Mr. Pana is responsible for monitoring workplace activities to ensure that contractor workers comply with company policies, environmental requirements, laws and standards as per Qatar government regulation and Qatar HSE Construction Specification 2007 & 2010. He reviews contractor’s HSE plan, work procedure, method statement and risk assessments and verify if it is specific with the project; assist in incident investigation and monitor the implementation of any identified corrective or preventive actions; ensures full implementation of supervision consultant’s HSE plan on site and provide H&S training/guidance/ advices to SC employees and contractors staff; requires contractors to submit construction environmental management plan in compliance with the Ministry of Environment requirements; ensure that safe work zone along live roads are in compliance with the Qatar Work Zone Traffic Management Guide; issue action management system to contractor on IPORT system to rectify non compliance to the required safety standard and specification. Mr. Pana also conduct weekly management safety walk with contractor and project management staff; assists the safety manager in conducting compliance and system management audit to contractor; inspect daily activities of the contractor and ensure all open issues are rectified and close; report to the safety manager verbal and outlook on the standards of H&S achieved by contractor; ensure that all Permit to Work system required are all in place and approved; and submit weekly and monthly report as required.

As Health and Safety Environment Engineer for more than 5 years, Mr. Ricardo Pana was assigned in several construction projects: He ensures that the whole organization is aware of existing and future health and safety legislation, and advising on the implementation, practice and development of health and safety matters; provide appropriate advice and support to manager; maintain up to date health and safety legislation and best knowledge; conduct risk analysis and assessment control in work place prior to start the work; conduct workplace inspection, to ensure that safe working methods and safety measures are in place; conduct and document the required training and safety induction for the work force prior to joining the site; perform project site health and safety inspections and report on deficiencies to the project HSE manager; provide oversight on projects, mainly lockout programs, security in regards to machinery and fall prevention; ensure that all equipment/machinery are operated by authorized and competent personnel; conduct tool box meeting and highlight all hazards and safety issues as per progress of work; participate and support as needed in investigations and accident analysis and recommend corrective measures; ensuring workers are provided with suitable personal protective equipment; implements safety measures and effective strategies to reduce risk and hence improved safety; prepared weekly safety reports and submitted to the HSE manager for onward submission to the consultant; and attends Health and Safety meetings.

As Health and Safety Officer, Mr. Pana was assigned in a 60 kilometer government national road project Department of Public Work and Highway. He corrects unsafe practices and conditions in highway construction as well as on construction sites and throughout transportation systems; conduct accident / incidents investigation, reporting and analysis; suggest ways to fix unsafe structures or recommend changes in the layout of the highway route; responsible for the design of road safety improvements; gather and formulate data for inclusion in the monthly jobsite accidents and hazardous; situation analysis and report to safety manager; conduct regular independent inspection of the work site and taking action in any contravention of the standard safety plan; conduct training forums or toolbox meeting, plans and develops safety and security program for the work site, keep and maintains accurate safety and environmental related events or incidents; coordinate with department supervisor and other engineering staff on matters of equipment, facilities, utilities, environmental and personnel safety; render first aid; prepare or initiate the preparation of safety literature and poster and cause the proper dissemination of the same; and report to the safety manager regarding all safety matters and document.
