P&C Contracts: Major Tie-Ins (Upgrade) for Degasing Station No.6, 7 and 8
Contracts Budget: over $100 million
Administration of EPC contracts with the budget more than $150 million (Gas Turbine Power Plant, 42” Oil Pipeline, Tank Farm, Oil Gathering System).
Pre-award Contract Management
Liaising with Procurement Department in order to review contract terms.
Lead the compiling of various documentation required for Invitation to Bid.
Administer any queries/clarifications from the respective bidders, participate in bid technical evaluation.
Participate in negotiations of contracts terms and conditions.
Post-award Contract Management
Ensure that contract price does not exceed the approved budget.
Develop internal estimation of additional work Variations.
Liaising with Technical team to ensure that all technical details are correct.
Ensure no commercial exposure of the Company.
Close daily work with Project Manager to ensure that Company’s commercial interests are not affected.
Promote contract knowledge among Project team and advise on specific contractual issues.
Ensure that all required documents are timely provided by Contractor and Company.
Draft & verify contractual letters and office memorandums, make sure all notices required under the contract are issued in time and in proper fashion.
Review acceptance documentation to ensure accuracy and completeness.
Maintain Contract File ensuring all contract’s records are being kept and could be easily retrieved.
Review Technical Deviation Requests, Variation Requests, define a merit under the contract, involve members of Project team, analyse, collect and review comments manage issue of relevant Variation Order or formal rejection.
Review a claim & develop a counterclaim to define a merit under the contract, collect and review comments, draft formal response, produce final report.
Promote claim avoidance among the team members (on-site and office based), advise on appropriate measures to be taken, collect and implement lessons learned.
Develop, award, post-award Contract Management and Contract close-out.
Develop and award 10-12 Purchase Orders (material supply) with individual values of $130k and above.
Filing and maintaining of all contractual documentation (i.e. Contract Requisitions, minutes of the meetings, correspondence, pre-qualification information, bidders nominations, Invitation to Tender, clarifications and associated correspondence, bids, bid opening sheets, copies of contractual documentation, novations and variations, Approval Routing Sheets, evaluation summaries, appointment letters, bank and parent company guarantees, close-out certificates, etc.);
Maintain portfolio of contracts / procurement information in Omnicom and SAP including introduction and timely updates of respective data;
Conduct Contract Strategy Reviews;
Coordination of pre-qualification and bidders list composition, issue of Invitation to Tender, clarifications, commercial evaluation, preparation of Tender Board presentations (strategy, bid list, approval, commercial overview etc.);
Liaise with Russian Content department and Vendor Management team to ensure opportunities to work with Russian contractors and suppliers are fully considered.
Responsible for coaching, mentoring and supporting junior C&P staff in the C&P process implementation and resolving contractual issues.
Road Crossings Projects (Open Cut, Micro-tunneling, HDD)
- Administer Subcontracts for crossings construction in their entirety, from kick-off to completion and handover.
- Provide the correct level of reporting to meet company requirements.
- Coordinating with all Stakeholders (Client, Company, Subcontractors, Municipalities and Third Parties) to ensure that all documents related to projects are reviewed, commented upon, and approved as well as all necessary permits.
- Participation in tendering on choosing construction subcontractors, concluding contracts.
- Control of the construction budget, project implementation time-schedule.
