I was appointed as the lead of the full time members of the financial sustainability work stream team who devised RCJY future strategy and outlook that developed new initiatives that focuses on increasing revenue and optimizing cost, privatization, new investment opportunities and PPP projects models along with the corporatization of RCJY that spans its different sectors (real estate development, housing & residential, infrastructure, healthcare, education, city and municipal services) which are all incorporated into RCJY financial, macro economical and industrial
models that were built with a horizon till 2050.

Achievments

o A full interactive Macro Economical and Industrial Model for RCJY (2020-2050) and its cities that shows different scenarios and outcomes depending on different strategy options, financial sustainability goals, localization, oil prices, taxes and interest rates variables etc. that shows the Macro Economical impacts of RCJY cities new investments in different industrial & economical sectors on GDP, population, employment, exports and supply and demand vectors etc..
o A full interactive Financial Model of RCJY that incorporate Economical & Industrial models and other inputs such as PSP and privatization initiatives, revenue enhancement initiatives, cost improvement initiatives, strategy initiatives, supply and demand forecast and outlook among others.
o Cost optimization initiatives covering all of RCJY capex & opex with an execution plan and report that incorporate local and international benchmarks among others with savings up to 1B SAR yearly.
o Revenue enhancement initiatives with an execution plan and report that will lead to RCJY breaking even in the short midterm (2025-2035) through increasing its revenues by more than %164.
o Baseline report of the current situation in RCJY that span its different services (real estate development, housing & residential, infrastructure, healthcare, education, city and municipal services) that cascade from the strategy and the master plan to the financial framework with a full outlook at the assets, revenues, different services financial outlooks and different operational metrics with local and international benchmarks and comparisons.
o New Investment opportunities, PSP and PPP potential opportunities initiatives and report of RCJY current and future assets and projects with a full financial outlook and a proposed model and structure for each initiative with an investment opportunity charter that covers the investment thesis, preferred PSP model and structure, financial impact analysis, targeted market and potential partners among others.
o Corporatization of RCJY, its Holding company, and a potential operating model and structure that separates between the regulatory and the operator side of things in line with the new strategy.

Project of developing the financial and accounting system for KSA government and its associated entities according to IPSAS. I was appointed as a member of the review committee to review all the current and proposed Financial and accounting standards, policies, procedures, manuals, systems and guidelines according to IPSAS and GFMS 2014.

o Increasing RCJY Revenue by more than 65% in the last year (2016).
o Manage revenue across RCJY 4 industrial cities worth more than 2 billion SAR.
o Decreasing Outstanding’s to outside Debtors by more than 749 million SAR.
o Proposing and signing Agreements with SIMAH Co. For the collection processes & outstanding’s.
o Preparing Investments and economic reports on the economy of Saudi Arabia and defining opportunities for RCJY in Renewable Energy, Privatizations, Petrochemical and commercial fields.
o Studying RCJY revenue streams and make suggestions to improve them.
o Preparing Revenue estimations and forecasting for the foreseeable future.
o Suggesting & preparing changes to the policies & procedures to Increase Revenue and decreasing costs.
o Preparing and presenting Financial reports to the chairman & the board for Capex & operational expenses, Revenues, Assets and the state of the Financial position for RCJY in general.
o Responsible for all the Financial division initiatives assigned by the board and part of the executives committee head by the chairman.
o Resolving outstanding debts with SABIC, SEC, STC and Marafiq.
o Part of RCJY NTP 2020 program and a participant of the program labs which were conducted before the launch of the program and the 2030 vision.
o Studying the holding company which will be created by RCJY and prepare & analyze its associated feasible studies.
o Responsible for Opex & Capex reduction initiatives in RCJY.

Project of structuring RCJY business units and developing its mandates, procedures and manuals. I was appointed as a member of the technical and supporting team responsible for the project as a whole overseeing all RCJY business units and as a technical financial adviser for the finance team.

o Preparing scope of work for the program which includes increasing revenues, reducing operational and capital costs and overhauling the current financial system to an accrual based one, also increasing private sector participation through P3 arrangements and privatization initiatives through changing the way RCJY do its business that includes making changes to its policies & procedures.
o Preparing the detailed work plan for the program and its associated activities.
o Achieve Budgetary Balance
o Contract through a subsidiary company & creating new funding methods and assessing its viability .
o Creating new investment fund for RCJY and preparing its goal & guidelines.
o Employ a sophisticated Project Selection (Cost-Benefit Analysis, Financial Modeling, Capital Budgeting)
o Create a sustainability model that includes a breakeven analysis
o Adoption of a “Private Sector” Approach

o Led the ERP system new implementation for the Financial dept.
o Audited internal reporting controls.
o Audited RCJY main ERP system & made recommendations to change .
o Audited the educational and health care departments ERP systems
o Performed Financial Audit for both systems & non-systems transactions.
