1) Prepare and issue tender package (ITT, RFP, RFQ ).
2) Prepare and issue tender bulletins/clarifications.
3) Prepare Award Recommendation based on the Technical Evaluation report from the end user.
4) Prepare and issue Contracts.
5) Generate Purchase Orders (JP & KP) in JD Edwards for the approved requisition.
6) Enhance contracting procedures to optimize contracting cycle.
7) Prepare periodic Reports for Active Tenders, Cost Savings, Tender & Contract KPI.
8) Coordinate pre-award tender activities and oversee post-award contracts and procurement activities. Accomplish contract award process and liaise with end-user on the administration of contracts.
Activities related to Category Management:-
- Representing ADNOC Fertilizer for Category Management initiated by ADNOC Group procurement initiatives (AGPI) for different categories of spend such as Civil Maintenance category, Scaffolding & Painting, Manpower, Transportations and Information Technology.
- Coordinate with the subject matter experts (end-user) identifying common services of ADNOC fertilizer with other OPCOs. Prepare spend analysis reporting and presentation.
- Review BOQ’s/ Tender Plans for Categories and devise situation target proposal for ADNOC Fertilizer to manage the needs during interim period till Framework agreement is finalized.
- Prepare discussion materials for each category within ADNOC Fertilizer. These materials includes Spend data, Spend Analysis, existing contracts and ongoing tenders, Demand forecasts received from cross-functional teams.
- Coordinate with Lead ADNOC Group Company ‘Category Manager’ on commercial aspects of each category such as preparation of BOQ, preambles and tendering process.
Regular Activities at ADNOC Fertilizers.
- Assist Management in developing the right contracting strategies suiting the project specific requirements.
- Develop Tender documents in liaison with all concerned personnel and issue the enquiry to the approved bidders.
- Prepare submissions to Tender Board and Shareholders at various stages of project execution like strategies, bidder lists, bid evaluation, award recommendations.
- Perform priced evaluation ensuring conformity on contractual and other commercial requirements of the bids leading to preparing award recommendation and contract awards.
- Draft appropriate contractual correspondences and terms & conditions to best serve Company’s interests.
- Evaluate Contractors submissions on interim payments Variations/Claims etc. and advise on contractual validities and participate in commercial negotiations.
- Ensure proper close-out of contracts and coordinate the activities related to it.
- Assess and thoroughly review the tender documents, co-ordination with engineering team for finalization of scope and finally prepare comprehensive and proficient bid proposals/tenders under the direction of the Contracts General Manager.
- Ensure that the company submits competitive, technically efficient and profitable solutions & bids/proposals to meet the Clients requirements.
- Ensure the full scope is identified and any exposure to risk is considered and covered through commercial & contractual terms of the company, and are mitigated during the tender process.
- Ensure all proposals are submitted within the designated time frame.
- Prepare Contract agreement for the awarded projects in negotiations with the Clients & Consultants and execute all the contractual obligations in line with the signed agreements.
- Draft particular conditions to reflect exposures, specific requirements and main contract provisions.
- Assist Project Manager in maximizing the value of contracts by raising variation requests, managing subcontracts effectively and avoiding claims.
- Preparation of ITTs for subcontracted services and procured items, Perform commercial and contractual evaluation of bids, as necessary for commercial assessment.
- Respond to all Pre and Post contractual matters and drafting correspondence to contractual Issues.
- Review performance of project and sub-contracts against bid and budget and analyses variances.
- Check sub consultants invoices; review the same against contractual obligations and works carried out.
- Prepare and submit prequalification documents for all the Tenders.
- Preparation of Invitation to Tender, RFQ and all related documents in collaboration with Technical Personnel.
- Preparation of Bid clarifications & evaluation, negotiating, drafting and placement of Contract Award Final Contract documentation leading to Contract Award.
- Compilation of bid analysis required to objectively evaluate, recommend and award contracts.
