I work as a Quantity Surveyor, preparing Cost / Financial Report .I prepare Monthly Interim Valuation, Variation and Change Order Claims, Commercial Bid Analysis, and Bid Budget Proposal to be submitted to Clients before the Tendering process begins. I also prepare Cost Comparison between target cost and budget, Inherent to this responsibility I prepare estimate and quantity take off with corresponding cost value for items not undertaken and for budgetary purposes.
I understand CATO, AUTOCAD, CAD measure and Dimension X application which we use as tool for quantity take off and Cost Planning.
My main responsibility encompasses Commercial Management of our Package which is Façade Works for Dubai International Airport and Dubai Metro Rail-(Red Line) Projects
I do monthly progress billing and certify them for Payment including sub Contractor monthly payments and Variation claims. I Prepare budget cost estimate, tender cost estimates and preparation of tender bid documents.
I do job costing and quantity; ensure that estimates are produced according to plans & specifications and ensure that customer receives bids and proposals in a timely manner.
I prepare Cost / Financial Report and Forecast Final Amount.
• Attend client’s invitation to bid on all project. Government & Non-Government Sector. Projects such as industrial warehouses, Public schools, Road Construction, Bridges Construction, Gas Stations, Residential Houses, Real State Developer, and Building (Commercials), Telecommunications such as PLDT Co. and Globe Communication
• Evaluate costing and transfer of awarded contracts to the management.
• Supervision of all works done by Junior Cost Estimator.
• Ensure that estimates are produced according to plans & specifications.
• Check budget cost estimate and bill of quantities for structural and architectural works in vertical and horizontal
• Responsible in the checking of cost estimates and of tender bid documents
• Ensure that customer receives bids and proposals in a timely manner.
• Perform others duties that may assign from time to time and other related activities as required.
• Collaboratively checked RFQ’s and reviewed them meticulously to ensure accuracy, completeness and timely submission.
• Checks all PO’s and directly discuss it with the General Manager.
• Discussed all the possibilities of getting a much lower but quality product to use in operation.
• Check all purchase requisitions to ensure clarity and completeness on all materials and equipments, quantity and quality requirements.
• Analyze bid proposals such as terms and conditions, price, delivery, financial capability and technical capability of a supplier.
• Thorough evaluation and comparative analysis of the PO to be awarded.
• Conduct meetings with the sub-contractor to instill management rules and regulations.
• Strict implementations of “No Contract/PO No Pay” to all suppliers and subcontractors.
• Maintains list of qualified suppliers by commodity, approved by the project and/or department.
• Check all issued Request for Quotation (RFQ) to qualified bidders.
• Negotiates in getting a best price, delivery, terms of payment and purchase conditions, tax exemptions, price escalation, and other factors impacting costs. Helps coordinate technical review of paperwork with appropriate departments. Issues or assists in issuing purchase orders after securing required approvals.
• Checks comparative analyses of price and delivery conditions, availability and quality of material and new sources of supply.
