Hired to monitor, assess, and correct the practices of Turn Key Contractor(s) to UAE Armed Forces (AF). Assured use of most cost effective methods and highest available technical capability (eTOM, ITIL, PMI, COBIT5, GEIT) in delivering services for a complex, 6-year, $1.7 billion MilSatCom Information and Communications Program/Project. Implemented Change Management Process that saved the AF millions in costs.
♦ Substantially reduced costs by auditing and correcting ICT standard frameworks of the central ICT Logistics Platform Program (SAP) to verify that work processes being used were most cost-effective and followed best practices established by the AF. Uncovered costly disadvantages and non-transparency in staffing, onerous contract terms, travel expenses, explosion in scope, and work processes. Developed travel and per diem cost controls including templates and transparent reimbursement process with appropriate channels of authority.
o Scoped initial User Acceptance Test (UAT) that AF contractors finalized. Assessed contractor performance using UAT results. Developed report and recommended mitigation actions to prevent failure.
o Developed “ICT Logistics Business Risks Register” for senior officer’s use in contractor performance review.
♦ Eliminated source of expensive travel by arranging and implementing an alternative monthly teleconference solution with the local telecom operator that eliminated monthly in-person meetings and travel expenses.
♦ Led discussions for developing a strategic UAE Armed Forces messaging communication system (Tactical Data Link) and developed the alternative program roadmap scenarios.
♦ Devised High Level “UAE AF Digital Transformation” study employing the Project Portfolio Management roadmap in sync with national Knowledge Management under an ICT Governance and Control (COBIT5) framework-based organization.
♦ Provided customer with several detailed whitepapers, e.g. “ICT Capability Portfolio Dashboards”, “ICT Acquisition Life Cycle”, ” The Service Level Agreement (WP) or high-level workshop presentations, e.g. “CIT Portfolio Management - Capability” to inform client members at several levels of industry proficiency.
