Job Description:
* The Site HSSE Lead reports to the Project or Site Lead with additional reporting lines to the Project HSSE
Manager, and Construction HSSE Manager.
* Ensure your visitors familiarize themselves with this document, the JMP and the site travel requirements
before travelling to site.
* Be a visible and respected HSSE leader on site, who promotes a strong safety culture, with significant deck
time.
* Adhere to and promote HSSE policy
* Be responsible for their own safety, lead by example.
* Monitor performance of contractor’s site management personnel to ensure alignment with Contractor’s
internal HSSE standards and HSSE requirements.
* Work with contractor/Subcontractor HSSE personnel on Gap close out and implementing (Areas of concern
that were highlighted through Banding, Bid evaluation, and hazard reviews).
* Provide input to the Leadership Team on HSSE matters.
* Lead the site HSSE Team.
* Intervene and stop work for unsafe acts or conditions as needed.
* Ensure that the contractor effectively implements its Project HSSE Plan and conforms to the terms and
conditions in the contract.
* Interface / liaise with the contractor HSSE personnel.

* Effectively communicate and interface with the Project HSSE Manager, Construction HSSE manager
* Assist and participate in activities such as preparation of work instructions, HAZIDs, (JSAs), etc.
* Develop and implement the site HSSE plan, assist with site team competence assurance activities, including
development and performance of HSSE training for site team members and visitors assist with the
organization of site toolbox meetings.
* Evaluate the HSSE performance of the Contractor and site team using the agreed KPI’s and other means,
and recommend improvement opportunities.
* Participate in incident investigations and reporting, including initial incident notification to project
leadership.
* Work with site admins to prepare and issue monthly HSSE site reports.
* Be aware of schedule changes or upcoming work for preplanning purposes (i.e. pre-commissioning /
commissioning activities).
* Participate in Contractor and Sub-contractor HSSE reviews and audits.
* Participate daily in toolbox talks and JSA exercises with contractor workforce teams.
* Create proactive programs in coordination with Contractor that enhance safety on the jobsite.
* Expectation - 60% Deck time, high visibility on the worksite
1. Plan, co-ordinate and participate in environmental and safety meetings.
2. Responsible to attend all HSE meeting and to implement the meeting decisions in the HSE
department.
3. Analyze data of near misses, accidents, incidents and performance then report solutions and
corrective actions to Project HSE Manager.
4. Preparing daily, weekly and monthly HSE reports.
5. Responsible for “Tool-box Talks” preparation.
6. Safety inspection, safety walkthrough and Internal Audit.
7. Responsible about Environmental Control.
8. Regular audit of the HSE management system to ensure compliance with client policies &
procedures.
9. Ensure that all incidents, accidents and potential environment hazards are investigated and
timely action is taken.
10. Ensure that safe working practices are implemented at all times.
11. Provide support to facilities in hazarder’s identifications.
12. Develop personal protective equipment (PPE) programs.

o Issue and follow-up of safety notice issued.
o Liaison with Client, Government and Authorities on all safety and health matters.
o Carries out routine checks on plant and equipment to ensure that they are in a safe condition.
o Carry out the specified training such as Confined Space, Scaffolding, Working at height (WAH)
o Control and issue of safety equipment if required.
o Coordinates and participate in sub-contractors safety meetings regularly & ensuring that all safety
regulations and procedures are followed.
o Undertake daily tours of the work site, Identifying areas for improvement with the contractors.
o Compiles safety statistics weekly & monthly.
o Carry out the HSE Audit
In el shabab power plant 1000 M W gas turbine (fast track) project
Main Responsibilities:

regulations and procedures are followed.
o Write the HSE reports according to the site HSE rep. notes & comments.
o Prepare risk assessment for the ongoing construction activities.
o Undertake trend analysis of HSE data and provide corrective solutions.
o Undertake daily tours of the work site, Identifying areas for improvement with the contractors.
o Monitor site activities so as to prevent dangerous work practices.
o Routinely inspects first aid facilities to ensure that an adequate supply of emergency medicaments
is maintained.
o Conducts scheduled site safety inspections of sub-contractors.
o Ensure that the appropriate warning signs are posted by site personnel during blasting,
radiography or other hazardous activities e.g. road crossings, railway crossings, etc. to safeguard
the public and other users.
o Compiles safety statistics monthly.
o Safety training for supervisors inclusive of first aid, fire fighting, etc.
o Control and issue of safety equipment if required.
o Issue and follow-up of safety notice issued.
o Liaison with Client, Government and Authorities on all safety and health matters.
