Understand the application of the Health and Safety at Work, etc. Act 1974 and other legislation relevant to the Companies business.
•Keep up to date with changes in current legislation and to bring to the attention of the director responsible for Health and Safety any relevant new legislation.
•Attend such courses/seminars run by external sources to enable accurate interpretation of legislation to enable implementation within the organization.
•Ensure that all “assessments” as required by legislation are conducted and reviewed at relevant intervals and to maintain records of the same.
•To recommend control measures and advise on the standard of P.P.E. issued to employees.
•Conduct health and safety inspections and prepare reports of all the company’s operations.
•Immediately contact the Director responsible for health and safety if situations are found, that in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation.
•To notify the Director responsible for health and safety if the corrective action agreed after any workplace inspection is not implemented by the arranged date.
•To carry out investigations into all accidents and near-miss incidents and to record the findings on the relevant forms.
•To arrange Health surveillance as instructed.
•To highlight areas where training/certification is required to meet the standards imposed by legislation, Approved Codes of Practice, or H.S.E. guidance.
•To bring new techniques for improving health, safety and welfare to the attention of the director responsible for health and safety.
•Preparing HSE Plan and other legal documents.
•Liaising with legal and other authorities.
Support the HSE Director and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
•Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environmental issues.
•Support the HSE Manager in ensuring HSE compliance onshore and offshore and perform regular HSE audits in the areas of business and vessel operations.
•Attend pre-job, planning and client meetings as required on HSE related matters.
•Provide support to the dept on the implementation of Company-wide HSE initiatives eg. ISO 14001, OHSAS 18001, etc
•Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements
•Ensure training, tool box meetings, and drills are implemented as part of the company’s offshore training and HSE program, i.e. emergency response systems, etc.
•Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the Regional HSE Manager for promulgation to the management
•Manage Safety Statistic reporting within Singapore. Track and provide regular HSE performance reporting to the Dept head.
•Provide HSE aspects of Company Bid Submissions as requested Assist in the development of project specific HSE procedures.
•Conduct HSE trainings and orientation to all new employees.
•Ensure all worksites are HSE compliant with Company policies and safety standards.
•Support offshore HSE personals in the development of work site HSE campaigns and good practices.
•Assist in ad-hoc HSE tasks/projects as required.
Directs the resources and activities of the Division to support the HSE programs by providing advice and guidance to the Company Senior Management
•Continually maintain an appropriate level of awareness, knowledge and preparedness across the
•Division to create a culture that prioritizes effective HSE and balances overall associated costs
•Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments
•Serve as the Division expert within the field of HSE when called upon to address regulatory agency compliance issues, third party safety & liability consultants and
subcontractor representatives
•Responsible for the staffing and directing the Divisions HSE Department, including the management of all Field Safety Managers and staff
•Responsible for the development of an annual budget recommendations and implementation.
•Provide regular written reports, as well as other production-related results and updates to the Senior Management Team
•Assist project team in investigation of all project incidents (GL/WC/Recordable Incidents, Near Miss and First Aid) and ensure proper records are completed and submitted. Assist in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company and are incorporated into the program, if necessary
•Devise, supervise, and coordinate training programs or media which will increase proficiency in safe practices and promote HSE consciousness
•Actively participate in the scheduling of safety meetings across Company locations to review HSE performance and policies
•Stay abreast of current and emerging technical and professional aspects of this position
•Assist with and participate in sales presentations
•Conduct site visits/audits
•Participate / attend industry related conferences when requested to do so.
