As part of Samsung C&T, ’s strategy to de-centralize management from Seoul HQ, transferred to Samsung’s Global Business Hub in Singapore to lead all health and safety matters in the South East Asia region (Civil, Building and EPC projects) including Singapore, Hong Kong, Indonesia, Vietnam, Malaysia, Thailand and Philippines.

Directly responsible to drive a team of Regional Safety Managers, Inspectors and Plant & Equipment Specialists reporting to the Singapore based President of Global Business Operations and Senior Executive Vice Presidents and CEO back in South Korea.

Tasked to implement a significant change in the company culture and attitude to safety management from a deeply reactive culture to a proactive, risk based preventive management culture via development of regional directives, plans & procedures, technical and cultural training, enforcement and incentivization.

Development of regional strategy, objectives and targets and developing Q-HSE standards across all regional areas to ensure a consistent safety standard and approach regardless of the local safety standards and norms.

Working with the Civil, Building and EPC tendering teams to produce detailed project specific safety plans and procedures required for prequalification and bid submissions. Representing the company during tender presentations to major Clients.

Responsible to organize and host regional safety conferences, events and promotions. Direct reporting and communication with Samsung group headquarters in Seoul including frequent business trips there to attend meetings, seminars and conferences (at least quarterly).

Responsible for SHEQ matters on all Samsung C&T International Civil Works Projects (all projects outside of South Korea) including South East Asia, Australia, Middle-East, Europe and America with regular monthly business trips to active projects.

Development of global SHEQ strategy, KPI, objectives and targets for continual improvement on all international work sites. Serious accident and incident investigation and development and implementation of improvement action plans. Overall responsibility for the successful deployment and implementation of the company SHEQ policy and management system plans & procedures globally via staff training at all levels, internal and subcontractor & supply partner system and audits, site inspections and routine surveillance.

Preparation of Safety and Health submissions including preliminary project organization, roles & responsibilities and project specific safety plans required for prequalification and bid submissions for international projects.

Responsible for site SHEQ mobilization on newly awarded projects, including staff selection, project SHEQ documentation and contractual deliverables, establishment of SHEQ team and project specific SHEQ training to ensure the smooth launch of the required SHEQ systems during the critical early stages of new sites.

Responsible for management of global SHEQ management team based in Samsung C&T Seoul Headquarters and for interviews and selection of new head office, regional and global project staff with over 100 SHEQ staff worldwide. Regular communication and liaison with Clients and other stakeholders worldwide including conducting regular Client meetings, feedback and satisfaction surveys.

All Building & Civil Works Projects in Hong Kong & Macau

Corporate Safety, Quality and Environmental Director for Hong Kong & Macau region reporting directly to the Managing Director. A safety leadership role with a team of over 70 x Safety, Quality & Environmental Managers and Officers on numerous large scale Civil and Building works projects for Clients including Mass Transit Railway (MTR), Architectural Services Department, China Light and Power and Highways Department.

Directly responsible for all company safety, quality and environmental matters including preparation of bid & prequalification submissions, staff training, project & corporate audits, site inspections and evaluations, development and maintenance of the 3rd party certified safety management system and ensuring its implementation.

Responsible for driving the company as a leader in occupational health and safety through innovative schemes including an multi award winning company safety training centre (unique facility with site mock-ups including tunneling simulation), new staff mentoring initiative, disciplinary and incentive schemes.

Chairman of the country health and safety steering committee reviewing accident & incidents, safety statistics and trends, near-miss and unsafe acts, changes in legislation and other key health and safety issues. Participating on Client (including MTR) and Hong Kong Construction Association Health and Safety working committees with other leading contractors to improve the health and safety culture and performance in the region overall.

Lead investigator for all major accident & incident and responsible for preparing statistical analysis of accidents and incidents and providing innovative prevention strategies such as company-wide safety rules and directives, incentive and disciplinary schemes. Management of all safety related legal cases and insurance claims.

Gaining expertise in specialized Tunneling Health and Safety matters associated with NATM Tunnels (Drill & Blast) and various Tunnel Boring Machine techniques including slurry, double-shield and EPB machines with specific risks associated with working in compressed air environment during maintenance interventions.

Nominated Safety, Quality and Environmental management representative dealing with Government departments, Clients and certification body. Liaison with and following-up of actions from the local enforcement agency (Labour Department). Responsible for all Safety, Quality and Environmental activities, reporting and communication with the Bouygues Construction group headquarters in France including regular business trips there to attend meetings, seminars and conferences.

Larnaka

Project Details:
Cyprus Airports in Larnaka & Pafos

Internal transfer to establish and manage Safety (Quality & Environmental) matters on two major new airports terminals, taxiways & surrounding infrastructure at Larnaka & Pafos airports located in the Republic of Cyprus (the airports are approximately 120km apart).

In addition to the establishment of the basic safety management systems, specific problems included sourcing of competent staff and improvement of safety culture and general awareness due to a lack of local expertise and knowledge. Therefore, training and awareness was critical to ensure successful implementation of the management systems and required the development of general and specific training modules at all levels.

Careful control of numerous subcontractors on the project was a challenge, in particular, assisting with the development of practical method statements including detailed safety risk assessments and safe working procedures. Establishing pre-work safety meetings to ensure good communication and understanding of all safety risks and mitigation measures to be implemented. Chairman of both the internal and subcontractor monthly safety management and quarterly safety steering committees including deployment of site wide safety campaigns on key safety topics.

