• Develop monitoring and evaluation plans for all DRC Jordan projects with an aim of creating standard indicators in key sectors to better understand impact across program sites;
• Design, test, and apply monitoring tools, ensuring a relevant, feasible, and innovative approach to project monitoring and learning;
• Contribute to program design and implementation to ensure adherence to DRC’s MEL MOP standards, including surveyy/questionnaire development, form creation, data analysis and documentation methodologies;
• Develop strategy and methodology for M&E across all project areas, including community cohesion, protection monitoring, economic empowerment/livelihoods, and good governance.
• Work closely with the MEAL manager to develop tools and oversee data collection for assessments as needed, including baselines, midlines and endlines;
• Develop program reporting templates that facilitate the acquisition, aggregation and flow of information within and between programs;
• Conduct analysis, quantitative and qualitative, for program reports, ad hoc requests, evaluations, etc.
• Oversee all data collection efforts for ongoing monitoring activities, including information gathering, logistical support, liaising with and overseeing data collection teams, and ensuring high data quality;
• Facilitate relevant monitoring activities (or oversee their implementation in the field) including focus group discussions, key informant interviews, household/individual surveys, post-distribution monitoring, etc.;
• Responsibly track M&E field activity budget lines, with oversight from the MEAL Manager, to ensure proper, timely spending on funds on monitoring and evaluation needs;
• Produce monthly overview reports of progress against indicators, lessons learned, analytical reports/key findings, and recommendations for the MEAL Manager to incorporate into reporting and other written communications;
• Participate in program review meetings and feed into to institutional learning by contributing best practices and lessons learned from ongoing M&E activities;
• Support the bases to prepare for and implement quarterly learning events, including any logistical or technical support needed, and ensuring proper documentation and information sharing post-events.
• Promote a culture of learning through on-the-job training of national M&E field assistants and officers;
• Build the capacity of all relevant team members to develop, maintain and contribute to M&E learning, including through regular reflection and analysis of project monitoring data;
• Responsible for assessing and building the capacity of partner staff in M&E basics, and advanced skills, as required, based on clear capacity building plans, jointly created with partners;
• Work closely with program team and HR to ensure that M&E skills are incorporated into all program position descriptions and necessary positions are budgeted for;
• Encourage a positive work environment of mutual respect where team members are committed to achieving their best and collaborate efficiently and effectively.
• Directly technically supervise the responsibilities of the M&E assistants and officers in the areas of intervention (technical line management of MEAL staff will be split geographically between the north and south).
