• Develop the annual manpower plan and recruitment budget for all functions, coordinating appropriately with the various department and function heads across the company
• Ensure the recruitment of qualified candidates and accurately assess candidates’ job-fit
• Lead the recruitment process and validate all manpower requests to ensure their accordance with the manpower plan and budget
• Review all job offers and ensure that all new hires’ packages are compliant with Leejam’s grading and compensation structure
• Lead the selection process of new candidates and ensure that all interviews conducted are competency-based
• Ensure that Leejam maintains the required nationalization ratio and develop initiatives and/or recommendations to maintain it
• Based on forward-looking manpower planning requirements, develop an overall strategy to ensure that the business will be able to recruit staff at a level sufficient to support fitness centre operations
• Maintain relationships with local head-hunters, universities, government entities, etc. to support a strong pipeline of candidates
• Consult with function heads and the Human Resources Director to create attraction and retention strategies based on business drivers, research and analysis
• Contribute to the overall company recruitment strategy, and inform the Human Resources Director on key developments in the recruiting space
• Develop a list of preferred recruitment agencies and manage contracts with these agencies
• Proactively communicate recruitment best practices, processes and policies to functional heads
• Provide analysis, interpretation and distribution of monthly / quarterly / annual recruitment plans, demand planning / forecasting and associated costs
• Improve resourcing effectiveness when measured against key metrics such as cost per hire, time to hire, and quality of candidates
• Develop and maintain, working in close collaboration with functional teams across the organization, a pipeline of appropriate candidates, categorized by key function / department
• Proactively work to drive down the total cost of recruitment (i.e. “cost of acquisition” of each new employee, etc.)

9. Responsible for the outsourcing recruitment alternatives their implementation to save manpower costs.
10. Handles day to day recruitment activities and functions’ requests.
11. Performs any recruitment related assignments.
