Job Responsibilities:
Coordinate implementation of the PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project.
Ensure that the site complies with the relevant HSE Legislation and client HSE requirements.
Monitor the EPCC contractor HSE Management System and provide advice and assistance to EPCC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
Ensure the EPCC contractors develop, implement, and maintain a specific project HSE Management Plan.
Reviewing method statement, HSE Documents and risk assessment for every activity prior to work commencement.
Provide advice and guidance to the EPCC contractor management team on HSE issues through the interpretation of the Client policies and statutory requirements.
Ensure EPCC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
Review EPCC contractor Safety Management System and advise of required changes.
Develop and maintain professional relationships with Client, regulatory bodies and EPCC contractor to foster the professional image of Optima.
Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.
Pro-actively visit site and with the EPCC contractor implement safety measures-promote/ensure safe work practices.
Ensure safety observation program is implemented and maintained on each site/project and ensure follow up on findings.
Assist EPCC contractor construction management personnel in identifying hazards and in planning and organising the work such that a safe working environment is maintained.
Assist EPCC sub contractor Safety advisors and site management in the development and revision of specific site safety programmes.
Maintain a HS&E audit and assessment program for the projects.
Carry out regular inspections of the work areas with the respective EPCC contractor line manager and HSE representative and prepare reports.
Ensure disseminate of safety information throughout the workplace via bulletin boards, posters, newsletters etc.
Assist EPCC contractor line management and or construction supervisors in accident investigation process and report accordingly.
Ensure HSE safety inductions are undertaken in accordance with the Client requirements for all new employees of the company and its subcontractors
Provide advice to the EPCC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training,
Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly Client, Optima, EPCC contractors and their sub contractors.

✓ Al-Amerat Wastewater Project, Contract A1 - Design, Build, Operation & Maintenance of the Al-Amerat Wastewater Treatment Plant, Pumping Stations and Treated Effluent Works - Contract Number HAYA/E045/2014 - Client: Haya Water - Muscat, Oman. ✓ Al-Amerat Leachate Treatment Plant - Design, Build, Operation & Maintenance - Client: BEAH - Muscat, Oman.
Job Responsibilities:
✓ Organize and coordinate all the Health & Safety management matters on site. ✓ Set up and operate the means to measure the development of health and safety management systems on site. ✓ Carry out the usual sites visits, inspections, audits, walkthrough etc… ✓ Analyze, operate and consolidate the safety indicators of the site and send them to the site management and to the Corporate Health & Safety manager if needed. ✓ Monitor the corrective actions plans introduced following the inspections and audits. ✓ Raise awareness and carry out health and safety training. ✓ Identify and coordinate the health and safety training actions implementation. ✓ Contribute to and monitor the implementation of laws and regulations (local, International, environment and water industry best practices…). ✓ Provide the necessary expertise in the identification of hazards and risk management. ✓ Introduce and monitor the risk assessment in the site. ✓ Develop coherent tools (drawing up of procedures and instructions etc.) and make them available to line personnel, making sure that they are applicable and up to date. ✓ Report all the incidents/accidents occurred on the site according to applicable procedures. ✓ Lead the incident/accidents investigation and identify the deviations, malfunctioning (root causes) and propose preventive and corrective actions. ✓ Maintain, up to date, the incident/accident register. ✓ Distribute and coordinate the distribution of information related to the health and safety matters. ✓ Take into account the information relayed by the Health & Safety Correspondent/Health & Safety Cell. ✓ Update the sites Manager and the Corporate Health & Safety manager on the progress of the actions plan and his assignments. ✓ Produce and Monitor the Health & Safety reporting for internal submission to the sites manager as well as submission to Client.

Job Responsibilities:
✓ Ensuring effective implementation of Contractors HSE management system and compliance to Client HSE procedures and assisting to undertake the assigned project with utmost safety performance. ✓ Review contract HSE documents, safety procedures submitted by Contractors and advice management in respect to HSE matters. ✓ Ensuring all activities on site complies with project safety requirements and procedures. ✓ Liaison closely with Contractors in developing & imparting of updated HSE related trainings (Toolbox talks, Induction trainings, Drill exercise & Specific trainings). ✓ Ensuring that the emergency system and evacuation plan has been installed. ✓ Participation in Risk Assessment and review Job Hazards Analysis (JHA). ✓ Close monitoring of site activities, reporting observations, issuing non-conformity report (NCR) and site notification (SN) as required. ✓ Participation in daily and weekly meetings as HSE representative. ✓ Monitoring the compliance of Permit to Work system. ✓ Assisting Contractors for accident investigation & compilation of investigation reports. ✓ Liaison with Contractors to monitor site environmental management and control systems through (EIA), including waste management control.
Job Responsibilities:
✓ Assisting the company in implementation of established HSE policies. ✓ Review the HSE manual and policies on frequent basis and recommend updates. ✓ Follow up on all the HSE procedures\job instruction which ever related to the performed activities. ✓ Ensure that safety management system (SMS) is understood by all employees and workers. ✓ Review near miss reporting on daily basis. ✓ Prepare accident, near miss reports and statistics on frequent basis every month. ✓ Investigate the high potential accident\near miss report, set up recommendation and corrective actions with the close out date follow up the same to ensure implementation and effectiveness of the corrective action to avoid reoccurrence of the same. ✓ Ensure PPE are supplied in compliance with the international standard and the environmental working area; ensure PPE records are available and updated. ✓ Ensure that the work force is aware of the proper use and wear of the PPE. ✓ Follow on waste management plan. ✓ Conduct HSE training for company staff.
