Responsible for designing policies and procedures that help prevent harm to workers and property. inspecting work sites to determine safety hazards. Helps my company and workers minimize on-the-job risks and comply with safety policies and procedures. Member of the plant pre-startup safety review team and plant pre-commissioning team.
Primary responsibilities
o Responsible of the development and improvement of health, safety and environmental systems(Policies, Standards and Procedures).
o Identify and measure potential safety hazards in the workplace.
o Prepare risk assessments/job safety analysis for the various plant areas.
o Recommend appropriate loss prevention methods.
o Assess probability of harm.
o Develop procedures and designs to reduce the risk of illness, injury, or damage.
o Develop the plant Emergency Response and Evacuation Plan and communicate it to all plant employee and visitors by trained them.
o Ensure the standards are observed.
o Anticipate, evaluate, and react to hazardous conditions.
o Develop hazard control methods.
o Coordinate safety programs.
o Coordinate with outside organizations, such as Civil Defense.
o Design and install safety devices.
o Investigate industrial accidents.
o Conduct air quality and water quality tests.
o Determine if noise levels are appropriate.
o Advise workers on the proper use of safety equipment and clothing.
o Prepare the safety procedures training program and materials and conduct the safety procedures training to the employees.
o Conduct Project Risk Assessments (HAZOPs / HAZIDs).
o Review project HSE plans and conduct project HSE assurance activities.
o Work with internal and external customers to ensure compliance with company HSE guidelines, policies, and regulations.
o Support the Offshore Project Team to ensure that all HSE issues are identified and resolved.
o Understand the components of HSE Mgmt System and assist in its continuing implementation and maintenance.
o Implement and maintain company HSE documents adhering to local, presidency of meteorology and environment (PME) regulations.
o Conducting safety meetings (Tool Box Talks, Job Safety Analysis, etc.).
o Support the development of HSE audit programs and leads local / field / process audits.
o Support the Company HSE mentoring program.
Support and lead incident investigations (Tap Root) as assigned.
o Develop Lessens Learn and share results with senior management.
o Develop corrective actions to address negative trends and near misses.
o Ensure employees conduct job safety assessments on every job and that all personnel understand they are not to take risks and must refuse unsafe work (Stop Work).
o Provide direct coaching to improve safety performance and hazard recognition and remediation, provide feedback to supervisors and managers on all local and field audits.
o Assist the Site Manager in the management and execution of health, safety and security plan.
o Conduct regular Site inspections and prepare reports for Site Manager for corrective actions.
o Check and advice on each work plan or procedures for health, safety and security prior to Work commencement.
o Coordinate with OWNER health, safety and security section on matters regarding health, safety and security.
o Liaise with Subcontractor’s Safety Supervisor on matters regarding the health, safety and security of all workers undertaken by Subcontractors.
o Act in the capacity of secretary of Health, safety and security Committee.
o Provide advice, guidance, and such as may be needed in accident prevention.
o Coordinate with Government Authorities, especially Ministry of Labor on matters pertaining to legal health, safety and security requirement.
o Establish and maintain proper health, safety and security administrative system.
o Investigate all incidents and accidents and submit reports complete with remedial actions to Quality, environment and safety team of health office through Construction Manager for corrective action.
o Ensure Safety Officers and Nurse conducts their safety activities in accordance with CONTRACTOR’s Manual.
