• Provide consultation services in the area of Training & Development, Recruitment & Selection, compensation & Benefits, labor law.
• Provide clients with upgrading and development path, including; suggested organization structure, departmental mandates, and job descriptions accompanied with KPIs.
• Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, moral and motivation, culture and attitude development, performance appraisal and quality management issues)
• Monitor, measure and report on HR issues, opportunities and development plans and achievement within agreed formats and timescales.
• Manage and develop direct reporting staff.
• Manage and control departmental expenditure within agreed budgets.
• Maintain awareness and knowledge of latest HR development theory and methods and provide suitable interpretation to directors, managers in all areas of the employee lifecycle, including assessment, development, engagement and retention plan of talent
• Contribute to the evaluation and development of HR strategy and performance in co-operation with the executive team.
• Ensure the performance management system is fully implemented
• Ensure activities meet with and integrate with organizational requirement for quality management, health and safety, legal requirement, environmental policies and general duty of care.
• Audit and authenticate all documents related to legal, salary statements and distribution, policies etc.
• Support line managers in planning and forecasting (Workforce planning)
• Plan for employee’s performance appraisal; develop tools for appraisals, job evaluation and development.
• Plan and direct for the Training of employee, including senior managers, maintain contact with outside resources for training.
• Develop and organize an employee’s data base (HRIS).
• Manage employee medical insurance claims, enrollments and deletions.

• Receives recruitment request for Temporary International Professionals (TIPs), Consultants (STCs). Reviews correctness of contract type, salary levels and refers to any anomalies to supervisors with suggested solutions.
• Takes action on government release/concurrence, medical and security clearances and security awareness test, Visas, UNLPs and evaluations.
• Replies to queries, prepare correspondence and travel arrangements.
• Assist supervisor in maintaining an appropriate record and constant follow-up on all stages of recruitment. Inform and consult supervisor on actual/anticipated problems, and suggest solutions.
• Assists in preparation of graphs, prepares and maintains statistics and records
• Monitors and follow up on action taken by other units in processing requests for completion of administrative formalities.
• Identification and processing of entitlements (such as Salary, Dependant's allowance, Home leave, relocation and education grant, etc.) for temporary international staff (expatriates).
• Explain compensation, benefits & entitlements for new temporary international staff (expatriates).
• Responsible for all the requests for recruitment of short-term international staff for UNAIDS and different divisions of the Organization.
