• Responsible to execute framework agreements, process purchase orders (local & global basis) related to services and supply agreements, manage stock levels and ensure the performance of service agreements.
• Devise effective action plans, maintain trackers and reserve projects to source materials as well as administer contracts and purchase orders.
• Review scope document, identify category, shortlist potential bidders, analyse market trends, develop EOI pre-requisites, formulate robust procurement strategies and ensure compliance with company vision and set standards for each requirement.
• Responsible for highly complex solicitations (IFB’s) / RFx, follow-ups, prebid technical queries, post bid technical and commercial clarifications, conduct competitive tenders, bid evaluations, commercial and contractual negotiations, document each stage of the bid process, contract award, presentation of award recommendations to management prior to contract approval and finalization.
• Foster strong relations to increase performance management, augment supply chain control, enhance capacity, and promote an active collaborative working environment with the supplier and internal stake holders.
• Pool resources with suppliers and key stakeholders in regards to delivery dates and administered supplier database while supporting supplier pre-qualification process.
• Developing payment milestones, delay damage clause to various agreement context and total agreement value.
• Generate appreciations from end-users for support and effectively expedite critical requirements.
• Provide Supplier payment and logistics assistance/support as when required.
• Pinpoint supply chain issues, device continuous improvements to increase process efficiencies.
• Extract, analyse, transform procurement data for cost savings, total spend analysis per buyer, category and supplier, total volume of requirement, analyse the requisition to purchase order time cycle, prepare dashboard and report to management on monthly/quarterly basis/annual basis.
• Involved in department change management to new Procurement solution, which helps, directs the entire department drive towards completing of overall Procure to Pay (P2P) cycle in the shortest time possible. Comparison of multiple solutions such as Supplier relationship management, Procurement, Contracts management, Procurement Analytics, requirements gathering, workflow analysis, validation process, integration with the existing system.
• Portfolios of Contract/procurement areas: Leased services (vehicles, printers, warehouse), Comprehensive Logistics, Corporate IT (Software, IT equipment), OT Cyber Security hardening, ERP/EAM/EPM implementation, Rental agreements (Chiller, power generation) Trucked water supply, Waste management, SCADA license (GE, Rockwell, Siemens), chemicals, instruments calibration, AMC’s (for Elevators, FA & FF system, Chillers, GAS station, RLDS systems, CCTV, access controls, etc) Pest control, third-party certifications, refrigerant and nitrogen gas supply, Lubricants supply, Parts price list agreements with various manufacturers. Industrial Cooling tower, Chillers, GAS Engines, MV Transformers, Switchgears, Capacitor banks, VFD’s, motors, pumps, Valves, actuators, PPE’s, Spare Parts (Cooling Tower, Automation, Chiller, Electrical, Engines, Mechanical).
• Effectively facilitated the end-to-end procurement for projects such as Al Badia Phase 2 and the Dubai Tram project with total budgets of $30 million and $60 million.
• Explore market with specifications, evaluate performance requirements for products and identify superior suppliers based on a project approved list and negotiated best prices while ensuring quality and efficiency.
• Headed procurement operations regarding various company assets based on site planning, prioritize equipment’s with long lead-time and ensure spends within project approved budget.
• Organized tender package/RFQ/RFP according to requirements and obtained detailed BOQ from project teams.
• Float the RFx to the potential bidders and obtain techno-commercial proposals, prepares the comparison for evaluation and award, issues the Purchase Order, tracks and expedites the delivery.
• Establish delivery terms, completion milestones and payment milestones for each stages of projects to align for a better cash flow.
• Ensure that all potential suppliers are provided with identical information upon which the quotations are given equal opportunity to meet the desired requirements, negotiate the best payment terms and contract conditions, maintaining a high level of integrity.
• Collaborate with suppliers and project teams related to completion and project deliverables, as well as ensure suppliers received timely payments.
• Conduct forward and reverse auctions using ARIBA for negotiations for all high-value equipment purchase and sale of scrap after project completion.
