Coordinate all the company ES&H activities which include:-
Guides, coaches, and motivates ES&H site teams performance
Prepare and obtain the ISO 14001 & OHSAS 18001 for the company.
Prepare the Company Risk Management framework for the Management.
Prepare with the rest of company managers the company context & SWAT analysis.
Empowers and leads Site ES&H personnel to work to their maximum capability and efficiency to ensure the success of ES&H across the PGESCo projects.
Works with project procurement management on review of contractors ES&H plans & bid submission.
Develop the company Hazard Identification & Risk Assessment Register, Aspect and Impact Register, Legal & Other requirement Register & company Objectives and Targets
Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
Coordinates appropriate consideration of ES&H requirements with contract, engineering, and construction personnel.
Review contractors ES&H plans and ensure implementation for all projects
Provides functional supervision of work practices of PGESCo ES&H and other contractors/ subcontractors.
Leads meetings, as necessary, with customers, project team members, and contractors/subcontractors to communicate project-specific ES&H mitigation plans, training programs, and complex technical reports.
Stops work in dangerous situations or conditions having imminent adverse ES&H impact. Stipulates acceptable work practices that are to be implemented before the work can be resumed.
Manages ES&H personnel activities, such as recruitment, employee development & Site transfers
Manages and conducts project serious accident and/or fatality investigations and notifications; documents factors contributing to an incident and ensures the preparation of required reports.
Manages cross-training of personnel in professional or discipline-specific skills, techniques, and procedures.
Provides functional supervision for PGESCo project ES&H orientation and training of project manual/non-manual personnel on multiple projects.
Conduct ES&H assessment, audit & inspection. On PGESCo projects and issue corrective action reports
Representing ES&H at senior-level functional meetings and board meetings
Issue of monthly and semiannual PGESCo Statistical and activities report to PGESCo management/ board of directors
Responsible for ensuring the execution of works in full & in accordance with the Safety standards specified in the contract. This included the responsibility for coordinating and controlling all ES&H construction activities (carpentry, welding, rigging, blasting, scaffolding, pipes wrapping, excavation and placement of pipes, sand blasting, painting and insulation). Set and monitored procedures pertaining to cranes, derricks, hoists, elevators, stairways and ladders usage of the construction site. Ensured the compliance of construction according to HSE Management System OHSAS 18001 & 9001 requirements. Supervised the compliance of the construction works schedule with the procedures and standards laid down in the Safety Manual. Managed Safety training courses and illustrations and ensured comprehensive adherence. Manage a number of safety engineers / supervisors & officers
Develop, review and upgrade plant safety plans & procedures. Maintenance process, lockout & tag out, review boundaries of isolation, perform gas testing, permit to work, develop emergency and evacuation plans, conduct periodic drills. Conduct of contractors pre-mobilization, safety brief. Issue plant Statistical & Activates weekly reports. Coordinate and liaise with the shift supervisors with regards to all HSE activities. Organize and conduct safety meetings, safety committee and management walk through. Develop a training matrix for Plant shift engineers and conduct safety orientation / training programs, Toolbox Talks. Perform Hazard Identification & Risk Assessment, Environmental Aspect & Impact Analysis, issue and control of PPE, control and register of material safety data sheets (MSDs) and substance hazardous to health. Audit work to permit, LOTO, hot work and confined space permits as well as assist the shift supervisors on conducting risk assessments for routine & non-routine tasks,
Review plans & procedures, total commitment to Bechtel’s Zero Accident Program. Conduct pre-mobilization safety brief to sub-contractors managers represent the ES&H department in meeting with client, construction and department managers. Develop safety orientation/training programs, conducting supervisory safety training models, toolbox talk’s preparation, hazard analysis & control, safety inspection & safety walkthrough, safety meetings & progress meetings, environmental control. Purchase of PPE, store issue & control of work permits. Control and register material safety data sheets (MSDs) and conduct control of substances hazardous to health. Control work to permit system, method statements & risk assessments, performance initiative contract (PIC) safety audits, supervise a number of safety engineers, inspectors, security personals, medical staff, cleaning team and safety store. Coordinate with startup group through hydro static, electromechanical, pressure, steam blow and other tests
