• COORDINATION - Lead ETC teams in four hubs across Ukraine; represent ETC in regular
and thematic country-level meetings; contribute to the formulation of ETC Ukraine annual
budget and procurement; liaised with UN entities, vendors and other ETC partners in
Ukraine and globally.
• INFORMATION MANAGEMENT - Designed surveys and data collection methods; created
databases for ETC infrastructure; contributed to the content and review of external and
internal ETC Ukraine Sitreps.
• TELECOMMUNICATIONS - Lead the country-based UN Security Communications Systems
(SCS) network assessments, including planning, deployment and maintenance; designed
ETC VHF network with a Remote Security Operations Centre (RSOC) and 22 repeater sites,
including near frontline areas; set framework and procedures on SCS for the country.
• INNOVATION - Developed the first-ever Remote Site in Vehicle (RSOV), which is a portable
VHF repeater that integrates Starlink connectivity, to maintain connection within convoy and
with RSOC, particularly for use near frontline areas; developed the Mobile Data
Connectivity Kit, which integrates Starlink, fibre, and cellar data networks with Cisco
Meraki for fast and secure data connectivity.
• DATA CONNECTIVITY - Standardised Starlink connectivity for ETC infrastructure for both
fixed and portable applications; deployed to four UN hubs.
• CAPACITY BUILDING - Provide continuous theoretical and hand-on guidance on
telecommunication, data connectivity, satellite voice and data applications, and power
backup solutions to all UN ICT professionals; support UN entities to develop their ICT
preparedness infrastructure; facilitated ETC/TESS capacity building training and workshops
for a total of 40 ICT professionals from 12 UN entities; provide technical advisory on ICT
assets to ETC partners in Ukraine.
• WFP TEC INFRASTRUCTURE - Deployed WFP corporate infrastructure, including WFP
firewall and WLAN network in Krakow and Lviv; provided user support to the first wave of
WFP emergency responders.
• CAPACITY BUILDING - Provided SCS training to UNDSS SIOC security operations assistants
and user training to ETC VHF network users of UN entities.

• Provided regional telecommunications support for ICRC Near and Middle East (NAME)
region ICT staff on VHF, HF, WIFI, satellite voice and data, telephony, and power supply,
including guidance on planning, designing, and implementation of projects and
solutions; responsible for level 3 support for telecommunications systems.
• Developed standard documentation of ICRC telecom solutions on ICRC wiki and
knowledge base.
• Implemented the global unified communications (UC) solution by guiding ICRC ICT staff
on planning, design, and integration of PSTN telephony with Skype for Business relying on
SIP Trunks, ISDN lines, analogue lines, or GSM lines using ICRC standards; focal point for
migration of ICRC sites to UC for 14 locations in NAME; developed standard
documentation.
• Led project management for ICRC telecom project for the Syrian Arab Red Crescent,
including the establishment of the project framework, budget, and implementation;
recruited 18 telecoms engineers for SARC in 14 SARC hubs in Syria, supported the
planning and design of 18 VHF and 8 HF sites; conducted telecom capacity building
workshops to maintain and troubleshoot sites.
• Commissioned and maintained ICRC corporate ICT infrastructure, including WAN, LAN,
WAN, and WLAN networks in 7 ICRC offices in Syria, as well as the setup of the ICRC
emergency hospital in Al-Haul camp using terrestrial and satellite internet connections
through VSAT, fibre, microwave links, and copper-based connections; established ICRC
telecoms setup, including 5 VHF repeater sites, 4 radio rooms, 3 HF sites, and standard
radio and satphone setup for ICRC vehicles.

• Was rapidly deployed to Tigray at onset of crisis.
• Established emergency ICT setup for ICRC offices in Tigray (Shire and Mekele), resulting
fully functioning IT and telecom setup, including VHF, HF, sat voice and data networks
that included LAN and WAN with power backup infrastructure.

• Established and maintained ICT infrastructure for ICRC offices in Damascus, Aleppo, and
Homs, including the setup of firewalls, WAN, LAN.
• Installed telecommunications infrastructure, including VHF repeaters and mobile stations
for ICRC vehicles, HF base stations in Damascus and Aleppo, and Thuraya docking station
devices on ICRC premises and in vehicles.
• Established the ICRC Radio Room in Damascus and Aleppo.
• Provided standard setup of ICRC user laptops and technical support for hardware and
software issues.
