Key Responsibilities:
•Overseeing the HR function at the CARE Syria Country Office and ensuring compliance with HR rules and regulations.
•Managing HR functions such as recruitment, orientation, staff administration, and policy management.
•Prioritizing staff development and ensuring policies reflect best practices and consider resource limitations, donor and legal regulations, and staff needs.
•Collaborating with the Program Support management to ensure smooth program supportoperations.
•Handling talent acquisition by ensuring that Syrian Unit/CO is provided with proper numbers ofadequately qualified and competent staff through coordinating recruitment processes, sourcingand attracting candidates, conducting interviews, and providing recruiting reports.
•Ensuring new staff receive comprehensive orientation and support.
•Managing HR administration tasks such as coordinating with finance teams, tracking leaverecords, maintaining national and international staff records, handling payroll, focal point ofhealth insurance and social security.
• Providing professional advice and support to the Head of HR and management on HR procedures, staff issues, staff wellness and performance management.
• Promoting awareness and adherence to CARE policies, codes of conduct, and sexual exploitation issues.
• Supporting staff development and training activities.
• Ensuring compliance with local labor laws and regulations and managing HR audits.
• Building relationships with legal advisors and external agencies for legal support.
• Support NES HR team in recruitment, investigations, staff meeting, or any other support whenever needed.
HR administration by Providing advice and guidance to managers about HR-related issues and oversight for staff records, ensuring completeness of each individual staff record including JDs, contracts, performance information, appraisals, and others.
• Employee & Manager support through Consulting with a range of the organization’s departments to implement the org policy and HR processes
• Learning and Development, ensuring staff and managers have the knowledge and abilities to conduct their performance management (APAA) roles
• Risk Management and Legal Compliance, ensure that CARE is aware of, and abides by local law and regulations, including `the labor Law; Social Security; Insurance; Tax, etc. in collaboration with the Jordan office.
• Ensure managers are aware of and follow CARE policies and Jordan legal requirements in all disciplinary or contract termination cases.
• Participating in meetings, investigations and consultations
• Implement that all aspects of recruitment and contracting are fully compliant legally and by best practices in HR
• Managing exiting staff sensitively and ethically, aiming to bring about positive outcomes for them and for their remaining colleagues
• Ensuring that all activities are conducted in a way that promotes gender equity & diversity and equal opportunities
Administrate, Coordinate staff recruitment and selection process to ensure a prompt organized, and comprehensive procedure is used to hire staff
• Explain, clarify, and check the correct implementation of labor laws/regulations and CARE personnel administration policies and procedures, and report to HR management any deviations and/or violations
• Coordinate support for the execution of staff development and training activities.
• Monitor, control, and report on staff attendance
• Develop and keep the design, content, storage procedures/means of local/expat employees’ personal data, process employment/termination procedures ensuring their conformity with relevant laws and CARE policies and procedures.
• Develop, keep, and update a filing system that organize and protect internal/external documents related to personnel administration.
