• Set overall objectives and priorities for the Human Resources Department in line with the vision, mission and business strategy of SESCO.
• Direct the development and oversee the implementation of functional policies, processes, procedures and controls covering all areas of Human Resources activity so that all relevant procedural requirements are fulfilled while delivering a quality and cost-effective services.
• The preparation and updating of the HR budget (including payroll, training costs, etc.)
• Assist in defining or revising an optimum organization structure for SESCO so that resources are optimally utilized and communication can take place in an efficient manner.
• Conduct the job analysis and job evaluations to ensure role accountabilities are clearly documented and jobs are given their fair weight in the organization.
• Develop, implement, and manage workforce planning and ensures alignment with SESCO overall business objectives.
• Prepare Payroll.
• Conduct supply analysis to identify the number of positions that will fall vacant due to retirement, attrition, etc. and develop short and long-term recruitment or internal placement plans to fill the gaps.
• Responsible for maintaining a consistently effective recruitment program; selects most effective recruitment methods and consults with management on staffing strategies.
• Develop the recruitment policy and ensures SESCO is meeting manpower targets with the best talented candidates recruited.
• Oversee employee turnover and identifies programs for improving the work environment to increase retention and satisfaction.
• Ensure the ongoing development and implementation of performance management system in order to ensure all individuals in the business know what their accountabilities are and how they are performing against those accountabilities so that overall business performance can be optimized.
• Advice and counsel employees who seek advice on their personal or work-related issues in order to retain high performing employees or resolve work related issues.
• Manages subordinates to ensure they fulfill their duties in the human resources function.
• Train, develop and provide guidance to reporting staff to ensure they have the necessary skill base to perform against or above expected performance level.
