• Develop, manage and lead the procurement department strategies, including setting targets, monitoring performance and administer improvement activities.
• Manage bidding process and contracts for vendor performance/compliance within established limits (e.g. prepare specifications, evaluate bids, recommend the successful vendors, conduct bid meetings, etc.) for the purpose of securing Raw Material, items and services within budget and in compliance with regulatory requirements.
• Craft negotiation strategies and executes contracts with the vendors as per requirement of quality, cost and lead time.
• Implement FIDIC Contracts included all commercial, contractual and legal activity.
• Handling smoothly and analyse carefully claims and relevant contractual disputes.
• Maintains data of all the prices approved as a record and keep track of changes in prices frequently and maintain cost benefit analysis.
• Forecast price and market trends, identify changes of balance in buyer-supplier power.
• Perform cost analysis, risks scenario and benchmarking.
• Managing and developing a solid relationship with suppliers to reduce costs and improve quality including on-time deliveries.
• Overseeing the technical requirements on all items of purchase order and ensure that purchased items meet design requirements.
• Follows up with Vendor for delivery and to get the material at the right time and required quantity at required locations and ensure all purchased items comply with the company purchase order and requirements.
• Conduct market research and select the most favourable rates and best quality material for the business.
• Managing the shipping, handling and storage requirements on components to ensure high quality items are received and issued to the appropriate departments.
• Coordinate with various departments for smooth functioning of departmental activity, particularly with accounting and logistics departments.
• Prepares, monitors and control department business plans / budgets, supplier Management and Vendor Sourcing and Analysis.
• Represents purchasing in discussions and strategies aimed at improving the overall integration of purchasing, assets, and accounts payable.
• Conduct cost control and value engineering.
• Search worldwide basis suppliers and future potential suppliers for the purpose of analyzing information to determine products and services need and availability.
• Develop an annual procurement plan and cost savings targets for the annual budget process.
• Work closely with all levels of management in the company to plan needs, develop strategies and execute cost elimination methods.
• Develop a savings achievements report and track regular reports on key functional performance indicator and provide comprehensive management information and in-depth analysis, including cost avoidance, procurement cycle time, procurement ROI, spend analysis, savings secured and potential savings in order to reduce expenses and improve effectiveness.
• Develop support systems to streamline the process, enhance accuracy and productivity, reducing administrative and procurement cost.
• Building and developing the knowledge and experience of the procurement team.
• Attend audit sessions and respond to auditor queries.
• Fully aware with competition law compliance.