Preparation of project safety documentation, internal and subcontractor safety audits and daily site inspections. Implementation of a health assurance scheme establishing site medical stations and compulsory health checks for plant and equipment operators and staff performing high risk works.
Responsible for the site labour camp design and day to day operations which accommodated over 200 imported Polish and Filipino workers.

Also responsible for all site security matters with Client and local authority liaison being a critical issue due to the projects’ location adjacent to two fully operational airport runways. Responsible for the 24-hour security operations on two expansive sites working with government and local specialist security contractors with around the clock security surveillance and patrols.

Environmental issues were a major task on this project due to local migratory birds at nearby salt marshes and various government protected flora and fauna surrounding the airport. Significant aspect and impact analysis and liaison with the Client, local environmental agencies and stakeholders being a major role.

Project Details: Venetian Macau Casino East Podium

Contract Sum: US$ 600 Million (Build Only)

Internal transfer to a major project with fast paced construction programme for the Venetian Casino East Podium superstructure in Macau, a 5-storey structure with gross constructed area of 250, 000m2.

Responsible for establishment of a new Safety team and Management system in a new company region that required development of procedures to meet local legislative requirements under a complex project management structure and with a largely unskilled imported workforce.

Managing a professional team of safety officers, environmental officers and temporary works coordinators responsible for the safe construction of large scale heavy precast concrete structure, structural steelwork and specialist façade installation works. Lifting operations and vehicle management on a congested site with a tight programme and numerous interfaces with several other main contractor sites was a particular challenge on this project site.

Chek Lap Kok

Project Details: Hong Kong International Exhibition Centre at HK International Airport.

Contract Sum: US$ 500 Million (Design, Build & Operate, PPP)

Internal transfer to a challenging new project which was a Public Private Partnership (PPP) with the Bouygues group being an investor, main contractor & operator for 25 years. The role of providing safety management for the project was a complex matter involving not only the management of the internal SHEQ team but also specialist subcontractors (VSL) and specialist design consultants for heavy lifting of the prefabricated roof truss structure (200T+) using reverse jacking method.

Safety requirements were challenging on this project with a tight schedule and many working at height and lifting operations due to an expansive profiled roofing cassette system (KALZIP) installed on the building and location adjacent to the Hong Kong Airport main runway, however, the project was completed with no major accidents recorded. Compliance with stringent Hong Kong International Airport (HKIA) requirements was also required on this project with proactive participation in the HKIA safety committee and workshops.

Leading a large team of professionals consisting of registered safety & environmental officers and temporary works engineers and clerk of works.

Kingston

Project Details: Jamaican Branch Highway 2000 Project

Contract Sum: US$ 400 Million (Design, Build & Operate, PPP)

Internal transfer to a newly established branch for the Bouygues Group, challenged with the establishment of a new health and safety management system and team.
This involved the recruitment, development and coordination of an extensive team of local and expatriate Safety Managers, Engineers and located at remove locations along the alignment of the key design, build & operate Highway 2000 Toll Road Project (120km World Bank supported highway construction between Kingston and Montego Bay).
Responsible for coordinating all site security (co-operating with the Jamaican defense force / army and private security contractors) and safety matters across the site including daily routine safety surveillance inspections in remote locations in some volatile local communities and serious crime rate areas.
Control of a quarry (including blasting activities and large crushers), large vehicle workshop, asphalt and concrete plants and extensive interface of heavy construction vehicles both off on and off site were some of the day to day hazards to be managed, monitored and mitigated. Also transportation, loading / unloading and installation of heavy precast main bridge beams and prefabricated steel components was a major work activity next to an existing major high speed highway.
Ensuring the smooth implementation of all Safety (Quality and Environmental) matters in the country via staff training at all levels, inspections, surveillance and internal & external audits. Nominated Client and 3rd party representative for all health, safety and security matters including liaison with local community and trade union representatives.

Specific difficulties included overcoming basic problems due to a general lack of exposure to International health and safety standards in the country and the vast extent of the project site and hence monitoring of SHEQ issues across it (construction was performed in approximately 15km phases). Environmental liaison with government departments, local authorities and communities was a key duty performed and in the safety management role, the establishment of two fully equipped nursing stations, ambulances and emergency planning and communication with local hospitals and emergency services was a major challenge.

The management system implemented achieved the first OHSAS 18001 accreditation for a construction company in Jamaica.

Duties included client and subcontractor liaison, development and review of all construction related quality documentation, control of non-conforming works and all internal and external audit activities and overall maintenance & implementation of the company's third party certified ISO 9001 quality system.

Directly responsible for quarterly ISO 9001 (including design) audits on over 35 domestic and nominated subcontractors in Hong Kong & prefabrication yards in Mainland China that were carrying out a diverse range of civil and building works including foundations, in-situ concrete, structural steelwork, glazing, electrical, mechanical and finishing works.

Also responsible for management of the project quality control engineers and document & data control departments.

With the exclusive license to test construction materials for the entire new Hong Kong Airport construction site (under AA license 08), MateriaLab established a 2100 m² testing laboratory with over 400 staff, which was at the time the world's largest independently certified on-site Construction Materials Testing facility with certification for provision of over 320 tests.

Main responsibility for the specialist bituminous materials testing for runway marshal asphalts including the rapid establishment, staffing, procurement & development of all laboratory-testing facilities, preparation of detailed laboratory testing & calibration procedure, client liaison, supervision & co-ordination of over 60 technical staff, design and implementation of the company's HOKLAS accredited Quality Assurance system (ISO Guide 25). HOKLAS approved signatory for all formal test reports issued from the facility.
