• Responsible for QA/QC documents of the complete project, including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
• Review the quality of all materials at the site, ensure compliance with all project specifications and quality, and collaborate with the department for all material procurement and quality materials.
• Supervise the effective implementation of all test and inspection schedules, ensure adherence to all procedures, and coordinate with various teams to perform quality audits on processes.
• Review the Material Technical Data Sheet to ensure that the materials are complied with project requirements, specifications and standards and prepare material comparison sheet prior to submissions especially for approval of the engineer or consultant.
• Prepare Method Statement and ITP for Mechanical Items and equipment to make sure prior to starting the works, the MS and ITP are submitted and approved by consultant base on plans and works schedule.
• Review Method Statement approval or comments of the consultant and take action, complied immediately if there is any corrective action in the comments and re-submit for final approval.
• Submit Inspection Request for Consultants Inspection 24 hours before the inspection and make sure that the work to be inspected is completed and ready to avoid any rejection or revisions of the request and more important can proceed with the succeeding works.
• Issue Site Observation report to the subcontractors and site construction team. NCR will be issued after 72 hours has no action taken to a certain issue.
• Manage all work methods, maintain knowledge on quality assurance standards, monitor continuous application for all quality assurance processes and recommend corrective actions for all operations.
• Develop a method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.
• Liaise the Technical Engineer for submission of material submittals to consultant
• Coordinate with the Consultant’s representative and Site In-charge for Inspection.
• Report to the QA/QC Manager, control, and monitor all activities related to Quality
• Supervise and support the project Commissioning Team
• Monitor and report Mechanical and Electrical commissioning progress on a regular basis.
• Ensure all mechanical and Electrical commissioning activities adhere to all applicable site, project safety procedure and practices.
• Review the Contractor’s Mechanical, Electrical and Instrumentation installation method statements.
• Review Contractor’s Mechanical shop drawings against the design drawings for compliance with design intent and sent to Client “Kahramaa Engineers” for final approval with appropriate comments within the specified contractual period.
• Review Contractor’s mechanical shop drawing in conjunction with the structural and electrical engineers to ensure engineering co-ordination and advise the Project Manager accordingly.
• Review Contractor’s Mechanical, Electrical and Instrumentation As-Built drawing against approved shop drawing.
• Review Contractor’s mechanical services material proposals against specified technical performance requirements and advise the Project Manager on the appropriateness of the proposals.
• Undertake general project site observation/inspection of the mechanical, electrical and instrumentations services work for Contractor’s adherence to the approved shop drawings and Project specification, good working practices, and construction schedule.
• Monitor and promote health and safety on the site. Record and report any breaches to the Project Manager. If required stop the construction works if unsafe practices are being followed.
• Responsible for inspection all mechanical materials and equipment delivered to site ensuring it is as per approved material submittal and the sizes and quantities checked as per delivery notes.
• Responsible for site inspection and closeout of mechanical daily request submitted by the contractor
• Witness on-site piped system pressure test, air conditioning duct light testing and another testing that may be required during the first fix works and advise the Project Manager accordingly.
• Undertake a prior review of the Contractor’s proposed mechanical system testing & commissioning methods and schedule.
• Witnessed and approved mechanical, electrical and instrumentation system final testing and commissioning.
• Review and comment on the Contractor’s testing and commissioning results and advice the Project Manager accordingly.
• Undertake final project snagging and prepare a list of defects for the Contractor’s action.
• Attend project, site progress and any mechanical services related technical meetings as directed by the project manager.
• Prepare draft site/engineer’s instructions, relating to the building mechanical services, as required and issue to the Project Manager.
• Provide advice to the Project Manager in regard to any mechanical services related to variable costs that may be claimed by the Contractor during the course of the works.
• Coordinating testing and commissioning activities and providing advice on testing and commissioning procedure and documentations
• Monitoring progress, recording all test results, witnessing final testing and acceptance of equipment.
• Ensuring the safe testing and commissioning of all equipment.
• Make sure all systems are designed, installed, tested, operated, & maintained according to the plan, specification and standard.

• Developing commissioning plans, pre-functional checklists, functional test procedures, and scheduling; reviewing and evaluating test results and providing recommendations on any issues arising during the tests; and preparing the mechanical deficiency log.
• Supervise and approve commissioning plans in accordance with project guidelines.

• Witnessed and approved testing and commissioning request of firefighting system, fire alarm system, FM 200 system, HVAC system, plumbing system, sanitary and drainage system.
• Witnessed and approved the functionality, stand alone and performance test of firefighting pump, chilled water pump, irrigation pump, domestic water pump, sump and foul water pump.
• Witnessed and approved the commissioning of staircase pressurization fan, supply fan, smoke extract fan, induction fan and exhaust fan
• Witnessed and approved air and water balancing of HVAC system.
• Witnessed and approved system integration and performance test of the equipment physically and through SCADA and other related integration program
• Report directly to MEP construction manager regarding the status of the project base on an approved plan and schedule.
• Review design drawing, shop drawing, red-line drawing, as-built drawing, and project deliverables.
• Review MEP material submittals, method statement, and ITP.
• Attend inspection of MEP services related to life and safety and related to civil defense and closed out the request.
• Check and verify the site the coordination of MEP services ensuring clashing free and give solution if there is one.
• Discuss to the engineering department the deviation and changes of the design due to the clashing of services during site execution.

• Ensuring the installation of Chillers, AHU, FCU, CRAC unit, supply fans, extract fan, fire pumps, chilled water pump, submersible pump, domestic and irrigation pump ensuring as per approved drawings and complying with the project specification and manufacturer recommendations and standards.
• Ensuring installation of firefighting system, fire alarm system, FM 200, Ductworks, plumbing, and drainage system, ensuring as per approved drawings, approved materials, ITP and method statement.
• Ensuring the installation and testing of Elevators, Escalators and Moving walks comply with the project specification, employer's requirement and met the civil defense requirements.
• Conduct a joint inspection with the other consultant on systems related to life and safety.
• Review contractor daily and weekly reports versus progress for target percentage verification.
• Review contractor testing and commissioning plan and procedure.
• Develop a PMC specific checklist to ensure the work carried out at site met the requirement during the inspection.

• Conduct snagging at the site and request to the contractor for rectification or modification of the defective and outstanding works to ensure quality and complying with specifications and standards.
• Communicate all project safety concerns to employees involves in the project.
• Work closely with the Deputy Construction Manager on all MEP work executed at the site and ensuring that as per approved plan schedule and project specification and related standard.
• Review design drawing, shop drawing, red-line drawing, and as-built drawing.
• Ensuring that the Stations are safely constructed to quality, design, technical standards and procedures are adhered to during the MEP construction process and report the progress of all works.
• Ensuring that all MEP activities are executed in accordance with approved Shop Drawings, Quality Plan, Method Statement, Inspection and test plan.
• Close coordination with client and contractor regarding the Quality status of the project and updating the resources i.e., manpower, equipment, and materials.
• Ensure conformity with QA/QC procedure and inspection requirements the implementation of all MEP activities at the site.
• Ensuring that the installation of Fire Protection, Plumbing, drainage system and HVAC system as per approved shop drawing, method statement, inspection, and test plan, and project specification.
• Resolving project issues by providing preventive and corrective action base on agreement and project protocol.
• Making sure that the MEP work executed at site base against the contractor look Ahead program and ensuring that the target and schedule are met.
• Conduct and Sign off MEP IRE and MIR submitted by the contractor after a thorough inspection.
• Conduct inspection on all equipment and tools used at site ensuring that all are in good condition, validated and calibrated.
• Review and counter check the Interim Payment Certificate submitted by the contractor for approval of billing.
• Witness and approved the air balancing of AHU, FCU and CRAC units conducted by Third party company.
• Witness and approve the performance test of firefighting pumps (Diesel and Electric)
• Witness and approved the testing and commissioning request of electrical and mechanical systems specially related to life-safety along with the authorized civil defense team.
• Witness and approve the system integration test of the MEP system and sub-system through SCADA and building automation system.
• Report directly to the QA/QC Manager regarding the MEP works executed at the site, achieves work assurance; quality and ensuring the program of activities are delivered as planned.
• Responsible for undertaking MEP inspections of sites prior to and during construction activities and completing verification that the prepared site and materials are compatible with the designed permanent works.
• Responsible for the day to day MEP activities on the site, for QA/QC matters, materials, drawings and testing.
• Ensure that the MEP work is performing in a safe manner and as per the QA/QC standard set up by the company.
• Responsible for daily inspection with NFI and MIR for mechanical activities done at the site and securing approval from the consultant.
• Interface with the construction team and give direct instruction on the most difficult MEP work at the site.
• Ensuring that all MEP inspections and testing results, location, date and status are monitored and recorded.
• Coordinate with another contractor in the project as necessary to accomplish the MEP major installation throughout the project.
• Execute all necessary field procedures, conduct project inspection, check the quality of MEP work to ensure adherence to the QA/QC plans and specifications.
• Responsible for maintaining the Quality, progress, and coordination of MEP work with the consultant.
• Making sure that all laboratory equipment and tools used for testing by in laboratory are all electrically certified and calibrated.
• Prepare Interim Payment Certificate (IPC) for billing base on BOQ.
• Manage construction supervision, quality control, hand over any other site operation.
• Execute MEP joint inspection with the client representative on the quality works done at the site for final acceptance of the request.
• Witness all the testing and commissioning activities and inspection ensuring approval from third party and consultant.
• Provide assistance to the QA/QC handing over the team for preparation of documents and O&M manuals.
• Acting as a main MEP-QA/QC Technical Adviser on a construction site for construction team and operatives.
• Ensuring that the MEP plans, drawings and quantity of material are correct for accurate calculations.
• Liaise with the Project Manager in construction supervision of all works both mechanical and electrical activities and give directive to junior staff.
• Conduct joint inspection with sub-contractor regarding the MEP works executed at site and ensuring that implemented as per agreed Quality plan and schedule.
• Making sure that the project execution developed by the cost and planning department and the detailed schedule for Civil Engineering are met.
• Responsible for the day to day MEP activities on the site, for QA/QC matters, materials, drawings and testing.
• Ensuring that MEP drawings and design are adherence to established QA/QC plan, specification and standards.
• Ensure the correct implementation of MEP work according to specification, design and quality of the materials.
• Prepare construction document including MEP Bill of Quantity (BOQ) of equipment, Construction drawings, copy of purchase order, technical specifications and equipment documentation to be forwarded to site for proper implementation.
• Prepare bill of quantity and quantity take off for MEP works.
• Prepare ITP and method statement as required by construction and QA/QC department.
• Advice to the management and client in every MEP proposal made for the good of the project.
• Initiate and evaluate on-going MEP works in line with the IFC drawings and generate Technical Query if not accordance with industry QA/QC plan, standards, specification and client requirements.
• Making sure that the standards of safety are complying with company’s HS&E System Requirements.
