Essential Responsibilities
― Assist Head of programme to deliver effective programme management and implementation in line with IRW strategy.
― Developed 3 project proposals on Enhancing Resilience for Internally Displaced People (IDPs), Returnees and Host Communities in Lac provinces and submitted to desk for IRUSA, IRUK and IR Canada funding.
― Developed Expression of Interest (EOI) for “Strengthening Response Capacity and Institutional Development for Excellence (STRIDE) Phase -II and submitted to the desk
― Submission of project proposal on Crisis Response through providing food and nutritional support and enhancing resilience of the returnees in Kaya department under the Province of Lake to the WFP following the WFP call for proposal 2020.
― Submission a project proposal on Livelihood Improvement and WASH facilities for the conflict affected IDPs, Returnees, and host communities in Lac Province and submitted to desk for fund from IR Belgium
― Establish and develop working relationships with key donors and actively develop local funding sources appropriate to the approved country strategy.
― Ensure that the planning, delivery and evaluation of projects complies with donor expectations and the terms of donor contracts, and that reporting to donors is of the highest standard
― With Head of Programmes and MEAL Personnel, ensure that project performance is monitored regularly and compared to targets, deliverables, and budget
― Ensuring, with Head of region and CMT support, that the organization's income forcast are met;
― Promoting and protecting the organization's public image and credibility with key stakeholders including members, partner organizations, government agencies, and funders;
― Ensuring that the organization's assets--human, financial and physical--are well managed and protected;
― Responsible for reviewing the Strategy and Action Plan are fit for purpose and ensuring effective implementation at country-level;
― Promote the relationships between all departments (HR, Logistic, Programme, finance, IT, social and seasonal programme, microfinance).
― Guide and give pragmatic and actionable advice on operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of the country programme.
― Oversee the deployment and utilisation of financial and operational policies, procedures, and systems to deliver compliance with HQ and donor requirements.
― Improve the quality of progress and financial reporting through technical feedback and keep HQ informed on the financial status of country programs.
― Promote an organisational culture of compliance within IRW Chad to Anti-Money Laundering instructions/laws of the donors and the Government of the host country and ensure that all the relevant financial procedures are in place.
― Maintaining effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilisation and development of human resources.
― Support individual learning and development plans as a way to foster and encourage talent and new leadership potential throughout the organisation
― Build the capacity of the HR department to put in place a practical and functional performance management system.
― Advise security focal point in maintaining an overview of political and security context through developing and updating security and evacuation procedures and plan to ensure all staff adhere to health and safety guidelines.
― contribute with a Country Management Team and Security focal point to put in place an operational security management plan with incident reporting and analysis.
Essential Responsibilities
― Setting and perform HR department with qualified and competent staff and assure the conformity with applicable labor laws and internal regulations.
― Contribute to the development of Direct-Aid Chad's strategy and ensure the resources for its implementation in light of political, economic and humanitarian context.
― Represent Direct-Aid Chad to the Chadian government and enforce the conditions for registration and presence in Chad as defined in the agreements.
― Provide good governance and ensure that all activities, standards, policies and procedures are in line with Direct-Aid 's principles, and reflect its core values, mandate, vision and mission in order to properly use its resources.
― Implementing and supporting initiatives and decisions that maximise effectiveness, efficiency, transparency, accountability and promote Direct-Aid 's strategic objectives.
― Support and strengthen the programmes and projects funded in Chad through regular and continuous evaluations, developing realistic operational plans to achieve the planned strategic objectives.
― Ensure that reports on the progress of programmes/projects are prepared within the agreed deadlines.
― Review and analyse the security situation and programme risks and implement strategies appropriate to the risks identified.
― Ensuring achievement of the program's objectives.
― Ensuring the organization has adequate resources.
― Narrative and financial reporting to HQ, donors and relevant authority .
― Responsible for financial feasibility of the country programme: initially to obtain resources, at final stage to make sure programme is within budget.
― Responsible for the appropriate management of all resources in a transparent manner.
― Planning, coordination and implementation of commercial sales functions and processes.
― Ensuring that contractual obligations have been met.
― Selling semi-finished villas and villa plots.
― Keeping the company's reporting
― Represent Direct-Aid to stakeholders (donors, government, national and international organisations).
― Planning, monitoring, reporting and evaluation of projects and programmes;
― Carrying out frequent field visits to ensure that projects and implementation are progressing within the Organization's project quality standards;
― To ensure the implementation of the Annual Action Plan in accordance with the signed conventions and the strategy of the National Office and the overall strategy of the Headquarters in Kuwait;
― Representation of Direct Aid to donors, the Rwandan government, as well as to National and International Organizations;
― Developing and executing the social and educational projects of the association within a context of cooperation with the competent local services.
― Control and follow up the progress of the projects, the execution of the planning and the budget.
― Ensure the administrative, financial and human resources management of the Rwanda office.
― Make frequent field visits to ensure the progress of projects and implementation within the quality standards.
― Ensure the implementation of the Annual Action Plan in accordance with the signed conventions and the strategy of the headquarters in Kuwait.
― Representation of the organization to the local authorities of the region as well as to the different national and international institutions in the same region.
― Ensuring the strategic orientations of the centre implemented, managing and supervising all centre development projects
― To ensure the quality of the services provided by the center in accordance with the documents (convention- specifications - the law- the strategy of the NGO...);
― Prepares and submits periodic reports to headquarters in accordance with established deadlines;
