The Project consists of Gas Gathering, Treatment, and Export Facilities Package EPCCS 1a and 1b. The scope of work include Engineering, Procurement, and construction (EPC) of the facilities at the field. The site is located in Algeria’s South West, 160 Km from Adrar Airport. The fields within the block are part of the
Blocks permits 351c and 352c located at Reggane basin, around 1500 Km southwest from Algiers. The activities to develop the Project include, but are not limited to, the development of the Surface Facilities for the Project. The Surface Facilities include a Gas Gathering System connecting widely dispersed wells to a Central Processing Facility where the gas will be processed to sales specification. The gas will then be compressed, metered, and exported via a pipeline to a tie-in on the main gas transport system in the region.
- Provide HSE training courses to oil & gas companies as requested
- Provide HSE inspection & HSSE Audits to Oil & Gas companies as requested.
- Implement company/project HSE policies
- Coordinate with Company QHSE & HSE Manager on weekly basis on all HSE related matters
- Coordinate with Project Management on daily basis on all HSE related matters
- Enforce Company Policies
- Development and implementation of HSE Training programs for all Project personnel
- Development and implementation of site access procedures
- Monitor Construction HSE Performance and take necessary corrective actions to ensure compliance with Company and Project HSE Plan and procedures.
- Prepare weekly and monthly HSE Reports in accordance with Company and Project HSE Plan and procedures requirements.
- Review and approve Heavy equipment lifting plans and procedures
- Prepare and implement regular HSE audits for all work locations
- Prepare, Development and implementation of emergency evacuation plan
- Daily HSE inspection of work sites, catering and camp facilities and reporting findings to site management and copy HSE Managers.
- Attend and Represent all HSE Meeting with Client, Company and project. And as required by project manager
- Development and implementation of HSE incentive program, and HSE Penalty system
- Ensure continuous improvement of HSE matters on site
- Participate in a high potential near miss and accident investigation team.
- Obtaining and advertising manufacturers Material Safety Data Sheet (MSDS) for all materials or consumables being utilized to site.
- Development and implementation of a fire prevention, fighting and watch program
- Set a personal example to “Lead in Safety” and promote Injury and Incident Free Values.
- Develop and maintain with the project team the construction phase of HSE Plan and coordinate the implementation of the HSE Management System (MS) on the project to ensure company policies and standards are met and proactively assisting the project team to ensure the project achieves a high standard of HSE.
- Maintain a liaison with the Client’s HSE representative, planning coordinator, emergency services, local authorities, etc.
- Ensure that legal and statutory requirements of HSE, including codes of practice, are followed and in cases of imminent danger, suspend the operation.
- Attending HSE Steering meeting and other personal and professional development courses.
RESPECT OF LAWS
- Ensure field application of the relevant Syrian laws as per HSE methods recommendation
RESPONSIBILITY OF MANAGEMENT - HSE-MS, COMMUNICATION
- Accountable to develop the HSE policy in JAFRA by ensuring the performance of the periodic HSE meeting & communication following the decided action plans.
- Follow audit the site activities in order to evaluate the personnel and contractors compliance to the HSE rules and procedures. Organize the corrective actions when necessary.
- To participate to the updating of the HSE rules and procedures and their dispatch to the concerned entities.
- Organize the HSE communication on the JAFRA site.
OPERATIONAL RESPONSIBILITY
- Set-up the relevant control in order to make sure that all activities are organized with an effective control of the potential risks
- Ensure that all modification, downgraded situations and derogation are implemented according to the relevant rules and specific compensatory measures
- Ensure that safety materials and devices are operational and well maintained.
- Validates all PTW issued for the JAFRA area.
- Ensure the analysis of all near miss and incident on site, follow-up the implementation of the actions decided.
- Participate to the daily Field Production morning meeting.
RISK EVALUATION PREVENTION AND MANAGEMENT
- Participate to the JSA meetings, ensure the measure decided are implemented
- Animate the use of the “Stop Card System” on all sites.
RESPECT FOR THE ENVIRONMENT
- Ensure field application of the Company Environmental policy
- Ensure the monitoring of the field operation impacts (Flaring, venting, etc..) and record the periodic performance.
for ISO14001 project follow-up.
SAFEGUARDING HEALTH
- Ensure that the TOTAL E & P and DEZPC Health Plan is well implemented in Jafra area.
- Participate to the implementation of the Hygiene plan and ensure its field implementation. Organize the filling of required recording, ensure its saving
- Ensure Health and Hygiene communication
- Supervise EMSA doctors’ activities.
CONTRACTORS AND SUPPLIERS
- Integrate contractors in the JAFRA HSE policy implementation
- Audit the Contractors HSE performance and review their respective action plan.
- Provide assistance to the Contractors for organizing their HSE obligations on site.
- Ensure mitigation measures are implemented when the Contractor HSE
COMPETENCE AND TRAINING OF PERSONNEL
- Supervise the Site Training performed by HSE Team for TOTAL staff and Contractors.
- Issue and update the yearly training planning.
- Identify HSE training needs for operational personnel and propose corrective training plan when relevant.
EMERGENCY PREPAREDNESS
- Organize the safety drills in collaboration with RSES, supervise and validate the drills reports before dispatching, follow the action plan issued.
- Lead the Safety Teams in case of emergency situations.
- Issue and update the yearly drills planning.
- Ensure that immediate actions are taken in case of any alteration of the site safety conditions.
INCIDENT ANALYSIS, REPORTING, COMMUNICATION
- Organize incident analysis and investigations for all reported incidents.
- Issue the weekly and monthly TOTAL E & P reports.
- Contribute to promote actively the HSE culture and to support the personnel to improve their behavior.
- In charge of SYNERGI data base reporting.
- Ensure that the validated correctives actions are implemented.
AUDITS, INSPECTIONS
- Verify the compliance with the Total HSE regulation by regular site visits and audits.
- Support the RSES and concerned people to perform their internal HSE audits and site visits when necessary.
- Issue and update the yearly audits planning.
PERFORMANCE IMPROVEMENT AND HSE COMMITTEES
- Follow and participate to the yearly action plan. Collect the progress of the all entities HSE objectives
- Participate to the different HSE Committees.
- Implement company/project HSE policies
