1)Advice executive management on relevant regulatory standards, trends, and contractual requirements related to safety, health, and environmental protection, which may or are essential in carrying out business operations/activities.
2)Anticipate, identify, predict and evaluate potentially hazardous conditions and work practices, in respect of current and future operations through available information sources e.g. performance records, historical data, research, work experience / completed projects, etc.
3)Review / evaluate, in conjunction with concerned specialists / competent persons or technical staff or other outside related organizations (if required), existing or potential safety, health, and environmental problems and issues that may concern or have the potential impact on the company's operations or employees' welfare.
4)Formulate and prescribe engineering / administrative hazard controls through the development of job-specific safety procedures, programs, manuals, policies, and guidelines and integrate them into the work system or practice, in order to prevent, nullify or reduce the probability of, if not totally eliminate, all identified and reasonably foreseeable hazardous conditions and practices.
5)Direct and administer the implementation of hazard controls and programs within the organization، in conjunction with the management at all levels including planning design, purchasing, and line supervision, to effectively cause and maintain the desired compliance.
6)Evaluate measure and audit the effectiveness of the hazard control programs and preventive measures in place, through universally accepted techniques, principles, and guidelines. Provide the executive management, responsible entities, and individuals with the results of the effectiveness assessment.
7)Evaluate and interpret safety statistical data related to occupational injuries/illnesses, accidents/incidents, evaluate their trends and identify causes, and formulate and implement appropriate permanent preventive and control measures through management at all levels and line supervision.
8)Support the tendering team, by reviewing and approving safety-related technical submittal requirements e.g. safety execution plans, statistics, programs, and similar job-specific pertinent information, in conformance to clients' standards or work requirements.
9)Participate in job-prerequisite site surveys/hazards identification tours with clients, as necessary in developing job-specific safety programs or work procedures for new projects.
10)Develop and issue client-approved job-specific overall safety plans/programs to new projects and cause required compliance of project workforce therewith, through site management and line supervision.
11)Develop customized safety training programs and materials, specifically suitable to job requirements and current practices such as rigging safety, scaffolding safety, hazard recognition/hazard communication, lock-out / tag-out, fire safety, confined spaces, and the like, to enhance safety awareness of site employees.
12)Attend technical clarification meetings, kick-off meetings, and pre-qualification meetings with clients and represent the company in all safety-related matters, as and when required.
13)Qualify/appoint safety personnel for new projects including sub-contractor safety representatives.
14)Oversee overall implementation of the corporate and client—approved project-specific safety/loss prevention program and related policies/procedures on all projects
15)Complying with the highest level of safety during all stages of work to avoid any type of incidents or accidents.
16)Complying with all statutory requirements connected with the implementation of the projects.

Riyadh Metro Project (Line 1&2)
1) Establish and ensure implementation of the Safety Management System (SMS) on the all phases (Engineering, Procurement, Construction, and Commissioning up to Mechanical Completion) of the project.
2) To establish Project HSE Plan including HSE Policy (based on Corp. QHSE Policy) and continually improve it.
3) Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an overall Project HSE Management Plan based on Companies IMS Management standards and Project requirements.
4) Advise on setting up the improvement guidelines for Project HSE Management System to project employees. Ensure improvements are implemented and results are feedback to employees.
5) Establish Project HSE audit program & schedule and perform the Project HSE Audit within the project organization in cooperation with Corporate QHSE Team.
6) Report the Project HSE Audit Results to Corporate QHSE Team Leader and Project Manager.
7) Monitor Project HSE System activities such as Engineering HSE and Field HSE activities based on Companies Management system and Project requirements.
8) Coordinate with Engineering HSE Engineer and manage Construction HSE staff.
9) Coordinate and communicate with Client on Project HSE issues.
10) Produce and develop the Project HSE Training Plan. Ensure implementation of the plan. Ensure that training records are maintained.
11) Ensure that HSE is applied in line with the Project HSE Design Criteria to the Engineering, Procurement, Construction, Commissioning and Mechanical Completion phases of the Project.
12) Ensure that the work meets international standards.
13) Analyses accidents and identify trends and liabilities that can be avoided by preventive techniques.

1. Ensure Health & Safety, Environmental and Security of men, equipment, materials and methods during all phases of work.
2. Prepare Health & Safety, Environmental and Security instructions/ precautions for several of operations and for handling various equipment's
3. Coordinate with site manager, Construction manager, site engineers, and other workers to ensure that HSE instruction are well understood & followed strictly.
4. Finalization and follow-up of all functions required by Civil Defense / Responsible authorities and related to work on risk management.
5. Conduct investigation of accidents to determine actual cause, and recommend preventive & corrective action to avoid recurrence.
6. Follow up for corrective & preventive actions recommended.
7. Assist in safety training of workers.
8. Maintain proper documentation systems for all accident reports/ investigation reports.
9. Carry out surprise checks on site to determine effectiveness & adequacy of system for safety. Highlight wrong practices being followed which are not Meeting safety requirements & recommend corrective action. Keep records of the same.
10. Coordinating with other departments to develop, implement and monitor HSE programs
11. Implement the Site Safety Management Plan (SMP) for the locations to ensure a safe work environment for all company employees, contractors, visitors and community.) By preparing a safety plan and submitting it to the competent authorities for approval. (
12. Following-up all safety systems installation & Maintenance job orders, including (Firefighting, and Fire Alarm).
13. Perform frequent HSE compliance inspections for Client locations, and maintain reports of significant risks and recommendations & prepare risk Assessment.
14. Conduct frequent safety training (TBM, TBT, Fire safety, evacuation plan etc.) to the company employees in locations.
15. Design, implement, monitor, and update the environmental management plan and environmental monitoring program (water quality, noise, air quality, waste water, sludge, traffic and transportation, hazardous material, hazardous waste, domestic solid waste, and soil)
16. Processing all guidance and safety markers in accordance with global standards
17. Lead all safety engineer & officers in maintaining all HSE aspects on sit during Establishment, operation and maintenance of the project.

- North Railway Project CTW400) implementation of the Qassim / Riyadh railway with a length of 456 km in all its facilities of bridges, passages and storage yards for trains (1 year
-Constructing Ha'ir Hawtah Bani Tamim Highway road, with a length of 108 km and consists of two directions (8 lanes), and 8 bridges. 1 year
1. Inspect machinery, equipment, and also working conditions in the site or other setting to make sure compliance with occupational safety health regulations
2. Securing the work of mobile cranes and making the necessary calculations and establishing the necessary requirements

9. Prepare weekly & monthly & yearly health, safety & environment (HSE) statistics report.
10. Test work areas ( noise, light, humidity, temperature, static electricity, toxic gases as well as other hazards) using devices intended for this purpose in the different work site and developing the necessary corrective actions
