• Prepare and review Construction and Commissioning HSE plan
• Prepare and develop all safety procedures and/or manuals for construction and commissioning activities.
• Monitor, assess and report on Sub Contractors HSE compliance with the CONTRACTOR project HSE requirements as per the Contract and HSE legislation / best practice
• Identify and develop new safety requirements as needed relevant to construction and commissioning
• Ensure and facilitate where necessary Task Risk Assessment e.g Leak Test, Chemical loading and filling, N2 activities, Air blowing, first energization of substation, etc
• Prepare and analyzed the KPI report for JV CSTS (Chiyoda-Saipem-Tripatra-SAE) in a timely manner
• Ensure that Life Saving Rules are followed and implemented.
• Ensure that a program is in place for Site HSE Audits/Inspections and Follow Up
• Ensure that environmental aspects and impacts are identified producing a Register for this purpose.
• Conduct accident and incident investigations using Tap root and five why investigation method.
• Developed, planned, and implemented HSE MS to enhance positive culture in company
• Maintain and build relationships with external organizations such as fire departments, mutual aid societies, and rescue teams to facilitate emergency responses.
• Assisted HSE Compliance Manager to establish monthly specific Perfect Plan to enable it transforming site perfect day everyday
• Organize regular management review to evaluate compliance all elements within HSEMP
• Investigate the causes of incidents; provide effective recommendation actions and complete final reports in a timely manner.
• Monitor the implementation of HSE Management system and its program to provide professional advice to Business Line Team to improve, maintain or for continual enhancement.
• Set up and designed HSE leading & lagging indicator and HSE annual plan in east and west Indonesia region
• Lead and manage internal audits OHSAS 18001 and ISO 14001 for all ANJ Plantations in west and east Indonesia Region
• Assist HSE Manager to manage environmental program as part of sustainability development goals (SDGs)
• Enhance HSE knowledge and skill of ANJ personnel, Project Team and project HSE through couching program, and actively involved in the process
• Plan, lead and ensure use of HES Management System execution for all HES activities, including emergency response plans and risk management plans.
• Assists HSE Manager to prepare regular weekly, monthly and other reports as required on safety matters for issue to the Employer and Project Director.
• Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings.
• For ensuring that all of hazardous waste generated from respective operation is being maintained and disposal regularly in accordance with the company Environment Management System and ISO 14001 requirements
• For ensuring that accidents, incidents and near misses are reported promptly in accordance with OH&S Management System (Accidents, Incidents, Non-Conformances and Corrective & Preventive Action Procedure) and that any necessary steps taken to avoid recurrence are implemented and are effective
• Carry out Safety inductions for Jaya Konstruksi site staff
• Conduct potential risks review on the project and identify potential mitigation measures
• Responsible for inspection of the construction areas and ensure compliance with the project safety requirements as laid down by the approved Jaya Konstruksi safety plans.
• Prepare and maintain Jaya Konstruksi HSE registers, e.g. training, induction, inspection reports, accident/Incident, and others as required.
• Ensure all incidents are investigated and root causes are determined and appropriate actions taken to avoid recurrence.
• Carry out Safety inductions for Jaya Konstruksi site staff
