• Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.

• Monitor monthly payment provision and petty cash prepared by the Center Coordinators.

- Staff Management:

• Manage and supervise all staff on the site

• Ensure efficient and effective work schedule is in place for the field staff according to the agreed work plan

• Monitor the team’s performance according to their assigned tasks and provide regular feedback to technical and management teams

• Perform evaluation of field staff in assigned area

- Coordination and Representation:

• Provide updates to the Senior Implementation Coordinator on a regular basis

• Represent ABAAD in relevant meetings and with local government representatives, international and local non-governmental organizations and other stakeholders

• Conduct coordination meeting and share information with community leaders and field workers

• Represent ABAAD during donors’ visits

- Reporting:

• Ensure regular collection of the data and documentation as per grant and reporting requirements.

• Provide accurate regular reports of activities in the field.

• Review reports provided by the center coordinators

• Contribute to MEAL activities

Information Field Assistant - ICLA Program à Norwegian Refugees Council

• The ICLA SSU Information Field Assistant is responsible for providing quality information and counselling to beneficiaries and, through this work, developing better understanding of the protection situation for the target communities.
The following is a brief description of the role.
Generic responsibilities

• Develop and manage a weekly activity plan for the provision of information sessions to NRC shelter beneficiaries at the household level, under the supervision of the ICLA SSU Information Field Officer;

• Conduct monthly visits to NRC shelter beneficiaries according to agreed procedures and work-plans and work actively to prevent and resolve disputes at NRC shelters.

• Gather information on activities being implemented by other humanitarian actors in area where NRC works, and provides it to the ICLA SSU Information Field Officer in order to maintain a clear, comprehensive and up-to-date written mapping of services;

• Provide information and counselling to beneficiaries on how to access basic services through individual and group information sessions conducted to NRC shelter beneficiaries at the household level, and to other beneficiaries at NRC centres or other humanitarian organisations and through outreach, in accordance with ICLA structure and guidance, and agreed workplans

• Provide information and counselling to beneficiaries on legal issues (on legal status, civil documentation, including birth registration, and Housing, Land and Property rights), in accordance with ICLA structure and guidance, and agreed work-plans

• Consistently use agreed templates and tools to document ICLA's activities in the field and to collect relevant data on NRC shelter beneficiaries, including outcome monitoring data.

• Provide inputs to ICLA reports on activities in South Lebanon and on gaps, challenges and opportunities and suggestions as how to respond to them, as required by the Information Field Officer and ICLA Coordinator.
Identification and referral of protection cases among NRC shelter beneficiaries.

• Work cooperatively with the beneficiaries and other relevant stakeholders.

• Responsible for ensuring that he / she understands and applies protection principles and NRC guidance to daily activities.

• Identify, train and work closely with Information Focal Points from the refugee and the host community to ensure that NRC shelter beneficiaries have access to information and legal assistance.

• Undertake routine administrative tasks, as requested by the ICLA SSU Information Field Officer and ICLA Coordinator;
• Responsible for ensuring that he / she understands and follows NRC security and safety guidance at all times;

• Name and organize ICLA project documents in a timely manner and in accordance with the ICLA filing structure and principles of confidentiality and protection.

• Assists in following established referral pathways and procedures in South Lebanon.

• Support the Livelihood Program Manager and project technical teams in planning and implementing project activities to meet project deliverables based on timeline and scope agreed with the donor;

• Provide day-to-day support and coordination with private sector partners and service contractors, including administrative, financial and logistical support. Trouble shoot any administrative problems and report any challenges or bottlenecks to Livelihood Program Manager;

• Maintain, update and report livelihoods program beneficiary database for internal and external reporting.

• Support Livelihood Program Manager in implementing activities, organizing meetings and trainings, monitoring of project progress, and selecting value chains for intervention;

• Build relationships with small producers, agribusinesses, unions and local municipalities to introduce the project and facilitate access to information related to project activities and scope. Arrange for meetings with local entities and authorities, as requested;

• Participate in team planning and coordination meetings and trainings, document meeting minutes and share it with the team immediately

• Work closely with the local private sector partners and service contracts to schedule trainings and coordinate with the staff of Concern Worldwide to ensure that all logistical, administrative and financial matters are fulfilled appropriately;

• Assist in filing and record keeping of project activities;

• Assist in analysis of data collected to facilitate assessment results and lessons learnt;

• Monitor adherence to grant agreement, Concern Worldwide policies and procedures and relevant external rules and regulations. Facilitate internal Concern Worldwide procurement processes;

• Prepare weekly reports to be submitted to the Livelihood Program Manager. Contribute to quarterly reports and other ad hoc reports to meet donor and internal requirements;

• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Concern Worldwide and to not jeopardize its humanitarian mission;

• Other assigned tasks, as necessary.

• Represent Concern Lebanon at local, regional and national level in regards to meetings with Consortium members, donors, stakeholder and other relevant actors as necessary.

• Conduct one official annual assessment for all project personnel in coordination with the Projects Manager and/or other administrative staff;

• Report to the programs team on a regular basis and contribute to their monitoring and management of Ishrak Association’s deadlines and targets;

• Provide advice and expertise on program and project implementation, including strategic, administrative, and logistical support when needed;

• Assist in any other tasks deemed necessary by the center or organization’s leadership.