- Perform closely to finalize Particular Conditions of Contract at the initial stages of design, built, operate & maintain contract (DBOM) - FIDIC - gold book and Fidic - silver book for Plants and Pipelines.
- Providing general support for reviewing and drafting correspondence to ensuring all contractual documentation is compliant with contract requirements. Prepare award recommendation paper and present to the management.
- Preparation of bill of quantities (BOQ) for Lum sum contract in accordance with “principle of measurement internationally” (POMI) and for re-measure contract in accordance with “the civil engineering standard method of measurement", CESMM.
- Investigation, evaluation and finalization of time extension & cost claims implementing FIDIC conditions of contract in addressing and resolving issues.
- Preparation of pre tender estimate and budgets at each design stages (concept, schematic and detailed).
- Preparation of RFP for different scope of Sub Contract works, attending general, technical & contractual meetings.
- Preparation of estimate of construction supervision contracts.
* Responsible for post tender activities like preparing Sub Contract Agreement, reviewing & drafting correspondence etc.
* Evaluating the contractor’s monthly progress payment and prepare the interim payment certificates.
* Preparation of construction program for projects in design stage & coordinating the same with all the consultants. Monitoring the same program for the deliverable & milestones.
* Analyzing the change orders from the contractors & identifying scope for cost reduction. Negotiating the agreed change order values with contractor and finally preparation of change order proposals.
* Reviewing the drawings and preparing takeoff quantities for structural & architectural finishing.
* Reviewing, evaluating and finding difference between tender drawings with issued for construction drawings, Analyzing and evaluating variations and processing it for management approvals.
* Responsible for reviewing cost estimate & engineers estimate at the concept & schematic stage of design.
* Preparing the cost control budget for the year & monitoring the same throughout the year.
* Prepare weekly and monthly projects report to management of RAKP on all the design and construction projects.
* Responsible for the preparation of Sub Contract documents & bills of quantities.
* Preparing: (- Progress payments against work completed and liaising with senior quantity surveyor on formal cost reporting, and Construction programme for projects within frame of Fidic with the help of project management tool).
* Monitoring the progress of construction and comparing with the planned program using project controlling sheets.
* Reviewing the drawings and preparing takeoff quantities for structural & architectural finishing.
* Reviewing, evaluating and finding difference between tender drawings with issued for construction drawings.
* Responsible for the project cost controlling by processing cost accounting reports, relating the cost incurred, analyzing the reasons for variances by:
* Measuring cost performance by labour, equipment & material productive control.
* Preparing reports for clients /senior managers on project progress, including earned value analysis.
* Creating weekly, monthly, 60 days look-ahead schedules and liaising with all supervisors & managers to incorporate relevant information that will affect execution of project schedule & timely execution of the projects.
* Advise the projects manager of any foreseen slippage of progress and corrective actions to be taken.
* Dealing skillfully with a diverse range of people including clients, architects, other engineering professionals, sub-contractors.
* Responsible for executing various construction activities of 3 Silo for Fly Ash storage.
* Raising the monthly bill for the work executed, finding variations if any.
* Scheduling and adjusting each stage of the project to meet time and budget norms.
* Checking of Shop Drawing for Block work, Reinforcement & Finishing items.
* Preparing the variation orders/claims & valuation of variation /claims.
* Liaising with sub-contractors employed on the project & supervising the project progress.
* Preparing daily, weekly & monthly reports. Reviewing the quality and safety documentations.
Post Graduate in Quantity Surveying (M.Sc QS)
(Distance Learning) - 1 year & 6 months Research: Value Engineering in Construction Projects. Major: Modeling Cost Escalation in Large Infrastructure Projects. Achievement: Successfully completed the ISO 9001: 2000 Lead Auditors Course with SPAM Quality System Consultants.
Bachelor of Engineering in Civil Research: Highway Pavement Designing Major: Utilization of Fly Ash in Cement Concrete in Replacement of Cement.
