Provincial Team Lead is leading the overall project activities, provincial operations and programmatic/technical support for public sector supply chain systems strengthening in the province. He keeps a close liaison and coordination with all strategic level tiers at the government of Khyber Pakhtunkhwa for implementation of multidisciplinary supply chain functions within the province as per the project work plan. He is providing technical assistance to health and population departments in Project Management, Procurement, HR, Finance, Logistics, MIS, M&E, Administration, and Warehousing areas.
Director Human Resource and Administration
Director Administration and Human Resource is head of the departments and is responsible for all the activities of Admin, Procurement, Logistics, Security and Human Resource departments of the project. Khyber Pakhtunkhwa / FATA health Initiative project is to increase the availability of quality maternal and child health services in seven districts of the Malakand Division of Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) to improve the health outcomes of mothers and their children.
Azm-e-Pakistan is $ 120 million project which supports small scale activities in Punjab and Sindh by providing grants to undertake programming. The activities are designed to support organizations, including Governmental entities, local organizations and community groups to implement peace building and community development in support of the Government’s National Action Plan.
- As head of operations I am responsible to develop policies, rules & procedures of Human resources administration, IT, Security and procurement. And ensured compliance with applicable policies, procedures, rules and regulations (e.g. bank accounts, disbursements within authorized limits, contractual agreements, purchase of supplies and equipment).
- Review budgets of potential grantees before award of project/grants. Also conduct the pre-award assessment of the grantee and physically check their financial and technical documents.
- Supports and guides personnel of Department of Health (DOH), Population Welfare Department (PWD) and Lady Health Worker Program’s (LHW) to implement activities related to Human Resource, Procurement, Logistics, Warehousing and supply chain management, including information system improvement, forecasting, inventory control, and other logistics functions to support availability of drugs, vaccine and contraceptive at provincial, district and sub-district levels.
- Training of more than 350 staff on Logistics and Supply Chain of health and population departments.
- Develops annual work-plans, Monitoring & Evaluation at Provincial, district and sub district level, as well as reports, graphs, and tables on monthly basis for stakeholders.
- Conducts logistical planning and ensuring that appropriate controls are maintained at all levels through vigilant monitoring of project process and impact indicators
- Communicates, trains, and coaches supply chain management skills that include store/warehouse management, storage design, as well as commodity management systems to create enhanced logistics systems with increased quality and visibility of essential logistics data within province.
- Provides technical support through training workshops and coaching to top provincial-level government officials to implement the decisions through government staff and systems.
Achievements:
• Implementation of Contraceptive LMIS in all districts of KP province and FATA.
• Implementation of Vaccine Logistics MIS in 25 districts of KP and all agencies of FATA.
• Deployment of policy manuals including:
1. Contraceptive Logistics manual
2. Contraceptive Procurement Manual
3. Procurement Manual for Medicines & Supplies
4. Essential Medicines List
• Capacity building of the Government Health department on Vaccine and Contraceptive Logistics MIS, WMS, TB_DMIS, logistic manuals, procurement manuals and public health supply chain management.
• Operationalization of Logistics and Procurement Cells in the health and population welfare departments.
• Operationalization of Vaccine Logistics MIS Operations Room, in Health Department.
• As Field Coordinator I was responsible for all the programmatic and operational activities which includes HR, Procurement, Finance, Logistics, IT, Security, M&E and Grants.
Director Operations is mainly responsible to lead and supervise Procurement, Logistics, Human Resource, Administration, Security and Facility maintenance this USAID funded $140 million project of OTI.
