• Ensure that the Quality Management System is fully implemented in all EDC Rigs, Bases and Head Office Departments.
• In co-operation with the QM-HSE Manager ensure that the EDC QMS properly maintained and updated.
• Prepare annual QMS audit plan, which should be approved by the QM-HSE Manager. This plan should include internal QMS audits, and rigs technical inspections.
• Supervise and participate in internal and external audits as required, also shall prepare reports and audit follow-up list from the audits where he has participated himself, in the other cases he shall review the reports and the audit follow-up list.
• Check that the handling and distribution of documents, particularly QMS related documents are carried out per EDC QMS requirements.
• Develop, review and issue QMS procedures and instructions to ensure that they continue to meet evolving requirements in this industry and requirements of the Client(s).
• Review QMS reports and make recommendations as appropriate.
• Prepare QMS statistics and status report as required.
• Through QMS audits, follow-up implementation of QMS procedures, instructions standards and plans in all EDC Departments, and report findings to the responsible Management.
• Prepare prequalification and tender documents for current and potential Client(s).
• Manage Customer Satisfaction Process.
• Manage Vendor(s) Assessment and Vendor(s) Reassessment processes.
• In addition to HSE duties mentioned in previous job details.
• Registered Lead Auditor for conducting ISO 9001;2008, ISO/TS 29001:2010, ISO 14001:2004, OHSAS 18001:2007.
• Leading QMS, EMS, OHSAS auditing individually and in teams including Planning, conducting and reporting audits and following corrective actions suggested by clients and verify their effective implementation..
• Conducting Third & Second Party Assessment Services.
• Responsible for Key Customer Management for development of new business.
• Conducted over 750 man-days of audits in more than 200 companies in Africa and GCC countries as a Registered Lead Auditor covering wide range of industries & service sectors, such as Oil & Gas (main area of qualification), Fabrication & Machining, Steel Manufacturing & Foundries, Ship Building and Repair.
• Ensure that the HSE system is fully implemented in all EDC rigs.
• Participate and represent the company in meetings, conferences, etc. as be delegated by QM-HSE Manager.
• Ensure that all EDC rigs and locations are compatible with the required legislations that enforced by the labor law.
• Check that the handling and distribution of documents, particularly QMS related documents are carried out according to procedures and instructions in the EDC QMS System.
• Through QM-HSE audits inspections, follow-up implementation of QM-HSE procedures, instructions standards and plans in all EDC locations, and report findings to the responsible department.
• Ensure that all EDC drilling units are equipped with safety equipment in compliance with the established requirements and review requisitions for it.
• Prepare HSE statistics and status report as required.
• Prepare annual ISPS-Code security audit plan for offshore rigs, which should be approved by QMHSE Manager.
• Carry and participate in necessary HSE training to EDC Sr. personnel as required.
• Oversee rigs Safety Engineers; arrange for training and follow-up their performance.
• Ensure that safety promotion and awareness systems are being conducted and communicated to rig personnel.
• Review weekly/monthly/annually QMS reports and make recommendations as appropriate.
• Develop, review and issue HSE procedures and instructions as well as develop them to ensure that they continue to meet evolving requirements in this industry and requirements of the clients.
Same Duties as Head of QM-HSE (Head office)
• Support and advice on proper implementation of QM-HSE System through sound implementation of HSE procedures and instructions in particular procedures having effect on the QM-HSE System (Safe Job Analysis, Work Permit/Electrical Isolation, Lifting Operations, Incident investigation and STOP System).
• Provide technical HSE information and experience to EDC departments and rigs.
• Provide guidance on HSE performance reporting as well as proper and timely reporting on monthly HSE Statistics.
• Participate in QMS audits as per the assignment of HSE Section Head in accordance to EDC internal QMS audit procedure.
• Follow-up implementation of the QMS audits corrective action plan.
• Advice on HSE training, instruction and exercises.
• Assist in preparation of HSE cases when contractually required.
• Assist to develop and update the Company's Safety and Contingency Manuals.
• Investigate incidents and report at the rigs.
• Ensure that routines related to inspection and maintenance of safety related equipment is in accordance with EDC requirements, class requirements and relevant regulations through reviewing weekly and monthly HSE reports.
• Participate, when requested by QM-HSE Manager in seminars, courses, etc. to improve his skills in QM-HSE work.
• Train/coach and instruct Safety Engineers and Asst. Safety Engineers at the Head Office and the rigs.
• Have the training and the competency to formally instruct HSE courses at EDC Training Center and at work sites (when required).
• Be the liaison with certification bodies, the class and governmental agencies (e.g. labor/safety office) in all matters related to HSE.
• Liaise with EDC Clients in HSE matter, participate in meetings and provide statistics in cooperation with the concerned Supt.(s)
• Act as HSE document controller to ensure proper handling & filing of all HSE related documents.
• Follow HSE requirements by EDC & the operator and ensure compliance.
• Support, advice & have direct affect on proper implementation of HSE management system (SJA, Work permit/Isolation of equipments, Incident investigation & reporting, HSE meetings, Stop system, Certification of equipment).
• Assist and monitor the implementation of emergency response and drills.
• Ensure protective and safety devices are in good condition and used correctly.
• Develop safety programs to provide continuous improvement in safety standard.
• Perform job safety analysis for critical operations and assist in the investigations of all accidents/incidents & injuries and follow up on near misses.
• Participate in QM-HSE Audit as an audit team member.
• Advice on HSE training, instruction and exercises & provide leadership in all matters related to HSE at the rigs.
• Provide guidance on HSE performance reporting.
• Extra 4th Marine Engineer (same 4th eng. responsibilities).
• Monitoring, maintenance and overhauling of Vessel's equipment, engines and accessories.
• Working day shifts (participating in 2nd, 3rd & 4th engineer's day watch keeping).
