Responsibilities;
- Leading the bid process from start to finish, including bid strategy, proposal development and
submission
- Researching and analyzing market trends and competitor information to inform bid strategy and pricing
- Identifing the resources required to undertake bid preparation and delivery activities; highlighting any
resource, skill or capability gaps
- Defining and agreeing a bid budget and schedule baseline (with the Operations and BD Director) and
controlling the bid budget and schedule against these agreed baselines.
- Managing the bid process and ensure compliance with procurement regulations and internal policies
- Planning, organising and scheduling activities necessary to comply with the Service Delivery Process
(RFP), including the attendance of authorized approvers.
- Managing the bid Documentation to ensure it is delivered, reviewed and updated in accordance with
Clients’ requirements.
- Ensuring that Risk Management is exercised and coordinated
Managed handing-over of 13 projects at Al Meshaf area in Qatar South.
Roles and responsibilities;
-Provided expert input and project management support to Senior Resident Engineers and Supervision
staff as projects approach Practical Completion
-Facilitated and participated in regular Handover Progress meeting on the projects.
-Provided subject matter expertise in all relevant technical matters relating to the handover and close
out of projects and support the decision making process appropriately
-Managed the planning and implementation of structured project completion, close-out and hand-
over efforts, including adherence to the PWA Gateway Process to ensure all required approvals and
handover documentation are in place prior to recommending the issuance of the Completion Certificate
and the Maintenance Certificate.
• Review Project Specifications, Drawings and Bill of Quantities to identify all Engineering requirements for the Project.
• Provide technical input to Planning Department/Project Manager/Contracts Manager in finalizing/preparing contractual submittals such as Programmes, Valuations/Claims, Material Approval Requests, etc.
• Ensuring suitable communication/updates are being provided by the Technical Team to internal and external clients on Project status.
• Prepares technical proposal and explain to the consultants/client as required.
• Maintaining and monitoring the Technical Department performances.
• Review contract drawings and prepare a list of shop drawings for accuracy/compliance to contract requirements prior to submission for approval.
• Provide details to draftsmen for shop drawings and review the shop drawings for accuracy/compliance to contract requirements prior to submission for approval.
• Ensuring that all shop drawing work is completed to the highest standard.
• Review the method statements prepared by Site Agent/Project Manager for adequacy and submit them to Engineer/Client for approval.
• Review the shop drawings, materials and specification prior installation.
• Follow up shop drawings for site requirements and coordinate with sub-contractors
• Prepare requests for information and method statement to be submitted to the consultant.
• Estimate quantities of materials to be used as per site requirements.
• Perform traffic diversion drawing preparation as per Work Zone Traffic Management Plan for approval from Qatar Traffic Police Department
• Revaluate payment application before submission to the consultant.
• Prepare requests for inspection and method statement to be submitted to the consultant.
• Supervise the schedule of activities, utility clearance (prior roadwork activities), and excavation permits.
• Estimate quantities of materials to be used as per site requirements.
• Perform drawing preparation by using AutoCAD.
• Perform traffic diversion drawing preparation as per Work Zone Traffic Management Plan for approval from Qatar Traffic Police Department
• Follow up RFIs (Request for Inspection) for payment application.

• Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.
• Assess costs effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.
• Consult with clients, vendors, personnel in other departments, construction foremen to discuss and formulate estimates and resolve issues.
• Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates.
• Prepare estimates used by management for purposes such as planning, organizing, and scheduling work.
• Prepare estimates for use in selecting vendors and subcontractors.
• Review material and labor requirements, to decide whether it is more cost-effective to produce or purchase components.
• Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the projects.
• Prepare and maintain a directory of suppliers, contractors and subcontractors.
• Set up cost monitoring and reporting systems and procedures.
• Establish and maintain tendering process, and conduct negotiations.
• Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
• Visit site and record information about access, drainage and topography, and availability of services such as water and electricity.
• Act as the main technical adviser on the site for subcontractors and operatives,
• Oversee the selection and requisition of materials and plant.
• Manage and monitor the contract design documents supplied by client.
• Day to day management of the site, including supervising and monitoring the site labor force and the work of any subcontractors.
• Oversee quality control, health and safety matters on site.
• Prepare reports as required.
• Resolve any unexpected technical difficulties and the other problems that may arise.
