• Reviewing and approving in coordination with the Cost Consultant the quantity estimates for progress payment purposes.
• Update final quantity estimates in coordination with the Supervision Consultant based on the actual progress data.
• Provision of progress data and future requirements for schedule purposes.
• Cost analysis of alternative means and methods as required.
• Updating the integrated cost control system based on a data base software system, and modify standard system to tailor make the specific project.
• Creating Cost Controlling Reports and reporting system in coordination with the Cost Engineer manager for client’s approval.
• Using baseline budget as provided by Project Financial Controller and approved by Client as project Original budget.
• Managing, controlling and reporting on Original Budget with changes and potential changes.
• Managing, controlling and reporting on Payment Certifications.
• Updating Cost-to-Complete of each Package and entire Project.
• Updating Cash-Flow of each package and Project.
• Preparation of the Monthly Cost Reports.




The Jabal Omar Development Project (JODP) is a Mixed-use Development that includes Residential Apartments, Hotels, Commercial Uses, Public Parking and Associated Support Facilities such as Public Assembly and Prayer Areas. The Project has a Land Area of 230, 000 m2 and Built-up Floor Area of Approximately Two (2) Million Square Meters.

Roles & Responsibilities:
• Reviews contractual documents and contract modifications to determine Descriptions cost impacts and scope changes.
• Supports project management team during all claims process providing the cost impact analysis.
• Prepare and support the provision and analysis of any costs related to claims.
• Monitor all project expenses (Wages, maintenance and repair of machinery, utilities, rent…etc.)

• Disseminate budget information to all operating groups, providing clarification and additional information where required.
• Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.
• Ensure any deviation from plan is spotted and analyzed, final impact is estimated and the effect of corrective actions taken is monitored.
• Create a cost awareness atmosphere among all project participants. Satisfy Operating Company and Corporate and, in cooperation with responsible functions, information required to achieve financial/tax optimization.
• Assist the Project Controls Manager (PCM) in the Project Status Report preparation.
• Update the cost/revenues forecast relevant to intercompany services, to allow the update of the intercompany service agreements.
• Ensure the project management team is promptly informed about all decisions or events impacting revenues and costs in order to timely reflect them in the cost control system.
• Generate projects monthly cost control reports according to OCI Standard Form and associated back-up.
• Provide ad-hoc cost reports when required.
• Interface and Provide on-going support to construction team.
• Attend periodic meetings with the project management team to discuss the issues related to cost report (as a minimum on monthly basis).
• Supports proposal activities as required.
• Coordinate with Project Control Department for any procedures audits of project activities, related staffing plans, and work processes.
• Jointly Prepare the following:
Project Cost Plan and submit its monthly status report.
Project Cash flow & submit monthly status analysis.
The project close out report.
• Support for the preparation of the Project close-out Report and the cost feed-back data, directs cost engineering presentations to Project Control Department and Commercial Department.
• Provide mentor ship and guidance to Junior and cost controllers within the team.

• Follow up the productivity team for the monthly reports.
