• Manage the planning and implementation of information systems projects; develop project plans and budgets; track and monitor project progress against plans, budgets, scope and quality standards; liaise with users during all phases of project development and implementation;
• Analyze user requirements and needs; develop and propose technical solutions to implement requirements and changes within systems constraints; prepare functional and technical solution documents; draw new/changed workflows and process; prepare, coordinate and obtain user approvals for system implementation, rollout and training plans;
• Provide professional leadership and work direction to assigned project team; supervise and guide the work of subordinate staff; facilitate communications between Applications Section and its major stakeholders
• Organize and perform unit and integrated testing for new systems and changes to existing systems; oversee the development and implementation of test cases; assist users in conducting acceptance testing; develop training materials and operating guidelines for new systems; write reports and papers on project/system status and issues;
• Prepare “request for information”, “request for proposal” and contract documents for the development and implementation of new systems; negotiate with vendors/contractors changes to existing systems including work scope, effort estimate, time schedule and cost; propose and obtain UNRWA’s approval for contracting those vendors/contractors; manage the performance of contractors for the projects assigned to.
• Manage planning and implementing host environment infrastructure including virtual machines, security, connectivity, etc.
• Insure all internal processes compliance with ITIL and institute compliance policy to be fit with ITSM and drafting and follow up SLA/OLA.
• Deploy agency wide ERP/ mission critical systems over web/Intranet/citrix and insure accessibility under tighten security measures with high availability and fully redundant environment for having clustering and load balancing for platform, DB and applications.
• Lead the database architecture and design of enterprise software applications
• Lead migration from multiple existing platforms to an integrated solution
• Translate technical requirements into implementation strategies to ensure design meets performance, security, usability, reliability and scalability demands for live environment.

• Validate developers work packages and approve releases.
• Preparing software standards, data models, best practices, structures and coding standards
• Coordinate with services vendors and draft service contracts in addition to prepare projects costs and estimations.
• Leading projects development for several business application including (Payroll, HR, Accounting System, Inventory, Fixed Assets, real-estate management, Portfolio Management, Stock market analysis) as on shelf products.
• Developing application reusable components as well as shared com+ components.
