Main Roles and Responsibilities:
• Control and monitor PPP’s contracts (Management, Build Operate Transfer “BOT”, and Long-Term Operation & Maintenance ” LTOM” contracts)
• Follow-up, Control, and Monitor Management Contracts with respect to technical aspects which consist of 14 KPIs, 17 Enabling Projects, and 2 Mandatory Initiatives, as well as the relevant financial, legal, and administration aspects.
• Empower PPP’s contractors toward achieving NWC's strategic objectives.
• Avoid compliance risks.
• Structure the communication channels and enhance stakeholders engagement.
Achievements:
• Successfully Closeout the transition period of the Management, Operation, and Maintenance contract.
• Materialized the financial stability and fulfill the company’s obligations during the foundation phase of the contract.
• Complete the conditions precedent to performance dates and signed off the relevant closing notices with no reservations between the company and contractor.
Main Roles and Responsibilities:
• The main role is to fulfill the company’s obligations and avoid compliance risks and minimize costs.
• Manage the committee work of reviewing, evaluating, analyzing, and approving the tenders awarding, change orders, and withdraw contracts requests from strategic, technical, financial, legal, and risk perspectives.
Achievements:
• Complete the review, evaluation, and approval for more than 100+ requests so far, with no reservations by any members.
• Minimize the lead time from 30 business days to 15 business days
• Reduce the total costs by 2.7% out of 2% of the yearly target.
Main Roles and Responsibilities:
• Confirm the compliance of Tender Awarding, Change Orders, and Withdraw requests with the Company’s policies, procedures, and strategic goals.
• Supervise and assess the committee's work progress, and performance, as well as endorse its reports.
Achievements:
• Established Awarding Department as a new department formalized after integrating Madinah & Tabuk regions under the National Water Company umbrella.
• Close out the technical, legal, and financial situation of 97 contracts after transferring the Assets from the Ministry of Environment, Water, and Agriculture to the National Water Company as part of the National Strategic Transformation plan.
• Minimize the lead time from 15 business days to 5 business days
• Deliver 7 case studies led to govern 7 processes.
• Train negotiation and awarding department employees and held more than 10+ introductory sessions for company requesters (Capital Projects, Operational excellence, support services departments, etc.)
Main Roles and Responsibilities:
• Manage NW-Cluster Capital Projects Strategic Master Plan, Details Design, feasibility studies, budgeting, procurement, etc…
• Lead the communications, coordination, negotiations and alignments with internal and external concern parties.
• Identify and increase the service coverage area, network development, and other strategic criteria.
• Appointed as a permanent deputy to the cluster project's general manager.
Achievements:
• Delivered NW-Cluster’s Strategic Master Plan - 5-year horizon -, which consisted of more than 220 projects costing over 14BSR.
• Restudy the entire ongoing projects costed over 5B SR to realign it with Saudi 2030 vision and National Water Strategic Plan & Objectives.
• Studied 56 projects, bided 5 projects and awarded 3 projects during the lockdown period due to COVIDE-19 pandemic.
• Minimize the capital cost of the first bundled projects by 20%, as part of the department initiative of categorizing projects.
• Served a portable hospital (100 beds) within less than 21 days.
• Submit and close out PPP’s technical report of Madinah 3 & Tabuk 2 Independent Sewerage Treatment Plants “ISTPs”, alongside with Saudi Water Partnership Co. as part of the national privatization program
• Gain the environmental certificate (GAMP), for 5 S.T.P.s & Dumping Areas in Madinah region.
Main Roles and Responsibilities:
• Manage, supervise, and control the execution of the Madinah City Sewerage Treatment Plant II, construction project
Achievements:
• Successfully drove the Pre-commissioning & commissioning startup of Madinah S.T.P. II, with a design capacity of 200K m3/day, cost over +300+M SR, and served 800k customers.
• Deliver Madinah S.T.P II, which had been suspended for over 5 years
• Deliver the Madinah City sewerage lifting station project, which had been suspended for over 8 years.
• Operate the main lifting station with a design capacity 200k m3/day.
• Decreased daily Sludge production by approximately 95% as well as complying TSE quality with GAMEP specifications.
Main Roles and Responsibilities:
• Manage, supervise, and control the execution of three urgent and critical projects in Madinah City.
Achievements:
• Deliver three urgent and critical projects implemented in Madinah City, costed 200+M SR.
• Increase the water supply by 9%, and reduce Non-revenue water by install Control and PR valves.
Main Roles and Responsibilities:
Manage Jeddah City Business Unit strategic master plan for Water and W.W. As well as a member of the Water Supply Committee.
Achievements:
• Updated JCBU’s strategic master plan of Water & Wastewater Capital Projects.
• Roll out the conceptual plan to foster continuous supply instead of intermittent supply
Main Roles and Responsibilities:
• Manage wastewater sewerage network and treatment plant.
Achievements:
• Procure and Manage five O&M performance-based contracts costed 180+M SR.
• Work alongside with international expertise to Manage the O&M of sanitary sewers and sewerage treatment plants with a design capacity 150k m3\day served 600k customers.
• Handle the commissioning of the new Taif City Sewerage Treatment Plant with a design capacity of 80k m3\day, serving 320k customers alongside with Projects team.
Main Roles and Responsibilities:
• Control, Monitor, and Supervise the compliance of performance-based management contract for the city of Jeddah costed 250+M SR, contracted by SUEZ and Acwa-power Consortium.
• Managed the Independent Auditor contract costed 7+M SA, contracted by FICHTNER Company.
• Appointed a member of the management contract committee.
Achievements:
• Part of the team lead and manage two international consortium performance-based contracts.
• Successfully reviewing and performing the 1st and 2nd Annual Audit Assessment Report.
Main Roles and Responsibilities:
• Gather, analyze technical data report, and assess technical diagnosis reports.
• Review technical scope of work - Management Contracts for Jeddah & Makkah Cities -.
Achievements:
• Part of the team whom established the National Water Company and successfully lead the Private Public Partnership Project.
• Member of the technical team whom issued the RFPs for Performance-Based Management Contract for Water Supply and Wastewater Collection & treatment Services in the City of Jeddah costed 250+M SR
• Member of water and wastewater O&M Quick win’s project as a Director Counterpart dedicated to Jeddah city costed 40+M SR.
• Deliver the data room for PPP project and Road Show.
Main Roles and Responsibilities:
• Manage, study, and control technical aspects related to Riyadh sewerage network.
• Perform the weekly, monthly, quarterly and annual planning reports as well as prepare the annual budget of Riyadh City Sewers Network Department.
