The ECA is a governmental authority that was established in 2010 by, The Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud; and the ECA’s Chairman is His Royal Highness Prince Mohammed Bin Salman bin Abdulaziz Al Saud the Crown Prince of Saudi Arabia. ECA regulate, serve & supervise the economic cities, building partnerships with private sector and practicing its authority based on commercial basis (www.eca.gov.sa)
Achievements:
1- Department Structure: designed & established the 1st real estate department structure. The real estate team regulate, serve & supervise the economic cities’ real estate sector thru handling transactions, off plan sales & development, brokerage, real estate sector financial monitoring & analysis, corporate & individual mortgage registration, Escrow Accounts supervision, lease registration & customer care.
2- Regulations: introduced the 1st real estate complete regulatory reference.
3- Real Estate Registry: founded the 1st real estate registry with its two parts (physical & electronic) with consideration to the economic cities real estate market needs & the World Bank’s methodologies for registering property & land system evaluation. The Real Estate Registry is a reliable entity that provides required information, reply to inquiries & generates reports that are accurate & precise, easy to access & safely archived.
4- Registry’s Output Documents: developed, re-designed & equipped the source of information, workflow including manpower until final output of the real estate registry’s documents proofing property’s ownership, transactions, encumbrances..etc. Documents such as the Ownership Certificate “OSC”, The Registration Certificate and the Registry Statements are well accepted & appreciated by concerned authorities, banks, legal bureaus inside & outside KSA as reliable, accurate & trusted products.
5- Fees: prepared & introduced the 1st real estate fees structure in the economic cities & KSA related to real estate registration services & transactions. the structure was implemented to the operations and became effective in Feb. 2018.
6- Fines: prepared 1st real estate violations, fines & penalties structure in the economic cities
7- Off Plan: designed & launched a complete off plan registration & licensing function resulted in issuing 1st ECA off plan permit that is acknowledged across KSA in 2017.
8- e-Services: developed & launched 25+ e-services
Responsibilities:
• Supervising the real estate activities in Three Saudi Economic Cities, the main key responsibility is to ensure that all relevant Real Estate regulations are implemented and adhered during all the development process for each city.
• The real estate department regulate, serve & supervise the following economic cities:
1- King Abdullah Economic City “KAEC” (Holy Mecca Province)
2- Knowledge Economic City “KEC” (Holy Madina Province)
3- Prince AbdulAziz Bin Mesaed Economic city “PABMEC” (Hail Province)
The economic cities real estate portfolio is of a total approximate land area of 430 million m2 and a total built-up area (at completion) of 272 million m2, and a population of 2.5 million.
• Covered Areas:
1- Real Estate Registry & land system
2- Real Estate Registration Transactions (Property Registration, Sale, Lease, Mortgage ... etc.)
3- Strata Management & Home Owners Association
4- Off Plan Supervision including Project registration, off plan sales permits, project supervision from application to handover
5- Escrow Accounts supervision
6- Brokerage licensing & activities supervision
7- Real Estate specialized reports & consultancy: thru deep learning & study to the real estate market inside-outside the economic cities, benchmark, analyze.
8- Formulate & recommend legislative amendments arising out of the operation of the Real Estate Development, and provide guidance to legal and paralegal staff in performance of technical real estate related duties.
• Reporting to the Chairman, His Highness Sheikh Abdulaziz bin Humaid Al Nuaimi & the Executive Director of ARRA.
• Secretary of the Audit Committee of the Board of Directors, assuring implementation of all internal controls & audit recommendations to the organization & real estate market.
• Managed all regulatory matters related to real estate development sector in the Emirate of Ajman.
• Completed amicable settlements for real estate projects valued $ 2.2 billion.
• Project Manager of ARRA Electronic Real Estate System, launched on May 2013.
• Lead research studies and prepare reports highlighting lessons learned from the economic crisis and proposals for raising property values & promoting real estate development.
• Acting Real Estate Escrow Accounts Supervisor.
• ARRA’s Employee of the Year; 2010 & 2011.
• Handled the company’s main two real estate portfolios - KM Holding & Abdullah Al Rostamani Properties LLC in the Emirate of Dubai & other Emirates that included plots for UAE nationals, freehold properties in Dubai Business Bay, residential apartments, penthouses & villas (Burj Dubai, The Old Town, Discovery Gardens, The Springs…), commercial warehouses & showrooms and hotel apartments & TAMANI Hotel-Jumeirah.
• Assured compliance by all group companies with up to date real estate related legislation & regulations in Dubai & UAE.
• Crafted wide spectrum of real estate contracts & agreements related to real estate sales & finance, development, MOUs, joint ventures and others, and formed records for legal compliance.
• Exercised extensive communication with Dubai master developers & governmental bodies for matters related to licenses, approvals and facilitating the company’s real estate developments (Dubai Land Department, RERA, EMAAR, DTCM, Dubai Municipality, Dubai Properties, TECOM, Nakheel, ENBD Bank, Dubai Islamic Bank and others)
