- Managing and monitoring the contractor and all sub-contractors for HSE compliance to all regulatory and project requirements on a day-to-day basis.
- Review and approving Contractor HSE related document such as CPHSP plan, Emergency Preparedness / Response Plans, MSRA, Heat stress and other work-related safety procedure documents.
- Actively participate in all HSE activities (Safety Meetings, Project review meeting, HSE site walk, HSE training & awareness programs, HSE promotional activities etc.)
- Monitoring and coordinating all HSE aspects during the design process (where applicable), ensuring that all the hazards identified & HSE risks are reduced to as low as is reasonably practicable.
- Reviewing of all Method Statements and Risk Assessments submitted.
- Planning and organizing the site activity with contractor HSE Manager and Execution team and witnessing the activity.
- Issuing HSE observation reports such as Safe and Unsafe Act/Condition Observation report, Safety Walkthrough Reports, Site Memo, NCR and other Improvement Notices (HSE violations).
- Ensure and enforce the main contractor to implement site safety as per approved Project HSE plan, client requirement, QCS 2014 standards and other local regulation.
- Thorough investigation and follow up of all HSE incidents / accidents (including high potential near misses).
- Adoption of best HSE local / International standards, procedures and working practices.
- Effective motivation, communication and participation.
- Performs regular jobsite inspections with contractor HSE manager/execution team in order to identify any unsafe work practices and unsafe conditions. If any unsafe act/condition noticed, findings are notified to main contractor officially through different observation reports for immediate corrective action/closeout.
- Checking work place safety around the site are adequate.
- Ensuring QCS permit to work safe procedures are following at site.
- Coordinating with client and contractor regarding improvement of site safety condition/culture.
- Coordinating/Interacting with client representative and company project manager for site safety improvement.
- Monitor all activities being carried out as per method statement and Risk assessment.
- Guide the Main Contractor team to develop and maintain good safety culture at site.
