendors/ subcontractors including progress workdone, forecasting of final costs and deductions. Keep records for the payment status.
Review progress claims to the client, including monthly valuations of work in progress, variations, EOT claims, deductions, etc. Negotiate with the Consultant for the progress payment. Keep records for the payment status.
Review RFI. Method Statement, Shop Drawing, Submission status, etc. and identify the cost impact information. Instruct QS send Notification. Supervise the valuation, submission and negotiation of variations.
Monitor the cashflow, tracking budget, advice for the implementation of value engineering.
Maintain all the cost information as database and update at regular intervals, provide database as reference for the tender estimation.
Prepare final account document and agree settlements cost with all vendors and sub-contractors.

Procurement
Monitor and review taking-off quantities from Construction drawing for procurement purpose.
Prepare procurement program with required milestones.
Establish procurement procedure and monitor its implementation.
Pre-qualification and shortlist bidders for each trade, supervise its update on regular basis.
Budget tracking during procurement stage and ensure procurement met budget.
Review the tender evaluation and recommendation, chair the negotiation meeting.
Review the Work Orders or Agreement prepared by QS and issuing to the Vendors/ Sub-contractors.
Monitor and keep track on supply quantities against actual contractual requirement

•Cost Control: Cost estimation, cost report presentation, cooperates with finance to finish the final cost analysis.
•Record snagging list, prepare payment deduction and subcontractor evaluation.
•Finalize the contract and prepare the project cost summary and submit to the Commercial Audit for evaluation.
•Final Cost Report after handing over and analysis.

Pre-Contract Procurement

•Coordinate with Project Manager for procurement plan.
•Procurement major packages like consultant, main contractors and suppliers.
