Provide the PETRONAS Operating unit (OPU) with turnaround services to support in planning, manage and execute Turnaround projects associated with the OPU’s business activities and thus enable the OPU to legitimately achieve their business objective.
Scope as followings:
(A) Stakeholder Management and Process Improvement
i. Conduct strategic engagements with OPU and statutory bodies
ii. Collaborate and engage with GSCM/SMSO on strategizing of TA Contractor services and procurements.
iii. Update TA Master Plan, ensure synchronization and communicate the agreed TA master plan
iv. Develop and standardize TA work processes and ensure seamless integration with other work processes
v. Manage cost recovery and conduct periodic review of the cost recovery charging schemes and financial model for TA division
vi. Perform peer-review (TARA, TARR, TASCO & TALL) to OPU during Preparation, Execution phase and Post (including external benchmarking on TA performance)
(B) TA Management
i. Engagement with OPU
ii. Initiate and strategise TA Roving Team and mobilize the team according to TA complexity definition.
iii. Drive and execute the planning and preparation and agreed TA deliverables during all TA Phases (Initiation, Planning, pre-Execution, Execution and post-Execution)
iv. Manage and Control allocated TA Budget
v. Ensuring HSE planning in delivering safe practices and objective.
vi. Implementation of Quality program (QA/QC)
Manage Maintenance Planning Section and responsible to the Senior Engineering Manager and Turnaround Steering Committee. Manage the Turnaround and Shutdown emphasizing on the initiation, planning and preparation, execution and post Turnaround phases.
1. Responsible for fabrication, maintenance, civil & mechanical project, planned & ad-hoc workshop activities are carried out on time and complying to work procedures and applicable practices, codes and standards.
2. Prepare contract services for Engineering work and Turnaround maintenance services. Responsible for technical specification preparation, ITB preparation, ITB issuance, technical bulletins, technical clarifications and commercial evaluations, contract negotiations, contract award, monitoring of contract execution and acceptance of work.
3. Conduct and oversee training of new engineers, supervisors, and skilled technicians.
4. Review and verification of drawings, materials, procedures, fabrication requirements, WPS and ITP's .
5. Planned, coordinate Turnaround activity related to manpower, fabrication and services.
6. Assigned as QA/QC manager for Rejuvenation Project.
