Reporting to: Snr. Business Development Manager
Duties and Responsibilities: Overall initial review and evaluation of the received Request for Proposal from the Engineering and Construction Company ( EPC) and Oil/Refineries clients for the approval of tender to bid by the Managing Director.
All the approved Request for Proposal tender to bid will be estimated by the complete team, make a complete proposal strategy, do the estimate and evaluate thoroughly the prices of labour, equipment, materials and sub-contract cost.
Estimate the Complete Indirect, Mobilization and Demobilization plan to Complete the Estimation and Proposal
Presentation and Meeting with Business Development Manager prior to Final Approval with the Executive Managing Director
Also, provide technical requirements including resources planning of manpower, equipment, sub-contracting, and procurement plan, the Project Organization and execution plan.
Proposal Submission: Complete RFQ tender proposal
Requirement, Commercial and Technical within the required tender bid closing date.
The request for proposal (RFQ ) is received from client through Marketing Department, this will be reviewed for initial value including full details of Scope of work report for the approval by the executive management . Upon Approval, The Estimating Manager will assigned team with each discipline to proceed with the complete estimating process. The Estimating Manager and its team will do thorough review of all documents received from client, for the commercial and technical clarification which will be raised to the client immediately . The Manager will review also the commercial payment terms and conditions of contract to discussed with the contract advisor, where there are contract clarification to the client and any contractual risk for the Project to be included . The Estimating Manager will lead the team to check the prepared and completed quantity takeoff, man hour built-up, material enquiry and pricing, equipment pricing, sub-contract pricing , prepare, review and analyse project schedule, prepare, review and analyse manpower and equipment loading plan, review and analyse complete procurement plan material delivery at site and review, analyse complete sub-contracting plan base on availability and reliability. Prepare, complete analyse project Indirect allocation which includes management plan, supervision, support staff and equipment plan, and complete temporary facilities mobilization plan.
Also, interact, analyse project constructability analysis and the technical execution procedures with the project execution team including risk management and mitigation.
The Estimating Manager, together with the Project execution team after completing the estimation proposal process and having thorough analysis it will arrange a final meeting, discussion with , all the Department Managers, Support Group and to the Company Chief Operation Officer, General Manager .
The added value engineering has to be considered and the , recommendation input of all respective Department will be included in the final estimation total amount .
The final approval with Mark-up and overhead and profit will be discussed with the Managing Director and Board member.
Thereafter, the Estimating Manager, estimating, proposal team are responsible to complete Commercial and Technical proposal, to carefully checked , proposal package that shall be in compliance to client’s request for quotation, and the submission will be in sealed envelope /boxes.
Also, the Estimating Department Manager will lead all Technical and Commercial clarification from client
after the submission of tendered proposal, this will coordinated, discussed with respective Department discipline and executives prior to make a respond to the client .
