Main Responsibility
A focal point for the delivery of all infrastructure projects and components,
Manage day-to-day operational requirements of the project (resource planning, reports, ESS reports, training planning, capacity building, site visits, review, and report submission),
Work closely with the client and project team to ensure effective and efficient implementation of the assigned projects,
Supervise and manage infrastructure team (78 engineers) consisting of (Monitoring Experts, Monitoring and Evaluation Engineers, Senior Site Monitoring Engineers, Site Monitoring Engineers, and Data Collection Managers),
Attend the meetings within consortium and meetings with TTL of the World Bank,
Attend the monthly coordination meeting with relevant ministries such as MRRD, MAIL, MoPW, etc,
Attend and lead the weekly coordination meeting of monitoring experts,
Attend and lead the monthly discussions workshops with the reporting and analysis team,
Coordinate the inputs of project stakeholders to ensure the successful delivery of the project
Assisting in change management on the project
Providing strategic planning advice about the requirements for phasing of infrastructure works, the sequence of works, and the necessary authority approval processes.
Apply quality management principles and processes, Quality Manager and wider quality team will report directly to the Technical Lead.
Apply risk assessment and management principles and processes.
Report on the progress of infrastructure works, including identifying “deviations” items and recommendations for mitigation/solution and escalation.
Monitoring and evaluating infrastructure projects such as dams, Roads, Bridges, Buildings, transmission lines, Distribution Grids, Solar Panels, Substations, Capacitor banks, Irrigation, etc.
Follow-up meetings on deviations with relevant ministries,
Preparing the mission plan or action plan for the infrastructure team,
Coach the team for infrastructure monitoring,
Identify capacity gaps within the infrastructure team and pass them on to ATR for recommendations,
Response to the consortium and World Bank questions on monitoring and data collection,
Review the different project documents,
Development of data collection tools for infrastructure components,
Support in the development of data collection tools for social components,
Train the infrastructure team in different fields such as civil engineering, data collection in Fulcrum and SurveyCTO platforms, and digital platforms,
Support in data management and data cleaning,
Support in the data analyzing and reporting,
Preparing and drafting the Ministry Engagement Protocol with TPMA, and
Supporting the development of the Monitoring Framework for the TPMA.

Supervise and manage social and infrastructure teams consisting of Monitoring Experts, Monitoring and Evaluation Engineers, Senior Site Monitoring Engineers, Site Monitoring Engineers, Data Collection Managers, Data Cleaning, Coding, Data Management, Social Officer, and Social Enumerators,
Attend the meetings within consortium and meetings with TTL of the World Bank,

Job Description:
