• Commissioning up for B&W Boiler HFO Igniters and burners
• Plant maintenance supervision during outages
• Commissioning of H2 Cooling System for Generators
• Taking part of Steam Blowing Operation
• Commissioning and maintenance of Fly Ash System
• Assist in Start Up and Shutdown Operation, and supervise Outage works (Boiler)
• Set up PTW / LOTO System for the Project and conduct PTW/LOTO Training
• Develop PTW procedure for Owner’s approval and implement the PTW System
• Issue Permit to Work as per approved by Commissioning Manager
• Reviewing, approving and monitoring Lockout/Tag-out process
• Identifying isolation requirements, conducting and verifying all isolation
• Act as Mechanical PTW Isolation Authority
• Assist in the compliance of Occupational Health, Safety and Environmental requirement for the project
• Oversees daily operations, production and quality of Condensate Polishing system as part of commis-
sioning targets and requirement
• Render advice and possible solutions to the chemical team manager of any seen abnormalities during
commissioning period.
• Basic troubleshooting and maintenance of equipment within the condensate polishing plant area.
• Assist other commissioning personnel of the chemical team as seen necessary - chemical handling
and intervention, process control, minor unit operations procedures.
• Issue Permit to Work as per approved by Commissioning Manager
• Monitoring and encoding PTW daily status and reporting to the Commissioning Manager
• Review permit to work request for isolation
• Barricade and installation of signage of equipment on commissioning
• Isolate and DE-isolate by padlocks/chain with LOTO Tags for MCC, ACB, VCB and valves as per approved request
• Conduct PTW / LOTO Training and set up PTW / LOTO System for the project
• Providing health and safety support and guidance to field workers
• Responsible for receiving/documenting/keeping of turn over keys (buildings and electrical panels) from construction department and also turn over to Client upon COD.
• Implement the approved project Lock-Out Tag-Out (LOTO) and Permit To Work (PTW) Programs and Procedures
• Responsible for controlling General Safety prior to or on working area and adjacent to working area for safe access.
• Isolate and DE-isolate by padlocks/chain with LOTO Tags for MCC (MV, HV, LV), ACB, VCB and valves as per approved request
• Conduct PTW / LOTO Training and set up PTW / LOTO System for the project
• Support pre-operational and operational commissioning for the entire project
• Develop, recommend and implement modifications as per required to ensure safe operation of power plant equipment
• Maintain the LOTO and PTW database for all activities
• Security and safekeeping of LOTO / PTW office keys, locks and documents
• Implementing lock out procedures (electrical and mechanical)
• Preparing and registering permits to work
• Inspection to check tatt defined precautions are in place prior to start of work
• Monitoring compliance of workers to the PTW requirements
• Cancelling or closing out permits

• Filing permits for future use and incident investigation

• Maintain data base, filing system and various list used to support, administer and manage the PTW system
• Monitoring and maintaining the PTW procedure path as described in the PTW Procedure
• Ensuring compliance monitoring takes place after issue of PTW
• Coordinate with vendor, subcontractors and Owner’s Engineer during the commissioning of Desalination Plant (7200 m3/day), Demineralized Water Treatment System, Nitrogen System (PSA), Potable water system, Electro chlorination System, Sewage and Waste Water Treatment Plant, Sea Water Intake System, Commissioning of HFO/HCO Metering
• System walk-downs to identify mechanical punch-list items
• Responsible in preparation of documents as per requirement for commissioning.
• Coordinated with other commissioning discipline (Electrical, Instrumentation) to start-up, testing and troubleshooting.
• Responsible of Mechanical Run Test of Pumps and motors.
• Maintenance planning and supervision during outages
• Monitoring progress, recording all test results, witnessing final testing and acceptance of equipment.
• Commissioning and start-up of Condensate, Feedwater and Closed Cooling water systems and Circulating water system
• Supervise, controlled and managed technicians, labors or helpers who are supporting the subcontractors of mechanical commissioning works
• In-charge of RO membrane charging, CEDI membrane charging, GTMDO membrane installation, Micro Filter charging and testing
• In-charge of Start-up of Nitrogen Plant and Electro Chlorination Plant
• Chemical Dosing Skid tuning and leak testing, Relief valves calibration, Charging nitrogen Accumulators and installation
• Prepare PTW - LOTO permit, Prepare Request for inspection to Plant Owner/ Owner’s Engineer
• Conduct Air Blowing, Flushing, Chemical Storage Tank Filling, Motor greasing and pump lubrication, Punch Clearing and Start-up of Demi/Desalination Plant
• Assist in commissioning Emergency Diesel Generator 3 x 8.7 MW capacity Wartsila w20v32
• Support Hydro static testing of Water Storage Tanks (Desalinated Tanks, Demi-Water Storage Tanks, and Service and Fire Water Tanks) and Pipelines
• Commissioning and Start-up of the Sewage and Waste Water Treatment Plant

• Oiling and greasing of pump motors with the guide of the plant lubrication list
• Punch Listing/Trouble Memo and coordinate with construction for rectification
• Ensure waste water effluent is operating within the plant design and complying with Morocco’s Environmental Limits during Commissioning Period
• Execute work safely and reports to Commissioning Supervisor everyday
• Teach JLEC(Owner) Moroccan Operators Prior to Turn Over
• Operation & Preparation of turbine start-up, synchronization & coordination with the Switch Board
Operator of loading/unloading.
• Monitors and operates Turbine Lube Oil System, Turbine Control Oil
System, Turbine Gland Sealing System, and the Heaters, Drain and Vents using DCS Honeywell and
Yokogawa Systems
• Record, monitor, and evaluate operating system parameters such as temperature, pressure, tank
Level and flow trend curves and make necessary recommendation to Shift supervisor for optimum turbine performance and prevent breakdowns.
• Monitors and interprets DCS system alarm indications of equipment malfunction and coordinate with Shift Supervisor and Auxiliary Operators for alarm rectification
• Assists in the implementation of Plant’s Policies, SOP’s, Safety Procedures, Good housekeeping, energy conservation guidelines and environmental regulations
• Participates in Plant incident/abnormality investigations
• In-charge in supervising mechanical site works &materials prior for installation, fabrication, erection & construction.
• In-charge in lifting plan, rigging & slinging of steel structures upon assembly and installation.
• Installation and maintenance of state of the art seismic isolated base structures and retrofit of existing structures.
• Executes arc welding and gas cutting of pile drives.
• Material Receiving of Structural/Mechanical Materials & Equipment.
• Conducts soil testing to determine soil strength and hardness.
• Took part in the Commissioning of 2x103 MW Steam Turbine Generators under Fuji Electric Co., Ltd.
and Doosan Heavy Industries and Construction Co., Ltd. Turbine shutdown and turbine start-up, synchronization & coordination with the Switch Board Operator of loading/unloading during reliability test, performance test, and commercial operations.
• Record, monitor, and evaluate operating system parameters such as temperature, pressure, tank levels and flow trend curves and make necessary recommendation to Shift supervisor for optimum boiler and turbine performance and prevent breakdowns.
• As Turbine Operator Local: Confirms operation of equipment status at Local and report to Turbine Board Operator/Control Room Operators; Detects equipment malfunctions on local side, stop turbine when malfunction occurs; Performs minor maintenance of equipment using hand tools
• As Auxiliary Operator: Operate the trash rake, Operate Sea Water Intake, Operate Hypo chlorination system, detect any abnormality and update status of the BOP to the CCR, cleaning of the condenser ball system, monitor the performance of the BFP, CEP, Condenser and major parts of the BOP, also coordinate with the chemical department for steam and water quality
• As Boiler Operator: Update CCR of the status of the boiler at local side during normal operation/startups/shutdowns, constant patrol at the boiler building for any fire hazard, make minor troubleshooting of the coal feeder, and manual operation of the air canon of the coal silo, manual operation of the bed ash removal.
• Involve in an Intensive Engineering Management Training program for management and technical competencies promoting operation & maintenance of 3x83MW Clean Coal Power Plant.
• Line check of pipe lines with an aid of P&ID and ISO diagram.
• Coordinate and monitor construction & commissioning activities by Formosa Heavy Industries.
• Perform maintenance works of equipment using hand tools, power tools & measuring tools.
• Assist in repair of boiler breakdowns & heat exchanger leaks. Ensure that all relevant QA/QC documents such as Inspection Test Plan & Inspection Checklist are met & carried out in every inspection activity.
• Punch listing & Final Inspection of rotating equipment prior for pre-commissioning activities.
