Accountable for end FEED, Detailed Design, Procurement, Construction, Pre/Commissioning, Start-Up, & Handover of an oil treating facility (30, 000 bbl/d), complete with associated gas and produced water handling/injection, and all utilities including an 8.5 MW Central Power Plant.
- Managed project in challenging situations with no resources in Project Services, QA/QC, Commissioning, Operations Readiness, HSE, Logistics, or Document Control.
- Led the owner’s construction team lacking training and motivation; coached them; and maintained team’s performance during a significant volatile period in Egypt.
- Managed one Design Contractor & two Construction Contractors with their Interfaces.
- Controlled with Operations the Brownfield complexities without impact on production.
- Improved productivity of government-enforced local contractors (Quality/HSE>50%).
- Established fit-for-purpose project controls systems (Cost & Schedule) due to lack of Project Services expertise in the JV. Recycled 6 $Mln back into budget as a result.
- Supported related projects in early development phases (Identify/Assess/Select).
- Handled a strong Non-Operated-Venture culture ruled by hierarchy/bureaucracy.
- Led first Lean improvement project reducing wells Hook-Up time (90 days to 11) significantly reducing deferments. Piloted Asset received Shell UI Impact Award.
