1. Enforce and improve level of understanding and implementation of EDC HSE Management System i.e. Safe Job Analysis, Work Permit, Electrical Isolation, Incident Reporting & Recording, Incident Investigation, HSE Meetings, STOP System and Certification of Equipment on On-shore drilling rigs.
2. Act as document Controller to ensure proper handling, filing and maintenance of all HSE related documents.
3. Assist and monitor the implementation of emergency response and drills.
4. Provide guidance on HSE performance reporting.
5. Ensure proper and timely reporting on HSE matters i.e. STOP cards analysis report, Weekly & Monthly HSE meetings, Weekly & Monthly HSE Inspections etc. and report other performance indicators as appropriate.
6. Coordinate preparation of rig specific annual QHSE plan.
7. Participate in QMS audits and follow up implementation of corrective action plan.
8. Advise on HSE training, instruction and exercises.
9. Investigate accidents on rig, record such accidents and follow up on corrective actions close-out.
10. Carry out routine inspections on safety equipment to ensure its compliance with EDC requirements.
11. Ensure proper installation of safety signs all over the rig.
12. Conduct rig orientations for new visitors and safety meetings to ensure personnel awareness with safety procedures.
1. Conduct safety assessments/inspections of project construction activities.
2. Monitor compliance with safety/health requirements including AL IMS, contractual commitments, laws and regulations and the project's ESH plan.
3. Provide assistance to project and construction management in implementing and complying with project safety requirements and in addressing safety/health issues as they arise during project execution.
4. Ensure that the project construction team and management are aware and aligned with the required safety standards.
5. Prepare and issue HSE reports and records, and ensure issuing of subcontractors reports.
6. Keep and report weekly and monthly all the Project HSE statistics.
7. Develop and implement Project specific Permit To Work system, Job Hazard Analysis (JHA) and Risk Assessments (RA).
8. Ensure that all activities carried out onsite have suitable PTW and that they are properly risk assessed before commencing the work and adequately documented.
9. Ensure that all incidents & near misses are reported, recorded & investigated.
10. Manage contractors on site and conduct HSE toolbox talks and trainings.
11. Enhance the HSE culture within the project and ensure contractor’s compliance with AL standards.
Creating safety system such as policies and checklists in order to control risks that can arise from several risks for the most common on was Confined Space Entry.
Was in charge of implementing safety procedures associated with controlling risk arises from working at height being the most critical hazard, developing risk assessments and allow workers to be consulted in the creation of safe system of work.
